CHAPTER 1

Executive Summary

The Municipality of Patnongon recognizes the essential of Cultural Planning as one


of the Economic Development tools. With this, it helps attract new and creative talents,
boosts tourism development, develops cultural resources and opportunities to
Patnonganons, and above all, enhances the quality of life. Patnongon's Cultural
Development Plan CY 2020 provides strategies and recommends actions to leverage local
cultural resources that contribute to economic growth, improved living, build and sustain a
sense of community cohesion and pride.

Brief Historical Background

It was in the year 1762 that Patnongon became a Municipality led by Don Pedro
Tucoy as Gobernadorcillo. During the time of the first Spanish priest, Padre Ignacio
Clemente Panganiban oversees the construction of the stone church.
The first mass was celebrated/ officiated by Padre Eustaquio Heria. The first
Municipal Building was built in the year 1879 under the leadership of Maximo Elio. The first
Patnongon Stone Bridge was constructed in the year 1887 under the administration of
Ramon Manzanilla. This bridge was one of the historical landmarks that became a tourist
attraction in the municipality. The old Municipal Building still exists, and the municipal
government is sourcing out funds to rehabilitate said building, particularly from the
Philippine Historical Commission, to preserve it as one among the Historical landmarks of
Patnongon.

Patnongon is also known for its Export Quality Muscovado Sugar. The oldest and the
biggest Muscovado Sugar Mill in Panay Island is Poblacion, Patnongon, Antique, built-in
1905. Owned by the late Don Enrique Salvani, Municipal President of Patnongon 1904-1906,
and became the first Provincial Governor of Antique Province in 1922-1935.

From that year onwards, Patnongon underwent various changes and development
under 18 turns of different leaderships. The longest-serving Municipal Mayor is Mayor
Orlando S. Flores, who served as Municipal Mayor for twelve (12) years. His leadership
ended when he died at the age of 81, the oldest Mayor in the Province during his term. Vice
Mayor Johnnyflores S. Bacongallo took over as Mayor in 1998. Mayor Bacongallo then was
the longest-serving Mayor to date after he again won the 2013 and 2016 elections.

Location and Total Land Area

Patnongon is situated in the Central part of


the Province of Antique on the Island of
Panay. Bounded on the North by Bugasong,
on the Northeast by Valderrama, on the
Southeast by San Remigio, on the South by
Sibalom and Belison, and on the West Cuyo
East Pass. It is geographically located at
10°52'09" to 10°59'53" North Latitude and 121°07'08" East Longitude. It is 25 km North of
San Jose de Buenavista, the capital town of the Province of Antique, and 122 kilometers
from the City of Iloilo, the regional capital (refer to Figure 1. Geographical Map). Based on
the Land Management Bureau of DENR, Patnongon has a land area of 16,792 hectares
comprising the whole municipality.

POPULATION AND DEMOGRAPHIC PROFILE

Political Subdivision

Patnongon is composed of 36 Barangays. It has 10 coastal barangays namely


Magsaysay, Aureliana, Apgahan, Padang, Poblacion, Amparo, La Rioja, Carit-an, Igbarawan
and Mabasa. The remaining 26 are inland barangays composed of Igbobon, Tamayoc, San
Rafael, Villa Crespo, Villa Laua-an, Villa Elio, Villa Salomon, Igburi, Cuyapiao, Alvaniz, Vista
Alegre, B. Julagting (Bitas), T. Fornier, Villa Cruz, Pandanan, Macarina, Badiangan,
Samalague, Tigbalogo, Gella, Salaguiawan, Villa Sal, Villa Flores, Quezon, Magarang and
Patlabawon.

The total land area of Patnongon, which is more or less 16,792 hectares, is divided
among thirty-five (35) rural barangays and one (1) urban barangay, which is the Poblacion.
Barangay Cuyapiao was considered the biggest with an area of 1,327.9482 hectares, and
Barangay Amparo was the smallest with an area of 48.5896 hectares (Refer to Table Below).

Population Trends

The municipality has a total land area of 16,792.00 hectares, wherein the total land area of
urban barangay is 624.1402 hectares and 16,167.8598 hectares in rural barangays.
Moreover, the total built-up area of the municipality is 701.5174 hectares, with an urban
built-up area of 578.9091 hectares and a total built-up area of 122.6083 hectares in rural
areas. In terms of population density, the municipality has only 2.1 persons per hectare - a
meager figure which has slightly increased from 1.38 persons per hectare in 1975 and 1.51
persons per hectare in 1980. For the urban barangay, the Barangay Poblacion, its
population density is 8.5862 people per hectare. Among the 36 barangays of Patnoñgon,
Barangay Amparo has the highest population density of 15.3325 persons per hectare.
Barangay Poblacion followed it with 8.5862 persons per hectare, Barangay Padang with
8.2285 persons per hectare, Barangay Apgahan with 7.1525 persons per hectare, and
Barangay Magsaysay with 5.1465 persons per hectare population density.

Sex and Age Structure

The municipality population is also composed of different age brackets wherein the
majority of the population lies within the labor force age (15-64 years old) with a total of
21,213 (11,125 of those are males while 10,088 are females). In the table below, CBMS data
(2017-2018) shows that only 21,213 or 60.25% of the total population are gainfully
employed ages from 15 years old and above. CBMS data shows that 39.75% of the people in
the municipality are not employed. The dependency ratio is at 66% or 66 dependents per
100 gainful workers. Having a relatively small aging population and a higher young
population is advantageous, especially to the economic sector. The young individuals will be
an additional labor /workforce in the future and will generate more income. On the other
hand, having a small number of senior citizens won't strain resources such as welfare
programs and medical facilities.

Labor Force

The 2017-2018 CBMS survey data reveals that the household population 15 years
old and over of Patnongon reaches 24,213 or 68.78% of the total population. The data
shows that the labor force of the municipality is at 21,213, or 60.26% of the total
population.

Urbanization

Barangay Poblacion, classifies as an urban Barangay, has a total population of 5,359.


On the other hand, 35 barangays classified as rural had a total population of 29,845. These
statistics show that the urban population of the municipality accounts for 15.22 % of the
total population, while 84.78% of the total household population are living in the rural
barangays.

Ethnicity

Comprising 95% of the total population are native to Patnongon while the remaining
5% belong to other ethnicities like Cebuano, Ilokano, Ilonggo, and others. Only 0.21% in
terms of the population belongs to the Indigenous People (IPs) group located in Barangay
Alvaniz.

Languages/Dialects

Patnongon is a diversified municipality in terms of mother tongue. However, the


typical first language or dialect spoken by most Patnonganon's in his earliest childhood is
Kinaray-a, favorably accepted as Hamtikanon. Hamtik being its origin, is the most spoken
dialect. Other languages spoken by the people are Tagalog, Hiligaynon, or Ilonggo, and
different dialects they feel comfortable to use especially at home.

Religions

Roman Catholics are the dominant religion in the municipality. They represent
eighty-eight percent of the total population. The remaining twelve percent belongs to other
religious denominations such as IFI, Salvation Army, Baptist, Assembly of God, Jehovahs'
Witnesses, Jesus is Lord, Seventh Day Adventist, Iglesia ni Cristo and the Pentecostal.
Migration

Based on the historical growth of population, the Municipality of Patnoñgon has a


total population of 14,319 in 1903. The inhabitants then increased to 15,721 over 15 years
with an annual growth rate of 0.62%. For the next 21 years, the municipality registered
20,021 at a yearly growth rate of 1.16%. In the 1948 and 1960 censuses, the municipality's
total population increased to 23, 145, and 23, 207, respectively. However, in 1970, there
was a slight decrease in population from 23,207 in 1960 to 22,443 in 1970. The decline was
due to creating the Municipality of Belison as a separate municipality on March 10, 1961.
Nevertheless, it can be observed that since 1975, there is a continuous increase in
population. This increase can be attributed to the growing birth rate and positive
immigration. The Municipality of Patnoñgon has increased its total population of 35, 102
based on the 2010 Census (population survey conducted by the NSO) from only 33,694
based on the 2007 Census. In the year 2017-2018, using the CBMS data, it shows a total
population of 35,204. Migration causes this increase. However, the Municipal Planning and
Development Office observes that despite the increasing population growth rate in the
locality, the population growth rate at provincial, regional and national levels has been
erratic.

Poverty Incidence

The CBMS data below reveals that the municipality has a poverty incidence of 64.11%. The
threshold used by the survey is ₱ 21,556 per person per year or approximately ₱ 59 per person/day
for rural residents. The threshold for urban residents is at ₱ 22,554 per person per year or ₱ 61.79
per person per year. A family of 5 living in a rural community would need at least ₱ 107,780 a year or
₱ 8,981.67 monthly to sustain the family's basic needs. In an urban neighborhood, a family of 5 would
need ₱ 112,770 a year or ₱ 9,397.5 monthly to support the family's basic needs.

The poverty incidence of 64.11 % depicted by the CBMS data is quite alarming, while
data from the Municipal Pantawid (4P's) Office shows 1,956 households are active
beneficiaries of the Pantawid Pamilyang Pilipino Program.
