Dear Sir,

It is very painful and shocking to inform you that we have been ranked L3 in the list of bidders for the
NIQ at HTL, Ranchi.

In this regard, it is inform you that we have got work order for the construction of VUP and Service Road
at one of your location, Ormanjhi.(KM 110+050) Accordingly we have mobilized our manpower and
machinery on 01.10.2022 and we have completed the construction works at all available locations which
were not hindered in the month of April 2023. Since we were on verge of idle situation along with our
manpower and machinery we have been shifted to another location for the Construction of Service Road
and Drain at Mandu.( KM 63+000)

Here also we on the completion stage at all available locations which were not hindered. The balance
strech at both the locations (Ormanjhi & Mandu) cannot be taken up as there are hindrances like
Encroachment, Utility Shifting etc.

We also appraise that several correspondences with multiple follow ups have been done by the Site
team of yours with concerned utility owing department, even with Authority to remove the hindrances
but still it pending.

Further it also to inform you that at KM 63+000 we have removed all the existing water pipeline at our
own cost which were hindering during construction of Service Road and Drain, but never asked or
claimed any amount as of now.

During the last visit of HO Team Mr.Rishu Gupta and Mr. Sudhanshu visited our site and saw the
hindrances at both the locations. They have also assured that the balance works at KM 79+000 & at KM
82+000 will be given to us so that we can overcome from the losses incurred due to idle charges of
manpower and machinery at Ormanjhi since it has been idle for more than 4 months.

It is also to inform you that IE and Authority both were pressuring to complete the protection works at
KM 82+000 but unfortunately previous contractor left the Site and we in the interest of work have
completed all the protection works at the said location.

Further it is also to inform you that we have qouted rates and accordingly we have been allocated to
work at Ormanjhi KM 110+050 considering all the factors but still we are working on the same rates at
other location Mandu KM 63+000 which is nearly 50 km from our allocated Site. Not only this quantities
also exhausted from the allocated BOQ still we we have never asked and claimed any extra charge since
rate of materials have already beenincreased and we have manged somehow to continue in the interest
of work and Company. We have not demomilized any single manpower and machinery which we have
submitted during mobilization at Ormanjhi Site.

Even after taking all these efforts we have been ranked L3 in the list of bidders for the NIQ as
communicated by the procurement department. It is also very shocking to inform you that the rate
quoted by L1 is 11 Cr.as communicated by procurement department which will ultimately and definitely
hamper and delay the work progress at Site since the rate quoted by L1 is not viable and justified. If yes
it is requested toplease justify the same so that we can also correct the same.
Considering all the above facts it is requested to the management to please intervene in the said matter
for a way forward
