1.0 GENERAL

1.1. This Preamble shall be deemed to clarify but in no way limit or contradict the Conditions of
Contract, Technical Specifications and Drawings.

1.2. Each item shall be priced and extended to the 'Total Price' column by the Contractor with the
exception of those items which already have provisional sums affixed thereto or items which
have 'Rate Only' already inserted in the 'Remarks' column. Rates and lump sums (except those
printed) shall be inserted in figures in the appropriate columns. If the Contractor omits to price
any items in the Bill of Quantities, then the cost of the work of such items will be held to be
spread over and included in the prices given for other items of work. The Bill of Quantities have
been divided into separate Bill. Notwithstanding such division for convenience of pricing and
re-measurement thereof, nothing contained therein shall in any way relieve nor be deemed to
relieve the Contractor of his responsibilities. The rates and sums of money quoted in the Bill of
Quantities shall be in US Dollars.

1.3. The quantities shown in the Bill of Quantities are only estimates, and the Contracting Authority
does not expressly nor by implication agree that the actual amount of work to be performed will
correspond therewith. No payment will be made on account of anticipated profit for work
covered by the Contract, which is not performed, nor will any adjustment in the unit prices set
forth in the Bill of Quantities be made because of an increase or decrease in the actual quantity
from the estimated quantity indicated therein except as otherwise provided for in the Special
Conditions of Contract.

The Bill of Quantities will form the basis of measurement for payment. The work as completed
shall be measured and paid for as described in the Contract and shown on the construction
drawings. The Engineer may vary the Works as he may consider necessary and at the
discretion of the Engineer, works under any provisional item shall be expended in whole or in
part or may not be implemented.

1.4. The Conditions of Contract together with the Technical Specifications and the Drawings are to
be read in conjunction with the Bill of Quantities and insofar as they have any bearing upon the
details of the description, quality, and strength of material to be used and the workmanship,
conditions, obligations, liabilities and instructions generally which have to be complied with in
carrying out this Contract. The cost of complying with all conditions, obligations and liabilities
described in the Contract, including all overhead charges and profit, and carrying out the work
as shown on the Drawings, shall be deemed to be spread over and included in the prices or
sums stated by the Contractor in the Bill of Quantities.

1.5. The description of items in the Bill of Quantities is given only in sufficient detail to ensure
identification of the work covered by the respective items with that shown on the Drawings and
described in the Technical Specifications.

1.6. Except as may otherwise be provided for under the terms of the Special Conditions of Contract,
the unit rates, prices and lump sum amounts entered in the Bill of Quantities (comprehensively
referred to as the Contract Rates) will be the rates at which the Contractor will be paid, and
shall be deemed to be fully inclusive of the value of the work described under the several items
including all costs of performing the Works such as income tax, profits and costs of accepting
the general risks, liabilities and obligations set forth or implied in the Contract; except costs
reimbursable to the Contractor under the provisions of the Conditions of Contract. The
Contractor shall have no claim for further payment in respect of any work or method of execution
described in the Contract for which apparently no corresponding item is given in the Bill of
Quantities and the cost of any such work or method of execution shall be deemed to be included
in and covered by the Contract Rates.

1.7. All measurements for payment shall be the net quantities required by the Drawings and/or the
Technical Specifications and actually executed. Unless a separate item has been included for
the purpose in the Bill of Quantities, the cost of any work which may have to be executed in
excess of the net or minimum requirements of the Drawings and/or the Technical Specifications
shall be included in the pricing of the items concerned.

1.8. The Contractor shall be deemed to have provided in his rates for, inter alia, the following unless
expressly stated otherwise:
(a) Construction and maintenance of any diversion or access roads and all costs incurred
in the passing of traffic through or around the site;

(b) Any costs incurred in the acquisition of any land for the use of the Contractor in addition
to that made available by the Contracting Authority;

(c) All charges or costs relating to compensation, site clearance, topsoil stripping and
stockpiling, construction of accesses and reinstatement associated with borrow
pits/quarries;

(d) All charges and/or transport costs relating to extraction, preparation and haulage of
materials to any distance if not specified under separate items in the Bill of Quantities;

(e) Protection of the works from water from any source;

(f) Protection of the environment, in particular from harmful discharge of wastes;

(g) Setting out and verification of all survey data and dimensions;

(h) Provision and preservation of survey beacons;

(i) Provision of all samples and test certificates;

(j) Provision of all water supply and services including electricity and telephone.

1.9. All items shall be fully inclusive of all that is necessary to fulfil the liabilities and obligations
arising out of the Contract and shall include everything necessary to carry out the Works under
the Contract, including general obligations and liabilities, and not limited to:
(a) Labours and all associated costs;

(b) Materials, goods and all associated costs, including waste and delivery to construction
site;

(c) Provision of plant, mobilization and demobilization;

(d) Temporary works, site installations;

(e) Testing of materials (including in situ tests, compaction tests, etc.);

(f) Establishment charges, overheads and profit.

1.10. The cost of any item against which no Contract Rate is entered shall be deemed to be covered
by other Contract rates.

1.11. Where a discrepancy exists between the unit rate and the extended total amount, the unit rate
shall be taken as correct and the total amount adjusted accordingly, unless the unit rate is
manifestly unreasonable or the decimal point in the amount column has been misplaced.

1.12. No extra payments will be made for carrying out the obligations included in these Bill of
Quantities in the case of any delays, or any approved extension of the Contract Period
occasioned by the Contractor.

1.13. Proper drainage on the site must be maintained during construction and the Contractor shall
be held responsible for any flood damage to life and properties due to his work in this Contract.
The Contractor shall allow in his rates, inter alia, for all costs to maintain or divert flow in drains,
ditches, open channels and watercourses during construction and other drainage work. No
claims for additional payment will be considered in this regard.

1.14. All rates shall be deemed to include for protection of the environment from harmful discharge
of wastes other than that which is unavoidable.

2.0 PROVISIONAL SUMS

2.1 The Contractor shall not carry out any work in respect of any item for which a Provisional Sum
is included in the Bill of Quantities until he has received written instructions from the Engineer
to carry out the work under such item.

2.2 In respect of Provisional Sums inclusive of the supply of goods, materials, or services, by a
nominated Sub-Contractor, it shall be the duty of the Contractor to make an application to the
Engineer sufficiently in advance of the progress of the work for instructions regarding such
items. The Contractor shall then, when required by the Engineer, obtain competitive quotations
under specifications to be provided by the Engineer and, if instructed, samples, for the supply
of such goods, materials or services shall be provided. It shall be the responsibility of the
Contractor to place and process the order for such, upon the instructions of the Engineer.

2.3 The Contractor shall produce to the Engineer fully receipted accounts for all goods, materials
or services obtained under Provisional Sum Items. No payment shall be made to the Contractor
until said receipts have been presented to the Engineer.

3.0 MEASUREMENT AND PAYMENT FOR MOBILIZATION AND


DEMOBILIZATION
Mobilization comprises the movement of personnel, plant and equipment, supplies and
incidentals to the site and of all other work and operations which must be performed, or which
incur costs prior to beginning work on the various activities.

Demobilization covers all clean-up work and operations including, but not limited to, those
necessary for the removal of all personnel, equipment and incidentals from the Site.

There shall be no measurement for payment. This item will be paid as lump sum.

4.0 MEASUREMENT AND PAYMENT FOR SITE ESTABLISHMENT

The site establishment as part of the construction program was undertaken before the
construction works could begin. It included:

• Establishment of site office and accommodation

• Contractor site possession

• Installed site directional and safety signage in and around the site area

• Implemented the agreed traffic routes, signs and policies

• Installed operational wheel wash facilities with road sweeping equipment in position
ready for use

• Published Project Environmental Plan


The site will be managed in accordance with the requirements of the local borough
councils/statutory authorities and Codes of Construction Practice.

The price stated in site establishment is a lump sum price which covers, for all labours,
materials, tools, equipment, including appurtenances and services necessary to perform all
Works required.

5.0 MEASUREMENT AND PAYMENT FOR INSURANCE AND BONDS

The Contractor shall be estimated the amount of any performance guarantee, advance
payment guarantee and all necessary relevant insurance policies for Project in a lump sum
price.

The bonds required to be procured by the Contractor shall be issued by a commercial bank or
financial institution approved by the Owner under the Contracts.

Down payment bond, or advance payment bond will be required when if the Owner agrees to
make a down payment or an advance payment to Contractor. The Contractor shall determine
the amount of a down payment bond, or an advance payment bond necessary to protect the
Owner.

A Performance Bond shall be procured by Contractor in the amount of the One Hundred
Percent (100%) of contract sum. The bond shall make reference to this Contract and may be
drawn against in an appropriate amount as determined by the Owner in its sole discretion, when
any damages to the Owner result from the Contractor’s services pursuant to this Contract, or
Contractor’s malfeasance, misfeasance, or breach in the performance hereof. The purpose of
the bond is to secure the performance of and the compliance with this Contract by and between
the Contractor and Owner.

Any Down Payment Bonds and Performance Bond shall continue to remain in full force and
effect until payment of each Contractor’s liability the Contracts is made in full.

6.0 MEASUREMENT AND PAYMENT FOR RECURRING COSTS

Recurring costs are the normal, ongoing expenses required for operating the Project. These
costs typically appear on monthly basis.

The recurring costs would include the salaries for project managements, wages or salaries for
employees, temporary building for workmen, supervision of construction works, equipment,
installation kits, logistical support, tooling and test equipment, transportation, cable bill, phone
bill, temporary water and electricity supplies, temporary fencing and lighting, etc.

The recurring costs shall be separated for payment to three items as shown in the Bill of
Quantities. The definitions of each below item shall be specified by the Contractor.

The Contractor shall estimate each item of recurring costs on a monthly fixed sum.

7.0 MEASUREMENT AND PAYMENT FOR PERMITTING

All permits except the ones already obtained by the Employer, necessary for the Project are
the responsibility of the Contractor.

This item and Tree cutting Permit including Bond require by the Municipal Engineer will be paid
as Provisional Sum.

8.0 MEASUREMENT AND PAYMANT FOR RIVER DIVERSION

8.1 General

There shall be no separate measurement or payment for the following works required to
complete this part of the works:

• Design, review and preparation of the required documents for submittal;

• Design, planning, construction and maintenance during operation of all the structures
and works required for each stage of the river diversion, including the supply and
placement of all materials and seepage control;

• Construction of temporary dikes, sheet-piling or any other works required for the
management of surface water around temporary open cut excavation;

• Design and construction of protection works against floods of the river by means of
temporary dikes for construction of the weir;

• Grouting in the foundation area of the diversion structures including the cofferdams and
excavations, deemed necessary by the Contractor to control infiltrations or seepage;

• Repair and/or replacement of the works, or a part thereof, equipment or materials as a


result of damages caused by inadequate handling of surface or ground water, or
because the Contractor has not undertaken all the works required for diversion of the
river and other streams and runoff for the dewatering out of foundations;

• Supply and placement of protection materials for the upstream and downstream
cofferdams and repair of these protection works required to maintain the slopes of
these structures in stable condition;

• Removal of temporary works constructed by the Contractor for water management,


after their use, and disposal of such materials in waste disposal areas or in locations
approved by the Engineer.

• Supply, installation and maintenance of warning systems against floods of the River;

• The design, supply, installation or construction, operation and maintenance of all


ditches, stepped discharge structures and other temporary works and necessary
equipment for runoff and ground water control during execution of open cut
excavations, fills, structures and other surface works;

• Seepage control through all cofferdams;

• All the repair works and costs caused by overflows of the river, overtopping the
cofferdams with discharges below the 5-year return period;

• All other works necessary to complete this part of the works that are not subject to
separate measurement or payment.

8.2 Payment

The part of the work to be executed under a lump sum of activities and items as shown in the
Bill of Quantities and described in the Technical Specifications shall consist of the supply of all
hand labours, administration expenses, incidentals and profit (AIP), installations, facilities,
equipment, tools, and materials necessary for construction of the all cofferdams, in each stage
of the diversion of the river, the management of the river during operation of the cofferdams
and the works and supplies for handling of streams, and the dewatering of foundations.

In the Contractor’s bid, the lump sum for the items herein specified, shall include all costs
generated by compliance with HSE regulations and all the works and costs in which the
Contractor incurs to satisfactorily complete the specified works that are not subject to separate
measurement and payment, as herein indicated.

9.0 MEASUREMENT AND PAYMENT FOR OPEN CUT EXCAVATION

9.1 General

Excavation rates are not applicable to site installations, temporary works, river control,
temporary site roads, township and contractor’s camp, and generally all excavations covered
by prices elsewhere in the Schedule of Rates and Prices.

9.2 Clearing and Grubbing

This rate per projected square meter on a horizontal plane covers for clearing and removing
trees. Measurement for payment will be according to dimensions shown on the Drawings and
will not take undulations into consideration. The extent of the cleared area will be approved by
the Engineer. In general, payment will only be made for clearing areas for the Permanent Works
including borrow and quarry areas. The rates tendered for clearing and grubbing shall include
the cost of removing trees, tree stumps, roots, bushes, grass and all superficial obstructions,
and the cost of burning or disposing of the material to a dump site or tip area designated by the
Engineer. The rates shall also include the actual dumping, spreading and all related activities.

The rate will be applicable only to specified areas shown on drawings or accurately described
in written instructions from the Engineer (borrow and foundation areas).

9.3 Excavation

9.3.1 General
The quantities for excavation shall be understood to be the quantities calculated before
excavation, and no allowance shall be made for any working space or subsequent variation in
bulk. The rates tendered for excavation shall include the costs of the following:

1) Complying with all requirements of Acts and Regulations relating to surface work and
complying with the requirements for health, safety and the environment in terms of the
relevant Acts;

2) Any other necessary survey and setting out deemed not to be covered under preliminary
checking, correcting the excavated profile, provision and the use of approved devices
for this work and delays while this work is done;

3) All work, and consumables including explosives, labours and equipment;

4) Final checking, correcting the excavated profile prior to concreting or backfilling, and
delays while this work is carried out, as well as consequential delays for work such as
removing underbreak or replacing support(s);

5) Delays during the excavation phase which may result from water inflows, the cost of
which are not deemed to be included under the relevant items in the Technical
Specifications;

6) Loading excavated material and hauling the material from excavation to fill or stockpile
or from excavation to spoil;

7) Access and haul roads;

8) Dumping, spreading and random compaction of material excavated from the Works on
the spoil dump, placing the material to specific levels and all work associated with
spoiling the material such as grading the ground surface and slopes and providing
drainage;

9) Alternatively to (8) above, dumping material excavated from the Works in fill or backfill,
and spreading where necessary in addition to the spreading included in the cost of fill;

10) Changes in excavation method resulting from causes which are the responsibility of the
Contractor;

11) Partial or short interruptions or inconveniences due to the Engineer carrying out tests,
measurements, setting out checks, geological mapping and the like;

12) Removal of oversize materials from otherwise suitable materials and disposal of the
oversize materials;

13) Temporary stockpiling of material and rehandling of the material;

14) All expenses in connection with water such as pumping, drainage, groundwater
lowering, etc. except as may be covered by Force Majeure or Exceptional Events.

The rates apply to quantities measured on the basis of the following information:

i) Topographic survey by the Contractor under the supervision of the Engineer of the
“initial condition (original extent and levels)” before work commences of the whole area
where the Permanent Works are to be sited and surrounding area. A similar intermediate
topographical survey shall be performed in the course of the Works to determine the
extent and levels of rippable and of non-rippable rock, and,

ii) The payment lines and levels of the excavations shown on the working drawings, as
stipulated hereunder, approved by the Engineer, or on working drawings amended on
the Engineer’s written instructions.

Excavation drawings shall specify graphically the payment lines and levels (i.e., lines and levels
beyond which there shall be no projections into the excavation).

Any excavation beyond the payment lines and levels by reason of the Contractor’s negligence
or error such as incorrect pegging out, excessive explosive charges, or use of inappropriate
plant or equipment, and any excavation not authorized or ordered by the Engineer, will not be
included in any measurement and will not be paid for.

9.3.2 Excavation in Soft Material (Using 20T Excavator)

This rate applies to earth and soil of all types excavated by common earthmoving plant and
equipment such as 20T excavator, mechanical shovels, draglines and scrapers with or without
tractor assistance. Occasional use of a ripper will not be cause for changing the material
classification.

The volume measured as provided above shall be measured for every cubic meter of material
excavated.

The rate includes for benching and hauling the material from excavation to fill or stockpile or
from excavation to spoil.

9.3.3 Excavation in Rippable or Weathered Rock (Using 30T Excavator)

This rate applies to compact ground needing systematic use of 30T excavator, rippers (with or
without tractor assistance) or similar plant for excavation but not needing constant use of
explosives.

The volume measured as provided above shall be measured for every cubic meter of material
excavated.

The rate includes for benching and hauling the material from excavation to fill or stockpile or
from excavation to spoil.

9.3.4 Excavation in Hard Rock


9.3.4.1 Excavation in Non-rippable Rock (Using 30T Excavator with Breaker)
This rate applies to non-rippable rock needing use of 30T excavator with breaker for excavation
but not needing constant use of explosives.

The volume measured as provided above shall be measured for every cubic meter of material
excavated.

The rate includes for benching and hauling the material from excavation to fill or stockpile or
from excavation to spoil.

9.3.4.2 Excavation in Hard Rock (Using Drill and Blast)


This rate applies to excavation in rock requiring the systematic use of explosives and rock drills.
The rate covers inter alia the following:

• all drilling and blasting, including explosives,

• use of presplitting methods pursuant to the Technical Specifications,

• all special works relating to the removal of the last 0.5 meters of rock to prevent
disturbance to the rock left in place (smooth and cushion blasting, line drilling, etc.),

• all measures to ensure safety of personnel, plant and nearby structure.


The volume measured as provided above shall be measured for every cubic meter of material
excavated.

The rate includes for benching and hauling the material from excavation to fill or stockpile or
from excavation to spoil.

9.4 Special Foundation treatment

The standard provision for foundation treatment (e.g dental concrete, consolidation grouting)
below the weirs is anticipated. However, in some of weir wherever the foundation bearing
capacity is not upto the allowable limit, and load transfer of super structure to the acceptable
foundation is deemed required for structural safety of the structure.

The special foundation treatment (i.e. reinforce cement concrete (RCC) piles, secant piles
(RCC) for positive cut-off, removing the un-acceptable foundation and replace with Plum
concrete ( 15-20 MPa) compressive strength ) shall be considered as per the drawings or as
instructed by the Engineer. The foundation treatment shall be followed for each weir as per
Engineer's drawing or instruction.

This item will be paid as Provisional Sums.

9.5 Preparation of foundation surface for concreting

These rates apply to surface preparation of excavated foundations as stipulated in the


Technical Specifications.

Measurement of areas for payment shall be based on the working drawings as approved by
the Engineer.

9.5.1 Preparation of final foundation surface before concreting

This rate per square meter horizontal or inclined bearing area covers trimming, dressing and
preparing all excavated surfaces to be covered with concrete as required in the Technical
Specifications. It includes for removing all rubble, rubbish, pockets of soil and loose pieces of
rock, and cleaning with compressed air.

9.5.2 Dental concrete treatment

This rate per cubic meter of concrete placed covers cleaning out and filling small fissures,
cracks and cavities in the rock foundation. It includes washing with a compressed air/water jet,
supplying, mixing, transporting and applying concrete mortar and any extra-expense caused
by difficult access.

Measurement for payment of dental concrete will be made of the actual volume of concrete
placed as determined by batch count.

9.6 Treatment of cut surfaces in open cut excavations

These rates apply to any treatment that might be needed to the walls of excavations and cuts
in rock.

9.6.1 Rockbolts in rock surfaces

This rate per meter includes the cost of supplying and installing diameter of 25 millimeters
rockbolts, as per the Technical Specifications, Drawings or Instruction of the Engineer.

It covers all related expenses such as:

• setting up and moving the drilling machine, together with all required staging,
scaffolding, etc.,

• drilling the required diameter hole,

• supply of bar, anchor plate, nuts, washers, etc.,

• grouting the bar over its full length,

• Pull-out tests at least 5 per 100 rockbolts installed.

9.6.2 Anchor Bars

This rate per meter includes the cost of supplying and installing diameter of 25 millimeters bars,
as per the Technical Specifications, Drawings or Instruction of the Engineer.

It covers all related expenses such as:

• setting up and moving the drilling machine, together with all required staging,
scaffolding, etc.,

• drilling the required diameter hole,

• supply of bar, anchor plate, nuts, washers, etc.,

• grouting the bar over its full length,

• installing anchor head.

9.6.3 Soil Nails


This rate per meter includes the cost of supplying and installing diameter of 30 millimeters
deformed hollow type bars, which can be drilled both in soil and in alluvium, as required in the
Technical Specifications, Drawings or Instruction of the Engineer.

It covers all related expenses such as:

• setting up and moving the installing machine, together with all required staging,
scaffolding, etc.,

• supply of deformed hollow type bar,

• installation of the injection nails,

• injection of grout through the injection nail.

9.6.4 Shotcrete
The rate per square meter includes the cost of supplying and applying shotcrete. It includes all
related expenses such as scaffolding, cleaning surfaces ready for spraying, placing wire mesh
(in case of permanent slopes or in areas specified in Drawings or requested by the Engineer),
difficult working conditions, wastage and removal of same. The shotcrete mix shall be as
specified in the Technical Specifications. Areas for payment shall be calculated from the
working drawings regardless of angle of inclination.

(a) applies for the first layer not less than 50 millimeters

(b) applies for any additional layer not less than 50 millimeters thick

9.6.5 Drainage Pipe and Geotextile Wrapping


This rate per meter includes the cost of supplying and installing diameter of 55 millimeters PVC
pipes wrapping with geotextile, as required in the Technical Specifications, shown on the
Drawings or directed by the Engineer.

It covers all related expenses such as:

• setting up and moving the drilling machine, together with all required staging,
scaffolding, etc.

• supply of PVC pipes wrapping with geotextile

• installation of PVC pipes

9.6.6 Drain Ditchs


9.6.6.1 Drain ditch 500 W x 300 H mm with 100mm concrete thickness
Drain ditch 500 W x 300 H mm with 100mm concrete thickness will be measured for the
payment as the linear meter according to the Drawings and/or the instructions given by the
Engineer.

The work that shall be paid based at the prices defined in this section, shall include the supply
of the labours, materials, equipment, incidentals, profit and all that is required to construct the
drain ditch.

9.6.6.2 Drain ditch 500 W x 300 H mm with 100mm concrete thickness


Drain ditch 300 W x 300 H mm with 100mm concrete thickness will be measured for the
payment as the linear meter according to the Drawings and/or the instructions given by the
Engineer.

The work that shall be paid based at the prices defined in this section, shall include the supply
of the labours, materials, equipment, incidentals, profit and all that is required to construct the
drain ditch.

9.6.7 Transverse Drain on cut slope of Conveyance Channel


Transverse drain on cut slope of conveyance channel, 300 W x 300 H mm ditch with 100mm
concrete thickness 100 mm thickness will be measured for the payment as the linear meter
according to the Drawings and/or the instructions given by the Engineer.

The work that shall be paid based at the prices defined in this section, shall include the supply
of the reinforcement steel, labours, materials, equipment, incidentals, profit and all that is
required to construct the transverse drain.

10.0 MEASUREMENT AND PAYMENT FOR EMBANKMENT AND


MISCELLANEOUS FILL

10.1 General
The unit prices for payment of each of the embankment and miscellaneous fills listed in the Bill
of Quantities Form shall include all the equipment, tools, supply of materials, installations,
labours, selection and transportation of materials, excavation and supply of materials from the
borrow or quarry areas, as well as the clearing and stripping of such areas, if required, the
supply of materials from the stockpile or processing, placement, compaction, lab tests, water
management, clearing and cleaning of the construction areas and all other related works
necessary for the adequate construction of the fills and test pits, according to the Drawings, to
the Technical Specifications and as instructed by the Engineer. In general, all costs generated
by compliance with environmental and HSE regulations and all the works and costs in which
the Contractors shall incur to complete the specified works that are not subject to separate
measurement or payment.

10.2 Materials

Measurement for payment of fill materials shall be made based on the theoretical dimensions,
slopes and elevations shown on the Drawings or as adjusted by the Engineer, regardless of
the variations introduced to such lines, however accepting the stipulated tolerances.

10.2.1 Embankments
10.2.1.1 Filter
The unit for measurement for payment of filter shall be the volume in cubic meters (m3), to the
nearest full cubic meter, of compacted material, measured by field topography, considering the
approved foundation surfaces and the dimensions and boundaries indicated on the Drawings.

10.2.1.2 Compacted backfill (30% fine content)


The unit for measurement for payment of compacted backfill (30% fine content) for Dam
Embankment shall be the volume in cubic meters (m3), to the nearest full cubic meter, of
compacted material, measured by field topography, considering the approved foundation
surfaces and the dimensions and boundaries indicated on the Drawings.

10.2.1.3 Transition
The unit for measurement for payment of transition shall be the volume in cubic meters (m3), to
the nearest full cubic meter, of compacted material, measured by field topography, considering
the approved foundation surfaces and the dimensions and boundaries indicated on the
Drawings.

10.2.2 Leveling Fill or Compacted Backfill behind Walls

The unit for measurement for payment of leveling fill or compacted backfill behind walls shall
be the volume in cubic meters (m3), to the nearest full cubic meter, of compacted material,
measured by field topography, considering the approved foundation surfaces and the
dimensions and boundaries indicated on the Drawings.

10.2.3 Riprap

The unit for measurement for payment of riprap shall be the volume in cubic meters (m3), to the
nearest full cubic meter, of compacted material, measured by field topography, considering the
approved foundation surfaces and the dimensions and boundaries indicated on the Drawings.

10.2.4 Boulders
The unit for measurement for payment of boulders shall be the volume in cubic meters (m3), to
the nearest full cubic meter, of compacted material, measured by field topography, considering
the approved foundation surfaces and the dimensions and boundaries indicated on the
Drawings.

10.2.5 Stone Pitching


The unit for measurement for payment of stone pitching shall be the volume in cubic meters
(m3), to the nearest full cubic meter, of compacted material, measured by field topography,
considering the approved foundation surfaces and the dimensions and boundaries indicated
on the Drawings.

11.0 MEASUREMENT AND PAYMENT FOR CONCRETE, REINFORCEMENT


AND FORMWORK

11.1 Concrete

11.1.1 Cast in situ concrete

Measurement for payment of cast in situ concrete will be per cubic meter of concrete placed
inside the limits defined by the concrete dimensions and excavation limits shown on the
Drawings or as directed by the Engineer.

No deduction will be made for:

• Chamfers less than 10 cm x 10 cm

• Individual holes, voids, and embedded items less than 0.15 m3 in volume or 100 cm2 in
cross sectional area

• The reinforcing steel


Payment of cast in situ concrete will be made at the unit price per cubic meter shown in the
schedule.

Unit price for placing reinforced concrete, of the concrete classes required, as per the
requirements of the Technical Specifications, Drawings and as directed by the Engineer,
inclusive of any and all cost of workmanship, material, equipment and other costs for loading
aggregates at stockpiles on the site, transporting and unloading the same at the batching plant,

producing concrete in the batching plant, when necessary cooling of aggregates and water to
be used in concrete production by adding ice, loading and transporting concrete to the placing
site, placing and compacting concrete with immersion vibrators or with other methods approved
by the Engineer, bringing the concrete surfaces to classes of finishing and shapes as per the
requirements of the Technical Specifications and Drawings, forming construction joints,
repairing defective concrete by methods approved by the Engineer, curing of concrete by using
water or with other methods approved by the Engineer, cleaning of construction joints as
approved by the Engineer, performing all required tests on fresh concrete, delivery to the
laboratory of the required number of cylinders or cubes and performing the required tests,
including the cost of supplying aggregates and cement and admixtures for concrete, including
the cost of supplying formwork; as per cubic meter of concrete placed.

The costs of contingencies due to the presence of plates and/or any devices or equipment
supplied to be placed in cast in situ concrete for the purpose of receiving the fixed parts of the
equipment are deemed to be included in the unit price for cast in situ concrete and shall not be
paid for separately.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The unit prices for concrete work shall be classified as shown in the Bill of Quantities in
accordance with the type of structure.

Separate payment items are provided in the Bill of Quantities for the various classes of concrete
as follows:

• Class C 20/25 Reinforced Concrete

• Class C 50/60 Abrasion (high)-resistant concrete

11.1.2 Backfill Concrete


Measurement of backfill concrete will be the net volume calculated between the payment or
dimension lines and levels given on the Drawings and the final excavated foundation levels, or
as a last resort, by batch count.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 12/15 for backfill concrete.

11.1.3 Plum Concrete


Plum concrete will be measured by volume calculated from the dimensions shown on the
Drawings or directed by the Engineer.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 12/15 for plum concrete.

11.1.4 Lean Concrete

Lean concrete will be measured by volume calculated from the dimensions shown on the
Drawings or directed by the Engineer.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 12/15 for lean concrete.

11.1.5 Porous Concrete

Porous Concrete will be measured by volume calculated from the dimensions shown on the
Drawings or directed by the Engineer.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 12/15 for porous concrete.

11.1.6 Second Stage Concrete


Second stage concrete will be measured for payment by volume determined from the lines,
grades and profiles shown on the Drawings. Bonding and non-shrink agents incorporated in
the concrete will not be measured separately for payment.

The rate tendered for second stage concrete shall include the costs of embedding structural
steel parts and fixed parts of equipment where necessary, and preparation of the surfaces of
the old or previously placed concrete before concreting.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 30/37 for second stage concrete.

11.1.7 Lining Concrete

Lining concrete will be measured by volume calculated from the dimensions shown on the
Drawings or directed by the Engineer.

The cost of contingencies due to the variation in cement content shall be included in the unit
price and shall not be paid for separately.

The class of concrete is Class C 12/15 for lining concrete.

11.2 Reinforcement

11.2.1 Reinforcing Steel

Reinforcement bars will be measured by the tonne as calculated from the bending schedules.

Material used in supporting and fastening reinforcement in place will not be measured. When
approved lap lengths and substitutions are made to suit the Contractor’s convenience, and
which are additional to the specified reinforcement, any extra steel will not be measured.

The rates tendered shall include full compensation for the supplying, delivery, cutting, bending,
cleaning, welding, placing and fixing in place including tying wire, spacer blocks for maintaining
the correct concrete cover, embedded stools and supports, and waste.

11.2.2 Welded Wire Mesh

The unit of measurement for payment of welded wire mesh shall be the mass in kilogram,
measured to the closest gram, of placed wire mesh, properly installed and accepted by the
Engineer. The weight shall be computed by multiplying the theoretical area covered by the
mesh, by the unit weight certified by the manufacturer. The area shall be computed by the
theoretical boundaries shown on the Drawings.

Measurement shall have no allowance for laps, bends, cutting, notching around obstructions,
tying wires, templates, stools, blocks, spacers or other supports and without deductions for
voids less than one square meter.

11.2.3 Rock Anchor DB 25 mm to fix RC protection slab

The unit rate per meter includes the cost of supplying, transportation, handling, cleaning, cutting
to the required length, bending, hole drilling, insertion, fixing, cement grouting, etc. of diameter
of 25 mm steel Rock Anchor bars within rock to fix the RC protection slab of Spillways, as per
the Technical Specifications, shown on the Drawings and/or directed by the Engineer, including
cost of equipment, transportation, material, labours, etc, and cost of all constraints and
contingencies.

11.3 Joints

11.3.1 Joint Filler

Measurement for payment of placing joint filler will be made for the volume of joint filled with
approved sealing compound as shown on the Drawings or directed by the Engineer.

Payment for furnishing and placing joint sealer will be made at the unit rate per liter shown in
the Bill of Quantities.

11.3.2 Waterstops

Measurement for payment of furnishing and placing approved waterstops will be made of the
actual length placed in accordance with the Drawings or as directed by the Engineer. No
allowance will be made for any laps at joints.

Payment for furnishing and placing waterstops of all type will be made at the applicable bid rate
per linear meter in the Bill of Quantities. The price shall include all metal parts, bolts, washers
and dowels as well as any bonding agent, etc, required for the installation.

The rate tendered for waterstops shall include the cost of forming holes in the concrete or rock
and anchoring waterstops in foundations.

In case the required dimensions of waterstop are not available on the market, the Contractor
shall select the next wider waterstops, which is available, and the respective unit prices are
deemed to be quoted for the supplied width.

12.0 MEASUREMENT AND PAYMENT FOR DRILLING AND GROUTING

12.1 General
The estimates of the quantities for drilling and grouting given in the Bill of Quantities are to be
considered merely as a guide serving the Contractor to prepare his Bid, and not as an accurate
indication of the quantity of the work.

The quantities for each of the pay items will vary to suit the conditions disclosed in the course
of the work, and the Contractor shall not be entitled to any extra payment over and above the
bid rates in the Price Schedule by reason of changes of the amount and length of holes drilled
and grouted, amount of material absorbed, by reason of the location of the drilling and grouting
required by the Engineer or by reason of the timing of the operations in relation to excavation,
concrete or other works.

The rates tendered for drilling and grouting will be deemed to include the cost of supplying to
the various sites of works, maintaining and eventually removing all the plant and equipment
needed, the necessary skilled staff, supplying to Site and storing before use all the materials
needed, all drill bits, fuels and stores, labours and supervision, and grouting and the costs of
the following:

1) Overdrilling or empty core drilling

2) Casings and loss of casings

3) Loss of rock bits and core barrels

4) Flushing and cleaning of drilling and grout holes

5) Standing time

6) Preparing programmes

7) Keeping records and preparing logs

8) Supplying and delivering core boxes

9) Photographs of cores

10) Providing packers and pressure gauges

11) Supplying water for grouting

12.2 Drilling Holes

Measurement for payment of drilling of grout holes will be made from the top of the hole after
the holes are drilled, and only the length of holes actually drilled or re-drilled at the direction of
the Engineer will be considered in making measurement. Holes which cannot be used because
of cave-ins, lost drill stems or packers will not be measured for payment.

Measurement, for payment, shall also be made for drilling grout holes through concrete. In
these cases, the length of hole is measured from the concrete surface after the holes are drilled
to specified depths. Where, on the instructions of the Engineer, the hole is drilled through a
pipe embedded in the concrete, the length of the pipe shall not be included in the length of the
hole in determining the appropriate length category.

Payment for drilling and redrilling will be made at the unit prices per linear meter stipulated in
the Price Schedule.

The prices will include full compensation for furnishing all labours, materials, tools, construction
equipment, drilling, incidentals for bits of any types, drilling with any inclination, casing, washing
of holes, disposal of drilling debris, cleaning waste grout from rock foundation or concrete
surfaces, scaffolding and any other cost necessary for doing the works, as specified in the
Technical Specifications, shown on the Drawings and/or directed by the Engineer. Separate
items are provided for setting up drilling equipment at each drill hole.

Subject to the approval of the Engineer the Contractor may if he wishes, drill any hole to a
diameter larger than specified. In this event, all additional costs shall be to the Contractor’s
account.

No distinction will be made between holes drilled in soil, weathered or hard.

Redrilling required because of the failure of the Contractor to clean out a hole before the grout
has set shall be performed at the Contractor’s cost.

Holes not drilled in the points indicated in the Drawings or by the Engineer or drilled with a
direction different from the specified one, shall be grouted and redrilled at the Contractor’s cost.

Drilling of new holes, due to the impossibility to continue drilling operations for troubles
occurring to bits, rods, casing and to other parts of equipment, shall be at the Contractor’s cost.

The drilling of the holes will be paid under the following items:

• Drilling of consolidation grout holes

• Drilling of grout curtain holes

12.2.1 Drilling of Grout Curtain Holes


12.2.1.1 Setting up
A set-up will be measured once only for each hole regardless of the number of times that
equipment is moved during the drilling and grouting operations.

The rate tendered shall include full compensation for setting up drilling equipment at each drill
hole, any excavation necessary for setting up platforms, all temporary works and for moving all
equipment and temporary works to the next drill hole, and clearing up on completion at each
drill hole position.

12.2.1.2 Drilling primary holes with core recovery (76 mm diameter)


The unit rate per linear meter shall include the drilling of holes with core recovery with approved
equipment and methodology through soil and rock, at specified location and angle, as defined
in the Technical Specifications, shown on the drawings and/or directed by the Engineer,
including cost of equipment, material, labours, etc, and cost of all constraints and contingencies.

12.2.1.3 Drilling primary holes without core recovery (76 mm diameter)


The unit rate per linear meter shall include the drilling of holes with approved equipment and
methodology through soil and rock, at specified location and angle, as defined in the Technical
Specifications, shown on the drawings and/or directed by the Engineer, including cost of
equipment, material, labours, etc, and cost of all constraints and contingencies.

12.2.1.4 Drilling 48 mm diameter holes


The unit rate per linear meter shall include the drilling of holes with approved equipment and
methodology through soil and rock, at specified location and angle, as defined in the Technical
Specifications, shown on the drawings and/or directed by the Engineer, including cost of
equipment, material, labours, etc, and cost of all constraints and contingencies.

12.3 Water Pressure Test

Separate items are provided for comprehensive and abbreviated water pressure tests as
specified in the Technical Specifications. The water pressure tests will be measured on the
basis of the number of stages of depth that are tested on the instructions of the Engineer,
regardless of the number of stages in the hole. The rate tendered shall apply to all holes
irrespective of size, location and total depth. The rates shall include the cost of the test as
defined in the Technical Specifications, the cost of moving equipment into position, testing the
stage and supplying records of the testing.

12.3.1 Lugeon’s Test method

This unit rate per test shall include water pressure testing before or after grouting operations
with specified procedure, methodology, etc, complete as per the Technical Specification, shown
on the Drawings and/or directed by the Engineer, including cost of equipment, material, labours,
etc, and cost of all constraints and contingencies.

12.3.2 Lefranc’s Test method

This unit rate per test shall include water pressure testing under one pressure before or after
grouting operations with specified procedure, methodology, etc, complete as per the Technical
Specification, shown on the drawings and/or directed by the Engineer, including cost of
equipment, material, labours, etc, and cost of all constraints and contingencies.

12.4 CONSOLIDATION AND CURTAIN GROUTING

Grouting drill holes will be measured for payment as the number of stages which are completely
and successfully grouted irrespective of the length of the stage and the total number of stages
in any particular hole. A stage which has to be re-grouted as a result of the hole failing to pass
the water pressure test after the last stage has been grouted will not be included again in the
measurement for this item.

The rate for grouting shall apply to all drill holes irrespective of size, position and total depth.
The rate shall include for providing and moving all equipment into position, flushing out the hole,
carrying out the final water pressure test on the completed hole after grouting, if any, for
installing packers, for flushing grout out of the hole and for drilling through hardened grout in
cases where the Engineer has not specified that the grout in the hole shall be left to harden, for
cleaning waste grout from surrounding areas and for supplying records of testing and grouting.

Injection of grout will not be paid for separately on a volume basis, but items are provided in
the Bill of Quantities for the supply of grout materials.

12.5 MATERIALS FOR GROUTING

The price will include compensation for furnishing all labours, materials, tools, construction
equipment and incidentals for mix proportioning, injection, steel pins for uplift measurement,
caulking of leaks, standpipe, suspension of grouting for waiting cement grout to set, clean up,
backfill of the upper portion of the hole with mortar, records, and any other effort necessary for
doing the work as specified in the Technical Specifications or shown on the Drawings and/or
directed by the Engineer.

The weight of materials wasted due to Contractor’s fault or which remain in the delivery pipes
or hoses having a length exceeding the approved one will not be measured for payment.

12.6 SUBMISSION OF FINAL REPORT

This lump sum shall include all records of all grouting boreholes and the submission to the
Engineer of all reports and drawings as specified in the Technical Specifications.

13.0 MEASUREMENT AND PAYMENT FOR WEIR MONITORING


Payment for items in this Section shall include for supply, transportation, installation and
operation of the instruments, as described in the Technical Specifications, shown on the

drawings and/or directed by the Engineer, until such time as the works are handed over to the
Employer, inclusive of all cost of material, labours, etc, and cost of all constraints and
contingencies.

Separate payment items are provided in the Bill of Quantities for the various types of
instruments as follows:

• Levelling studs, the unit rate per number shall include supply and installation of the
levelling studs.

• Vertical staff gauge for reservoir level reading, the unit rate per linear meter shall
include supply and installation of the vertical staff gauge.

14.0 MEASUREMENT AND PAYMENT FOR MISCELLANEOUS ITEMS

14.1 Furnishing, Fabrication and Installing of Metal Work


Metal work will be measured for payment as the net theoretical mass of the steel sections,
calculated on the basis that the mass of steel is 0.785 kg per square centimeter of nominal
cross-section per meter length. Bolts, nuts, washers, welds and other fixings will not be included
in the measurement.

The rate tendered for supply and delivery of metal work shall include the costs of fabrication
drawings, supply of materials, fabrication, corrosion protection in the form of hot-dip galvanizing
and painting, delivering to site and storage.

The rate tendered for installation of metal work shall include the costs of drilling or forming holes
in concrete for anchorages and fixings, the cost of the bolts and anchorages and any grouting
required, and the costs of loading from store, transporting, handling into position, assembling
and erecting the steelwork.

14.2 PVC Pipe For Pressure Relief Well

This rate per linear meter includes the cost of supplying and installing diameter of 55 millimeters
PVC pipes for Pressure relief well, as required in the Technical Specifications, shown on the
Drawings and/or directed by the Engineer.

It covers all related expenses such as:

• supply of PVC pipes

• installation of PVC pipes

14.3 Drainage PVC Pipe To Release Water Under Raft


This rate per linear meter includes the cost of supplying and installing diameter of 75 millimeters
drainage PVC pipes under the raft of weirs to release water, as required in the Technical
Specifications, shown on the Drawings and/or directed by the Engineer.

It covers all related expenses such as:

• supply of PVC pipes

• installation of PVC pipes

14.4 Diameter 1000 mm RC Pipe Culverts


RC Pipe culverts will be measured for the payment as the linear meter of pipe installed
according to the Drawings and/or the instructions given by the Engineer, with no separate
measurement of RC head wall, apron slab, bedding and installation.

The work that shall be paid based at the prices defined in this section, shall include the supply
of the labours, materials, equipment, incidentals, profit and all that is required to construct the
RC Pipe culverts.

14.5 Service Road Pavement

14.5.1 Granular subbase course


Measurement of granular subbase course will be the net volume determined from the lines,
grades and profiles shown on the Drawings or as directed by the Engineer.

Payment of granular subbase course will be made at the unit price per cubic meter including of
any and all cost of workmanship, material, equipment, transporting and compacting as per the
requirements of the Technical Specifications and Drawings.

14.5.2 Base course

Measurement of base course will be the net volume determined from the lines, grades and
profiles shown on the Drawings or as directed by the Engineer.

Payment of base course will be made at the unit price per cubic meter including of any and all
cost of workmanship, material, equipment, transporting and compacting as per the
requirements of the Technical Specifications and Drawings.
