ADVERTISEMENT OF VACANT POSITIONS

Kenya Airports Authority (KAA) was established in 1991 under the KAA Act Cap 395
to provide facilitative infrastructure for aviation services in Kenya.

Guided by its mandate, the Authority is seeking to recruit competent and self-driven
persons to fill the underlisted positions.

1. CORPORATION SECRETARY/ CHIEF LEGAL OFFICER (S9)


REF: LEGAL/CS/AUGUST 2023

a) Job Purpose
The Corporation Secretary/Chief Legal Officer provides legal advisory and support
services to the Board of Directors and Management of KAA. The role entails provision
of secretarial services, legal advice, ensuring statutory compliance and management of the
litigation function of the Authority.

b) Key Duties and Responsibilities


i. Dealing with correspondence, collating information and writing reports, ensuring
Board decisions are communicated to Management and stakeholders;
ii. Providing administrative support and guiding the Board on the management of the
Corporation including compliance with legal and statutory requirements;
iii. Ensuring that the minutes of the Board and Board Committees are promptly
prepared and circulated;
iv. Assisting the Chairperson in organizing Board activities, including providing
information, preparing agenda, issuing notices and preparing for meetings and
board development programs;
v. Providing secretarial services to the Board including ensuring that the Board work
plan is prepared and adhered to, circulate board papers in advance of the meeting,
keep a record of attendance at meetings, keep safe custody of the seal and a record
of its usage, custodian of Board documents such as, Board minute books, Board
policy documents, Register of attendance and prepare the Board for annual general
meetings where applicable;
vi. Contributing to Board discussions as and when required and advising Directors
on the legal and governance policy frameworks;
vii. Negotiating and reviewing contracts, agreements, leases and concessions and
consulting with other departments to ensure that the Corporation’s interests are
protected;
viii. Ensuring that the Corporation complies with the regulatory environment affecting
its operations by liaising with the Government, regulatory bodies and international
organizations such as ICAO, IATA and ACI;

ix. Ensuring ownership rights of all KAA assets and registration of title to all KAA
properties, together with safe custody thereof;
x. Carrying out legal audit on operations of the Authority including due diligence in
order to recommend improvement, feedback and compliance;
xi. Assisting the Board in carrying out the following:
a. Board induction and training;
b. Updating the Board and Committee charters;
c. Preparation of Board work plans;
d. Board evaluation;
e. Providing advice on corporate governance practices;
f. Governance audit; and
g. Implementation of the code of conduct and ethics.
xii. Maintaining and updating the register of conflicts of interest;
xiii. Ensuring that Board members are aware of all relevant laws affecting the
organization;
xiv. Ensuring that annual returns are promptly filed with the relevant authorities;
xv. Except in exceptional circumstances, ensuring that the Board and Committee
papers are circulated in advance of any meeting;
xvi. Advising on legal matters and manage the litigation function of the Authority;
xvii. Initiating development of legal strategies for management of disputes; and
xviii. Coordinating legal support in preparation of legal documents, contracts, leases and
other related documents.

c) Key Qualifications and Experience


i. Bachelors degree in Law from a recognized institution of higher learning;
ii. Masters degree in Law;
iii. Postgraduate Diploma in Law from Kenya School of Law;
iv. Minimum of twelve (12) years practical and relevant working experience four (4)
of which will be in a senior management/ leadership position;
v. Admitted to the Roll as an Advocate of the High Court of Kenya;
vi. Certified Public Secretary, Kenya (CPSK) or its equivalent;
vii. Management training lasting not less than two (2) weeks from a reputable
institution
viii. Member of the Law Society of Kenya and Institute of Certified Secretaries of
Kenya (ICPSK); and
ix. Valid Practicing Certificate.

2. GENERAL MANAGER, PROCUREMENT & LOGISTICS (S9)

a) Job Purpose
The General Manager, Procurement & Logistics will be responsible for managing and
coordinating all aspects of procurement, inventory management and logistics. The
role entails ensuring value to the Authority by making sure procurement is timely and
based on value for money, quality, price and terms from suppliers that are fully
compliant to all relevant public procurement regulations and guidelines, the
Authority’s procurement policy, as well as consistent good commercial and
professional practice.

b) Key Duties and Responsibilities


i. Engaging and contributing to the development and review of the corporate and
department strategy, policy and approach within the organization;
ii. Preparing and implementing the annual procurement plan to ensure that all
procurement processes are undertaken in a systematic and structured way;
iii. Developing and ensuring implementation of inventory management systems in line
with best practice;
iv. Ensuring development of reliable suppliers’ database based on set requirements;
v. Ensuring development and implementation of disposal plans to facilitate timely,
efficient identification, disposal of redundant and obsolete assets;
vi. Monitoring and evaluating contract management by users and report progress to
facilitate timely decision making and timely implementation/completion of projects;
vii. Monitoring and coordinating the bidding process and evaluation of the supply chain
function in line with Public Procurement and Disposal Act and applicable Regulations;
and
viii. Taking Custody of divisional policies and processes and standard operating
procedures manuals.

c) Key Qualifications and Experience


i. Bachelors degree in Supply Chain Management, Procurement & Logistics, Business
Administration (Supply Chain Management Option), Law, Engineering, Social Science
or a business related field from a recognized learning institution
ii. A relevant Masters degree
iii. Post graduate Diploma qualification in Supply Chain Management, Procurement &
Logistics
iv. Management training lasting not less than two (2) weeks from a reputable institution
v. Member of Kenya Institute of Supplies Management (KISM), Chartered Institute of
Procurement Supply (CIPS) or related professional body and in good standing
vi. A valid practicing certificate/ license
vii. Minimum of 12 years relevant working experience with at least 4 years in a senior
management /leadership position with hands on experience
viii. Working knowledge of and/or demonstrable ability to quickly absorb and understand
global and local regulations pertaining to the operations of State Corporations.

ix. Proficiency in IT with working experience gained in a highly automated ERP
environment
x. Practical working knowledge and competence with Supplier Relationship Management
(SRM) system and/or automated procurement system such SAP.

3. GENERAL MANAGER, MARKETING & BUSINESS DEVELOPMENT (S9)

a) Job Purpose
The General Manager, Marketing & Business Development will be responsible for
developing and driving Marketing & Business Development strategies to enhance business
growth, improve brand and customer service in line with the Strategic Plan.

b) Key Duties and Responsibilities


i. Developing and Reviewing Marketing and Business development strategies plans,
policies and procedures in line with the Strategic Plan. These include:
a) Annual Budget
b) Marketing Plan
c) Procurement Plan
d) Land use plan
ii. Developing and positioning JKIA as the premier hub of Africa through marketing
initiatives;
iii. Facilitating 100% achievement of the projected growth of Nairobi cargo hub;
iv. Pursuing100% achievement of cargo revenue budget target;
v. Facilitating improved cargo infrastructure in line with the Master Plan and Facilities
Audit;
vi. Leading the development, implementation and evaluation of strategic, tactical and
operational customer engagement plans, programs, and initiatives to align with KAA’s
customer service vision and strategies;
vii. Advising on customer satisfaction measures, customer experience strategies,
programs, initiatives and emerging issues to enable customer-centric strategic
decision processes and major or critical issues response;
viii. Championing a long term strategic focus on driving the customer experience,
balanced against the need for immediate response to urgent unplanned issues;
ix. Developing and implementing new business initiatives in consultation with airports,
other departments and stakeholders;
x. Reviewing and implementing strategies to optimize existing business;
xi. Developing and implementing strategies that attract new and retain existing
operators;

and customer satisfaction;
xiii. Undertaking consumer satisfaction survey in order to improve brand and facilitation;
xiv. Maintaining and reviewing the directory of tenants, concessionaires and operators;
xv. Re-positioning the KAA brand offer to enhance the brand image;
xvi. Planning and executing effective promotional and communication programs to achieve
business growth and positive Authority image;
xvii. Developing innovative communication products and platforms to support activities
and initiatives;
xviii. Supervising the development process of communication products, quality control
checks, review of market prices versus product quality and usability development and
rollout of service guidelines; and
xix. Ensuring compliance with statutory Acts, established strategies, plans, policies and
procedures.

c) Key Qualifications and Experience


i. Bachelors degree in Marketing, Business Administration or Business Management
from a recognized institution of higher learning;
ii. Relevant Masters degree;
iii. A Post Graduate Diploma in Marketing, Estate & Property Management,
Communications or Public Relations is an added advantage;
iv. Management training lasting not less than two (2) weeks from a reputable institution
v. Have a Minimum of twelve (12) years practical and relevant working experience four
(4) of which will be in a senior management/ leadership position; and
vi. Member of the Marketing Society of Kenya or its equivalent and in good standing.

4. GENERAL MANAGER, FINANCE (S9)

a) Job Purpose
The General Manager, Finance will be responsible for ensuring efficient management of
all financial resources of the Authority through sound strategy/policy formulation and
implementation.

b) Key Duties and Responsibilities


i. Identify remedial actions to address shortfalls in financial performance in liaison
with departmental heads by identifying revenue enhancement and cost efficiency
opportunities;
ii. Overseeing the investment appraisal of projects and alternative investment plans;

iii. Developing strategic partnerships with financial partners to support business
growth;
iv. Developing and maintaining financial accounting systems for revenues, expenses,
cash management, creditors, debtors, fixed assets, petty cash;
v. Formulating, implementing and maintaining accounting and administrative policies
and procedures and ensuring compliance thereto;
vi. Providing leadership in the development and review of the Authority’s medium
and long term strategies;
vii. Custodian of financial policies and processes and standard operating procedure
manuals;
viii. Establishing guidelines for budget preparation and prepare annual budget in
consultation with other departments;
ix. Overseeing the management of cash flows and preparation of cash flow forecasts;
x. Executing, reporting and reviewing processes and ensuring preparation of monthly
and quarterly financial statements and annual accounts in line with International
Financial Reporting Standards (IFRS);
xi. Identifying and implementing efficient cost control strategies;
xii. Formulating and implementing sound investment policies;
xiii. Ensuring timely updating of Finance Division’s Risk Register;
xiv. Facilitating external (statutory) and internal audits;
xv. Ensuring performance measures are designed to evaluate performance against the
strategic plan;

internal), risk and compliance and other investigations;

c) Key Qualifications and Experience


i. Bachelors degree in Finance or Accounting from a recognized institution; of higher
learning.
ii. Masters degree in Finance, Accounting, Projects Planning and Management or a
related field
iii. Minimum of twelve (12) years practical and relevant working experience four (4) of
which will be in a senior management/ leadership position;
iv. Professional qualifications in Finance or Accounting, CPA(K) or equivalent
qualification
v. Management training lasting not less than two (2) weeks from a reputable institution
vi. Member of Institute of Certified Public Accountant of Kenya (ICPAK) or related
professional body and in good standing
vii. Proficiency in Computer Applications

5. MANAGER, AIRPORT OPERATIONS (S8)

a) Job Purpose
Manager, Airport Operations will be responsible for assessing, evaluating, coordinating
and overseeing the daily airport operations, as well as ensuring the airport complies with
aviation regulations and procedures.

b) Key Duties and Responsibilities


i. Coordinating aviation operations including aircraft accident/incident, security, and
other emergency situations that occur on airport property;
ii. Conducting safety checks and ensuring procedural compliance;
iii. Coordinating availability, utilization and maintenance of airport physical assets,
inspection of airport facilities, periodically including runways, taxiways, ramps,
perimeter barriers and buildings, records discrepancies;
iv. Ensuring and coordinating a total end-to-end Customer Experience for
passengers, airline operators and stakeholders at airports; including VVIP and
VIP’s;
v. Ensuring proper utilization of energy and utilities facilitating operations at airports;
vi. Coordinating Health, Safety and Environmental issues, considering risks ranging
from simple human exposure to serious hazards such as fire; and
vii. Ensuring airport stakeholders comply with airport operational processes.

c) Key Qualifications and Experience


i. Bachelors degree in Airport Operations or Business-related field from a recognized
institution
ii. Masters degree in Airport Operations or Business-related field from a recognized
institution is desirable
iii. Management training lasting not less than two (2) weeks from a reputable institution
iv. A minimum period of ten (10) years relevant work experience, three (3) of which
must be in a managerial position
v. Proficiency in computer applications

6. MANAGER, BIRDS & WILDLIFE CONTROL (S7)

a) Job Purpose
The job holder will be responsible for controlling birds/wildlife strike occurrences within
the airports and environs within the ICAO designated radius from the airport reference
point of each of KAA airports by developing, implementing, evaluating and reviewing
integrated wildlife hazard management programs.

b) Key Duties and Responsibilities
i. Carrying out both scheduled and unscheduled wildlife risk assessments in accordance
to relevant ICAO and Standards and Recommended Practices (SARPs) in aviation and
use the information to develop and review wildlife hazard management plans;
ii. Carrying out research for understanding wildlife changing / emerging trends and
management technologies that are used for implementable and manageable effective
innovative airport wildlife control technique;
iii. Developing and maintaining databases, analysing data and synthesizing the information
from all airports for organization’s management decision making;
iv. Developing curricula and implementing training programs for staff and stakeholders
to ensure continuous capacity development;
v. Providing guidance regarding the creation of aviation wildlife control related policies
and legislation;
vi. Advising management on bio-physical management to ensure strategic management
of the environment in order to control bird and wildlife presence in the airports;
vii. Liaising with all government departments, aviation wildlife/safety committees and
other organizations which impact on the presence of birds/ wildlife in and around the
airports to ensure their involvement in the effective airports wildlife control
strategies; and
viii. Working with safety manager and other bodies/ departments on compliance with
international and national safety and environmental standards on birds/ wildlife
hazards.
Key Qualifications and Experience
i. Bachelors degree in Ornithology / Wildlife Management / Environment / Flight
Safety / animal science or related field or equivalent qualification
ii. Statistical and Geographical Information System (GIS) training
iii. Instructor training in aviation wildlife control will be an added advantage
iv. At least 8 years of experience with at least 3 years of managerial/supervisory
experience.

7. CHIEF FIRE SERVICES OFFICER (S7)

a) Job Purpose
The Chief Fire Services Officer will be responsible for providing leadership to the section
and implement policies for the provision of Airport Rescue and Fire Fighting Services

(ARFFS) in conformity with both local and international standards and recommended
practices.

b) Key Duties and responsibilities


i. Providing leadership to the rescue and firefighting team through overall planning and
management of the station;
ii. Training airport operators and other organizations on ARFFS awareness;
iii. Ensuring that fire equipment and plants are serviceable to mitigate fire outbreaks;
iv. Ensuring optimal utilization of skills through deployment and supervision of the
airport rescue and firefighting team;
v. Ensuring that emergency fire access routes are accessible and free of any obstacles;
vi. Inspecting airside equipment such as radars, highloaders, tractors and all other
vehicles operating at the airside meet regulatory and safety requirements;
vii. Ensuring annual training program of fireman and other unscheduled programs are
conducted; and
viii. Preparing and periodically testing airports emergency orders.

i. Bachelors degree in Safety & Security Management/Disaster Management /
Emergency & Risk Management or a related field from a recognized learning

8. MANAGER, PROCUREMENT & LOGISTICS (S7)

a) Job Purpose
Manager, Procurement & Logistics will be responsible for managing the procurement of
works, goods and services and ensuring that stores are adequately stocked with user
requirements as per their specifications.
b) Key Duties and responsibilities
i. Preparing, coordinating and facilitating implementation of annual procurement plans
as per the proposed and approved budget to ensure efficiency and economy in the
procurement of works, goods and services;
ii. Providing leadership and supervision to the procurement staff to ensure that user
works goods and services are procured within the budget as per the approved
requisitions;
iii. Ensuring preparation, dispatch, opening, analysing and recommendation of quotations
to the tender or procurement committee as per the threshold set in the Public
Procurement & Disposal Act and applicable Regulations;

iv. Ensuring that stocks are replenished periodically as per user requirements and re-
order levels to avoid stock outs;
v. Preparing quotation documents by receiving specifications from users and confirming
adherence to requirements as per the applicable laws;
vi. Monitoring supplier performance to ensure that they deliver within the required
period of time;
vii. Preparing documents for deliberation, approval and award letters; and
viii. Liaising with users to prepare framework contracts on the items that will be required
for the year and preparation of quotation documents.
c) Key Qualifications and Experience

a) Job Purpose
The job holder will be responsible for co-ordinating corporate performance management,
staff productivity, reward and sanctions systems to effectively support achievement of
strategic goals and objectives.

b) Key Duties and responsibilities


i.Ensuring the Authority’s performance management and service quality improvement
processes are focused and aligned to the corporate strategic objectives;
ii.Inculcating a high-performance culture within the organization to achieve the
Authority’s strategic goals and objectives through working closely with departmental
heads to develop goals and initiatives;
iii.Ensuring performance measures are designed to evaluate performance against the
strategic plan;
iv.Implementing policies, strategies, procedures and standards on performance
management and reward and sanctions systems in the Authority;
v.Collaborating on the design of the information technology infrastructure required to
support a robust performance review and quality improvement system;
vi.Periodically reviewing the performance management function in the Authority and
recommending appropriate interventions;

line with the Corporate strategy, departmental objectives and individual performance

10.MANAGER, TRAINING AND DEVELOPMENT (S7)

a) Job Purpose
The job holder will be responsible for provision of HR development interventions for
availability of competent human capital aligned to the HR strategy to enhance
productivity, employee growth and career succession.

b) Key Duties and Responsibilities


i. Formulating human resource training and development procedures in line with
business needs;
ii. Identifying staff development needs aligned with Corporate Strategy;
iii. Developing staff development plans in consultation with the line managers to
ensure that staff have the right skills and competencies;
iv. Advising on the expansion and modernization of the training facility into a
leadership aviation center;

v. Liaising with the aviation related bilateral, multilateral partners and regulatory
bodies in respect to training programs;
vi. Developing training plans for regulatory and statutory programs in collaboration
with the users;
vii. Formulating and monitoring the corporate training budget for all the identified
employee development needs to ensure adequate funding;
viii. Coordinating the implementation of the HR development plan;

ix. Evaluating the effectiveness of the HR development intervention programs to
ensure that they meet set objectives;
x. Coordinating implementation coaching and mentoring programs in the Authority;
xi. Generating staff development reports for decision making;

plans;
xiv. Working with line managers to develop and implement staff induction programs;

11.MANAGER, PENSIONS (S7)


REF: HRD/MPNS/ AUGUST 2023
a) Job Purpose
The job holder will be responsible for assisting the Trust Secretary to the Board of
Trustees in initiating, reviewing and developing policy and procedures in compliance with
the Retirement Benefits Authority (RBA) Act 1997 and Regulations.

b) Key Duties and Responsibilities


i. Advising the Schemes Administrator on members who have joined or exited
the fund and ensuring timely processing and payment of all benefits;
ii. Ensuring that appropriate contributions by members and the employer are
recovered and sent to the Custodian within the stipulated time;
iii. Ensuring annual statement of balances for members are prepared and
submitted as appropriate;
iv. Providing secretariat services to the Board of Trustees in management of staff
superannuation schemes;
v. Overseeing the running of the superannuation schemes on a day to day basis;
vi. Ensuring that rentals for the property are collected and submitted to the
Custodian on time for immediate investment and conducting routine

inspection of the property on quarterly basis to ensure proper management
and maintenance by the Property Manager;
vii. Overseeing the internal administration of the staff pension schemes and post-
retirement medical fund in order to enable the beneficiaries of the schemes get
their benefits as provided for in the Trust Deed and Rules;
viii. Assisting the Board of Trustees and the Administrator in identifying the rightful
beneficiaries and obtaining the required documents from the
claimants/beneficiaries and submitting the same for payment of benefits as
appropriate;
ix. Making a follow up on implementation of the Board of Trustees resolutions;
x. Providing necessary awareness to the members of the Fund by organizing for
members’ education fora and post retirement seminars for prospective
retirees;
xi. Organising members Annual General Meetings (AGMs) and ensuring that
Annual Financial Statements are accurately prepared and circulated to
members on time;
xii. Ensuring the schemes are managed in accordance to the Trust Deed and Rules;
and
xiii. Ensuring full compliance of all the legislative requirements by the Schemes.

c) Key Qualifications and Experience
