Infrastructure Preparation and Innovation Facility (IPIF)


• A technical assistance loan from the Asian Development Bank (ADB) that will
directly support DPWH and DOTr to deliver more effective and more innovative
infrastructure projects.
• The key benefits include:
i. effective identification, analysis, and planning for infrastructure gaps,
especially roads, urban transport, urban water, sanitation, and flood
management;
ii. addressing critical constraints such as resettlement processes and inadequate
access to international knowledge, best practices, innovation, and technology;
and
iii. implementation management of sophisticated public infrastructure projects
with international expertise to supplement national expertise and resources.

Project Objectives
The LLRN Project is primarily intended to provide a safer and faster alternative to
motorists traveling from north to south and vice versa, with the end-goal of vitalizing
the economies of the surrounding areas including Laguna, Rizal, Cavite and Batangas,
by providing the following:
• A resilient, reliable transportation network for commuters and residents;
• Faster journey travel times;
• Ease of access to tourism destinations and activities; and
• Enhanced internal circulation, mobility and external linkages to support the growth
potential of the region and its surrounding areas.

(1) Geotechnical Investigation


• Two stages of Investigation and Design
• Preliminary Engineering Design (PED): initial information on underlying
characteristic of soil
• Detailed Engineering Design (DED): confirmation of soil stratigraphy at closer
borehole spacing
• Boring survey was carried out at 929 points
• Drilling length reached 39,609m
• Onshore and offshore exploratory drilling was conducted using rotary-type
drilling machines to investigate subsoil conditions. Standard Penetration Tests
(SPT) and undisturbed/disturbed soil sampling were performed. Borehole lateral
load test (pressure meter test) and P-S velocity logging were also carried out.

(3) Seismic Design

• LLRN Project is planned along the active West


Valley Fault (WVF) with the mainline only
500m away at its nearest point.
• Categorized as a “Primary National Road” with
an Operational Classification as “Essential
Bridge” or “OC-II” following the BSDS.
• Bridges classified under OC-II shall conform to
the Seismic Performance Level (SPL)
requirements for two levels of earthquakes.

Design for Level-1 Earthquake

Level-1 Earthquakes (EQ) are extremely likely,


• Structures shall be kept within elastic range
• Stress examination was conducted to confirm the elastic behavior of
structures
• Copings and pile caps and column geometry are unaffected
• Damping effect reduces the required amount of steel in the column
[Findings] It is possible to suppress the elastic range against Level-1 EQ with
little impact on construction costs.

Design for Level-2 Earthquake


• BSDS 3.3.1: In case of plastic hinges considered in piers, pile foundation is expected
to behave elastically. BSDS 5.4.1 requires “foundation shall not yield”.
• This project will not only conduct a general check of EQ resistance but also
“foundation yielding” due to the following reasons:
• Soft soil ground and liquefiable layers are widely distributed over the project.
• Design EQ forces is expected to be significantly larger than in other ordinary sites.
• In Level-2 EQ, together with containing excessive displacement of foundation,
damage of foundation shall be limited to acceptable range.
[Findings] Due to the damping effect, the amount of rebar required for the common
procedure and the proposed procedure is almost the same for single low pile and can
be reduced for multi low pile. Therefore, it is possible to secure an “un-yielding
foundation” status for Level-2.

Conclusion

The Detailed Engineering Design (DED) for Phase I of the Laguna Lakeshore Road
Network Project is currently ongoing and is now in its final stages. When realized, it
is expected to provide a safe, reliable and resilient transport network for the benefit
of residents and commuters traversing the National Capital Region and Region IV-A.
In this regard, several methods were studied to ensure that the LLRN Project will be
able to withstand the most pressing risks and hazards identified in the project
location. Highlighted in this presentation is a comprehensive soft soil treatment
design to prevent consolidation settlement and liquefaction in its embankment
section and a responsive seismic design for its viaduct section that can withstand
major earthquakes.
