Subject: Amendment to the validity of CPL (A/H) and ATPL (A/H), renewal of
Instrument Rating (IR) on ATPL (A).

Consequent to the amendment to Rule 39 (c) and Section ‘M’ of Schedule II of

the Aircraft Rules, 1937 w.r.t the validity of CPL (A/H) and ATPL (A/H), and the
incorporation of the provision for renewal of Instrument Rating (IR) on ATPL (A)
respectively vide G.S.R. 733(E) published dated 11th Oct 2023, the following is conveyed
to all concerned stakeholders for necessary information and compliance:-

(a) The validity of CPL (A/H) & ATPL (A/H) has been increased from 5 to 10 years
w.e.f 11th Oct 2023. This is applicable for CPL (A/H) & ATPL (A/H) being issued or
renewed on or after 11th Oct 2023.
(b) The provision for renewal of Instrument Rating (IR) on ATPL (A) has been
incorporated in Section ‘M’ of Schedule II of the Aircraft Rules, 1937. Therefore,
all ATPL (A) license holders having undertaken IR test on or after 11 th Oct 2023
shall apply for renewal of Instrument Rating (IR) service on ATPL (A) through
eGCA as per extant procedure in place for renewal of licenses and ratings. In view
of the above, Flight Crew Licensing Circular 03 of 2012 stands withdrawn with
immediate effect.
(c) Relevant User Manuals to avail the aforementioned services are available on
DGCA website www.dgca.gov.in under eGCA tab.
