OFFICE ORDER
Further, this sample Office Order shall guide the P/CHO in establishing/activating EOC in
emergencies/disasters when necessary or as a support to standing order from the LDRRMC in the
area. This issuance and others alike shall be presented during the Local Health Systems Maturity
Level assessment as one of its Means of Verification of a Functional EOC.
Hence, the Province/City Public Health Emergency Operations Center (EOC) is hereby established and
activated1, pursuant to Administrative Order No. 2010-0029 or Policies and Guidelines on the
Establishment of Operations Center for Emergencies and Disasters and its revisions, with the following

structure and functions to facilitate the requirements of the Incident Command System (ICS) and lend
support on health operations thus, ensuring the attainment of objectives and efficient use of resources, and
meeting the essential health needs and gaps assessed from the affected population.

While the following are the assigned functions for the following EOC Sections:
PLANNING SECTION
a. Collect and validate data to analyze and plan future activities
b. Prepare/generate necessary reports and/or compile relevant reports
c. Maintain resource status
d. Convene and facilitate EOC Planning Meetings
e. Prepare daily briefing sessions
OPERATIONS SECTION
a. Facilitate coordination activities such as but not limited to the mobilization of resources (human
and non-human) and provide other technical guidance
b. Maintain inventory/list of resources
c. Coordinate operations to support Incident Action Plan
LOGISTICS SECTION
a. Manage and provide resources needed to support EOC through tracking, storing, maintaining and
disposing of material resources required for response
b. Update inventory of resources
