TECHNICAL GUIDELINES

RULES AND REGULATION


I. TOUNAMENT RULES
The tournament shall be governed by FIDE LAWS of Chess (January 2018) and this
stated in the following ground rules;
A. Chess shall be played as a team and individual competition in both standard and
blitz.
1. One (1) team for the boys and one (1) team for the girls in the elementary
level/secondary level.
2. Each team shall be composed of two (2) players and a coach.
B. The individual Swiss System 5 Rounds with team result shall be adapted.
C. Chess Clock.
1. Use of Chess clock is compulsory.
D. There shall be separated championships for the boys and girls in each division.
1. TEAM: STANDARD BLITZ
Elementary- Boys and Girls Elementary- Boys and Girls

Secondary- Boys and Girls Secondary- Boys and Girls


 TEAM CHAMPOINSHIP-Total Score of 2 players
-A School/Team with one player can play for individual event only and shall not
qualify in the team events
2. INDIVIDUAL: STANDARD BLITZ
Elementary- Boys and Girls Elementary- Boys and Girls

Secondary- Boys and Girls Secondary- Boys and Girls


 Individual Championship- The standing of the players after the end of the
competition and the tie breaks.
2. Players shall be required to present their vaccine card before the start of
each round. Fully Vaccinated.
-use of uniforms shall be mandatory on the First and Last round.
3. Players, coaches and spectators are not allowed to make post games analysis,
play against each other coaches, spectators and players or discuss finished or
unfinished games within the playing area.
4. Players are not allowed to eat inside the area while the game is in progress.
5. Players who have finished their games shall arrange the chess pieces and
vacate the playing area after signing their score sheets and submit it to the
designated tournament officials.
6. Players must observe proper dress code while playing are prohibited:

a. Use of Slippers
b. Wearing Sandos
II. RULES AND REGULATIONS
A. STANDARD CHESS
1. Time control shall be one (1) hour.
2. Recording of moves in algebraic Notation is mandatory throughout the game.
Violation of this rules shall be considered as an offense.
 Illegal Moves
1. Wrong movement of pieces
2. Exposing the king to an attack
3. King remaining under check
4. Capturing the opponent king
5. Using two hands in making a move
6. Non-replacement of piece after pawn promotion
7. Pressing the clock without making a move

PENALTIES
1st Offense- Plus 2 Minutes to the opponent’s time
2nd Offense- Loss of the Game

 Infringement: Infringements made by a player such as:


1. Displacement of pieces on the chess mat
2. Use of force in pressing the clock
3. Non-recording of moves

PENALTIES
1st-2nd Offense Oral Warning
3rd Offense- Plus 2 Minutes to the opponent’s time
4th Offense- Loss of the Game

 Defaulting time is 30 minutes after the official start of each round. The wall clock
inside the playing area shall be the official clock during the tournament.
 In the final round, players the same school/district team who have scores more
than 3.5 or more points will not be paired against each other.

B. BLITZ CHESS
 Time Control shall be (5) minutes
 Illegal Moves
1. Wrong movement of pieces
2. Exposing the king to an attack
3. King remaining under check
4. Capturing the opponent’s king
5. Using two hands in making a move
6. Non-replacement of piece after pawn promotion

7. Pressing the clock without making a move (except on the first move of
the game)
PENALTIES
1st Offense- Plus 1 Minute to the opponent’s time
2nd Offense- Loss of the Game
 Infringement: Infringements made by a player such as:

1st-2nd Offense Oral Warning
3rd Offense- Plus 1 Minute to the opponent’s time
4th Offense- Loss of the Game

C. GAME POINTS SCORING SYSTEM


A player is credited 1 point for a Win, 0.5 for a Draw, and 0 for a Loss

D. TIE BREAKS
The following tie-break system in descending order shall be applied to determine
the final ranking.

INDIVIDUAL RESULTS
1. Direct Encounter- Win over the other
2. Buchholz System
3. Median Buchholz System
4. S.B System-Sonnen Bonn Berger
5. More number of wins

TEAM RESULTS
1. Combined Buchholz tie break of the member of the team.
2. Combined Median Buchholz Tie break of the members of the team.
3. Combined SB tie breaks of the member of the team
4. Combined greater number of victories of the members of the team.
5. Score of the player with the highest number of points.
 A sudden death match (Armageddon) shall be played to resolve the ties
still occurs after applying all the tie break

III. TOURNAMENT OFFICIALS AND APPEALS COMMITTEE


A. The Tournament Managers shall be:
Mr. Romeo C. Paray for Elementary and Mr. Aguinaldo C. Paray for Secondary.
B. The decision of the chief arbiter on a point of law is final.
C. Any appeal or protest on the decision of the chief Arbiter on a point of fact shall
be submitted duly signed by the player, the official coach, sports coordinator,

athletic managers in writing not more than 30 minutes standard, 10 minutes blitz
after the conclusion of the game In question.
D. All deliberations of the appeals committee shall be presided by the tournament
managers of who shall have no voting power.
E. The decision of the appeal committee on a point of fact is final.

IV. IRREGULARITIES AND PENALTIES


A. Mobile phones and other means of electronic communication are strictly
prohibited inside the playing area. A player who will-violate this rule shall lose
his/her game.
B. A team whose member is giving unsolicited advise or assistance to his
teammates while the games are in progress shall lose their match.
V. COLATILLA
A. All other matters not covered in this rule shall be decided by the organizer (Chess
tournament Committee).
VI. SELECTION OF PLAYERS AND COACHES
A. SELECTED PLAYER FOR HIGHER COMPETITION
1. First Slot-Champion for Standard
2. Second Slot- Champion for Blitz
Note: in case the champion in standard will be the champion of blitz again. the
match between the 1st runner up of standard and the 1st runner up of blitz will be
selected as the second player (slot) to complete slot to complete the team in
both elementary/secondary boys and girls.
B. SELECTED COACHES
-Champion in individual standard and blitz for both elementary and secondary
-More Gold

Day 1 January 17, 2023
3:00 pm- Opening/Reading of ground rules/penalties standard and blitz.
3:30 pm- ROUND 1-STANDARD
