CHAPTER I. BACKGROUND
A. Introduction
Cauayan is a city in Isabela situated in the center of this big and naturally rich province. The town got its name from the
word “Cauayan” meaning bamboo in the dialect of Gaddang, the early settlers of this place. Cauayan City has 65 Barangays,
Rogus is one of the barangays in the City of Cauayan. Before, it was part of San Mariano, Isabela but the ancestor of this barangay
in the leadership of Mr. Domingo Alfonso aimed to register this as one Barangay. Mayor Dy at their time accept this barangay as
part of Cauayan City like a part of cloth called” RAGAS”. The word “RAGAS” became ROGUS after years.
Its population as determined by the 2020 Census was 1,710. This represented 1.19% of the total population of Cauayan
City. The population of Rogus grew from 817 in 1990 to 1,710 in 2020, an increase of 893 people over the course of 30 years. The
latest census figures in 2020 denote a growth rate of 2.40%, or an increase of 182 people, from the previous population of 1,528 in
2015.
Villa Concepcion High School – Rogus Extension was in Purok 3, Barangay Rogus Cauayan City, Isabela. Its location was
on the top of scraped mountain surrounded by corn fields and banana plantation. The school has an average land area of 3
hectares, and some portion of the school land area was utilized as an Income Generating Project (IGP) by planting corns and
banana. The school started to cater clienteles in the year 2010, headed by Mr. Nelson Buza.
VCHS-RE is currently led by a good and hardworking school head, Sir Omar F. Antalan. The school consists of 14 teaching
personnel, 1 LSB teacher, 2 volunteer teachers, and 2 non-teaching personnel. There are two sections in every grade level from
Grade 7 to Grades 10 and 1 section for Grade 11 and 12, the school offers General Academic Strand. At present there are 322
learners enrolled in VCHS-RE both in the Junior High School and Senior High School.
At present, the school has 11 classrooms, 2 washing area, 13 comfort room, 1 guard house, 1 faculty room, 1 office, 1 ICT
room, 1 Science Laboratory, and 1 library. It is also recognized as one of the IP schools in Cauayan City because most of the
learners and the community belongs to Igorot tribe. As an IP school, VCHS-RE also gives importance in embracing and preserving
the culture and traditions of learners by conducting different activities.

CHAPTER II. GOALS AND OBJECTIVES
A. Goal
The goal of the contingency plan is to provide effective, efficient, timely and well-coordinated response mechanisms in the
event of the occurrence of a Landslide in Villa Concepcion High School-Rogus Extension. Such mechanisms shall help to protect
lives, properties, and the environment, and restore the immediate needs of the affected leaners and teachers.

3. Organize consultation meetings with the planners and relevant technical experts regarding the development of the CP; and
4. Facilitate the presentation and endorsement of the CP to the authorities for comments and approval.
