Chapter 3: COORDINATION, COMMAND &


CONTROL

SCENARIO

Tagasaka National High School is located at Purok 3, Brgy. Tagasaka,


Hinatuan Surigao del Sur. In addition to the principal, the school has 16
faculty member, 16 teaching personnel and 7 non-teaching personnel. On
March 5, 20xx, 5 GPTA Members are also in the building.

This morning at 9:30 AM the community was struck by a severe


earthquake (The BIG ONE), with a magnitude of 7.2, The earthquake has
caused extensive damage to a large part of the community. All utilities are
out.

Currently, only emergency lighting is used in the school. The area around
the school office appears to have received little damage. The extent of the
damage to the rest of the facility is unknown at this time, however one
custodian has radioed that the SEDP building has fallen, destroying 13
classrooms.

An integrated system of hazard monitoring, forecasting and prediction,


disaster risk assessment, communication, and preparedness activities
systems and processes that allow individuals, communities, governments,
businesses, and others to take timely action to reduce disaster risks prior
to hazardous events.
OBJECTIVES
1. The goal of early warning systems is to reduce the risk posed by disasters,
however these risks are exacerbated by the socioeconomic fragility of the people at
risk.

2. Early warning systems in this environment must be broad and responsive to the
various sources of susceptibility.

3. alert staff and visitors to health and safety dangers beyond those listed in the
caution sign. Depending on the type of hazard, specific warning signs may be
required.

4. send a clear message to those who see them that certain acts are either unsafe
or illegal. Prohibition signs are an important part of preserving workplace safety and
order, as well as adhering to health, safety, and sign regulations.

PROTOCOLS

1. The five steps of emergency management are prevention, mitigation,


preparedness, response, and recovery.

successful and complete: (i) risk knowledge, (ii) monitoring and warning services, (iii)
distribution and communication, and (iv) response capabilities.
