Subject: CONSTRUCTION OF POLICE LINES CHITRAL.

Kindly refer to the subject cited above wherein it is to inform you that a
piece of land measuring 41 Kanal & 18 Marals was declared suitable for construction
of subject cited Police Lines by DPO Chitral vide letter No. 8404/GB dated 9.9.2016
and Regional Police Officer Malakand at Saidu sharif Swat vide letter No. 16264/BC
dated 28.9.2106 (copies attached). Whereas the consultants M/S CIV-Tech & EPEC
Peshawar were shown by the then DPO Chitral another piece of land measuring
around 100 Kanal for planning purposes of the said Police Lines during their visit of
District Chitral.

Furthermore, the work order to M/S Zenith constructions & Engineering

Peshawar has already been issued work order for commencement of work vide this
office letter No. 1-07/SDSP/PCU/1-W/ dated26/06/2018 (copy attached), wherein it
was reported by the contractor vide his letter No. Nil dated 16.7.2018 that there are
some land issues.

In view of above you are requested to allow the contractor to start the
work on one of the following sites being the end user in the best interest of the
Government.

1. Police lines chitral to be constructed at land measuring 41

Kanals & 18 Marals located at Balach Chitral as originally
declared feasible by the respected RPO Malakand Swat &
DPO Chitral vide above referred letters.
OR
2. Police lines chitral to be constructed at land measuring
around 100 Kanals as highlighted/earmarked in the Google
map (copy attached) by the consultants of the project as
identified by the then DPO Chitral during the visit of the
consultants. The ownership status of land should also be
clarified regarding whether the land belongs to KP Police or
otherwise.

The matter is most urgent and required to be resolved within a week time
enabling this office to start construction work at the earliest in the best interest of the
Government.

Khyber Pakhtunkhwa Police
 identified to state that the construction of Police Lines Chitral was
reflected in the ADP at S.No 21/160133 (2016-17). This office vide letter No. 1730-
36/SDSP/PCU/PO dated 02/07/2016 requested for identification/ demarcation of
land & scope of work for Master Planning and Design of the subject scheme (Copy
Attached).

In response your office vide No.8403/4B dated 09/09/2016 informed

that A piece of land measuring 41 Kannals 18 Marala for construction of police lines
is available in Balach Chitral and the worthy Regional Police Officer Malakand at
Saidu Sharif Swat after inspection of the land had declaredit suitable for construction
of police lines. Worthy RPO vide letter No. 16264/BE dated 28/09/2016 addressed to
this office also recommended the same land at Balach Chitral for construction of
Police Lines Chitral. (Copy attached)

The Consultants M/S JV CIV TECH& EPAC Consultants visited Chitral

District for the survey of the site and they were shown another land measuring 100
Kannals on which the survey, Design & PC-I was prepared and approved by the
competent form.

This office vide (1) letter No. Main MD/SDSP/PCU/DD-S dated 14/04/2017 (2) letter
No. Main PL-CHITRAL/SDSP/PCU/DD-S dated 18/10/2017 (3) letter No. PL-
CHITRAL/SDSP/PCU/DD-S dated 29/11/2017, requested for the mutating papers of
this new land but have not been provided till date. (Copy attached)

The scheme was tendered and work order was issued to M/S Zenith Construction &
Engineering vide No. 1-07/SDSP/PCU/1-W/ dated26/06/2018.

The contractor visited your good office for formal takeover of possession of land to
construction work but your office showed some concerns on the location of site and
told him to resolve the issue of land in few days.
 In view of above you are requested to allow the contractor to start work
on the Police Property available at Balach Chitral or expedite the process of mutation
of land on which the design and Planning have been done by the consultants so that
the contractor could start construction work.

An early action in this regard will be highly appreciated.
