PIMENTEL SECONDED BY: ALL SANGGUNIANG PANLUNGSOD MEMBERS PRESENT “AN ORDINANCE INSTITUTIONALIZING AN EARLY CHILDHOOD DEVELOPMENT INTERVENTION PACKAGE FOR THE FIRST ONE THOUSAND (1000) DAYS OF A CHILD.” WHEREAS, the Philippine Constitution, Article 2, Section 15 states that the State protects a child's right to life and good health; WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of 1991, states that Local Government Units shall endeavor to provide health services which include the implementation of programs on maternal and child care; WHEREAS, Republic Act (RA) 11148 otherwise known as “ Kalusugan at Nutrisyon ng Mag-Nanay Act” is an act scaling up the National Health and Nutrition Programs through a strengthened integrated strategy for maternal, neonatal, child health and nutrition in the 1st 1000 days of life; uly ef Republic of the Philippines Province of Surigao del Sur CITY OF TANDAG fete Gonggning Fenkgd 2°4Floor, Legislative Building, ‘Airport Road, Bray. Awasian Tandag City, Surigao del Sur, Philippines 8300 (086) 214-3076 Page 2 Ordinance No. 012 Series of 2021 WHEREAS, the “first 1000 days of life” refers to the period of pregnancy up to the first two years of the child. This is the period during which key health, nutrition, early education and related services should be delivered to ensure the optimum physical and mental development of the child; WHEREAS, the first 1000 days is a period which poor nutrition can have irreversible effects on the physical and mental development of the child, consequences of which are felt way into adulthood; WHEREAS, this ordinance emphasizes the importance of the first 1000 days of life as one of the strategic thrusts in reducing malnutrition in the city. BE IT ORDAINED BY THE MEMBERS OF THE SANGGUNIANG PANLUNGSOD OF THIS CITY that: Article |. Title and Declaration of Policy Section 1. Short Title. - This Ordinance shall be known as the Tandag City "Kinabuhi sa Isa ka Libong Adiaw (K-ISA) Ordinance.” Section 2. Definition of Terms. For purposes of this Ordinance, the following terms are hereby defined and indicated with corresponding health and nutritional requirements: a. First 1000 days of life- from conception up to the child’s second birthday, comprising 270 days of pregnancy, 365 days for the first year and another 365 days for the second year of the child's life. b. Conception, pregnancy, and birth (270 days)- The First 1000 days of life begin at conception. The growing fetus is dependent on the mother for nutrition to achieve optimal growth and development. To provide the necessary nutrients for the baby, the mother should consume an adequate and balanced diet with essential nutrients (iron, folic acid, and iodine). These micronutrients are needed for normal cognitive and motor development and social skills that have lifelong effects on the child. c. First 6 months of life (180 days or 0-5 months)- Starting from the first hour after giving birth, it is best for the mother to exclusively breastfeed her baby for the first 6 months of life. It means that the infant should receive only breastmilk from the mother or a wet nurse or expressed breastmilk and should be given no other solids or liquids, except doctor-prescribed oral rehydration solution, drops, or syrups consisting of vitamins, mineral supplements, or medicines. Breastmilk contains various essential nutrients, antibodies, growth factors, and hormones that breastmilk substitutes cannot replicate. Breastfed babies are found to perform better in school and have higher IQs compared to their non-breastfed counterparts. Awaxon Tandag City, Surigao del Sur, Philippines 8300 (086) 214-3076 Page 3 Ordinance No. 012 Series of 2021 d. 6 to 23 months of life (181 to 550 days)- At 6 months, the baby should start receiving appropriate complementary food while continuing breastfeeding to meet his/her nutritional requirements for growth and development. Six months to 2 years of age is a critical period of a child's life because deficiencies and illnesses during this period can contribute significantly to under nutrition, particularly stunting. Appropriate complementary feeding is a proven intervention to reduce stunting during the first two years of life substantially. Section 3. Objectives. The objectives of this ordinance are to: a. Reduce the prevalence rate of nutritionally at-risk pregnant women; b. Reduce mortality and morbidity rates among children 0-23 months old; c. Reduce the prevalence of underweight, stunting, and wasting among children 0-23 months old; c. Improve health-seeking behavior on health and nutrition and early childhood care and development during the first 1000 days of life. Section 4. Program Content. The following services which may be provided to eligible individuals during the 1* 1000 days of life shall include: a. Services during Conception, pregnancy, and birth (270 days)- Pre and post natal care, tetanus toxoid immunization, micronutrient supplementation, dental services, nutritional assessment and counselling, dietary supplementation, and provision of advocacy on maternal health care such as proper nutrition, facility based delivery with newborn screening, infant and young child feeding practices (optimum breastfeeding and complementary feeding), and family planning. b. Services during the first 6 months of life (180 days or 0-5 months) — provision of supportive health services through mobilization of the Infant and Young Child Feeding (IYCF) community support group (ensure proper exclusive breastfeeding), immunization and nutritional assessment (Operation Timbang). ¢. Services during 6 to 23 months of life (181 to 550 days) - provision of supportive health services through mobilization of the Infant and Young Child Feeding (IYCF) community support group (ensure that infants should receive nutritionally adequate and safe complementary foods, while continuing to breastfeed for up to two years or beyond), immunization, nutritional assessment (Operation Timbang), and dietary and micronutrient supplementation. d. First 1000 days of life caravan- Conduct the first 1000 days of life caravan and ensure provision of the first 1000 days of life services in all barangays. pial = Republic of the Philippines Province of Surigao de! Other services and interventions as mandated by the National Government. Section 5. Implementing rules and regulations. The City Nutrition Office shall formulate the implementing rules and regulations necessary for the effective and efficient implementation of this ordinance within sixty (60) days from its approval. Section 6. Appropriation. An annual budget taken from the General Fund or any available fund shall be appropriated for the successful implementation of this ordinance. Section 7. Separability Clause. In case any provision of this Ordinance is declared unconstitutional or invalid, the other provisions hereof which are not affected thereby shall continue to be in full force and effect. Section 8. Effectivity Clause. This Ordinance shall take effect upon its approval Section 9. Posting. - This Ordinance shall, after the effectivity, be posted in at least three (3) conspicuous places in the City including the posting in the bulletin board of the City Hall ENACTED this 4” day of August, 2021 at the City of Tandag, Surigao del Sur.
