‘Activity Updating of the National List of Threatened Philippine Plants

1. Background
‘The Department of Environment and Natural Resources (DENR) was mandated by the Republic Act 9147
otherwise known as the Wildlife Resources Conservation and Protection Act, and its Implementing Rules |
and Regulations, the Joint DENR-DA-PCSD Administrative Order No.1 Series of 2004, to protect
| threatened wildlife species and determine its classification based on the best scientific data available, with
due regard to intemationally accepted criteria, among others.
‘The Biodiversity Management Bureau (BMB) is mandated on the conservation and sustainable
management of the country's biodiversity. One of its major functions is to formulate an up-to-date listing
of threatened Philippine flora and fauna and recommend a program of conservation and propagation of
the same. The country has an estimated number of 10,000 native species.
This year, the DENR-BMB intends to update the national list of threatened plants per DENR
Administrative Order No. 2017-119 (Updated National List of Threatened Philippine Plants and their
Categories). The updating will be in collaboration with the Philippine Plant Conservation Committee
(PPC) based on the internationally accepted criteria, including but not limited to (1) present destruction,
modification or curtailment of its habitat or range; (2) over utilization for commercial, recreational,
scientific or educational purposes; (3) other natural and man-made factors affecting existence of wildlife;
4) perceived/observed population size reduction; 5) species’ geographic range (extent of occurrence
and/or area of occupancy), 6) small population size and continuing decline in such population; and 7)
very small or restricted population. The aforesaid criteria will be taken into account in
classifying/reclassifying threatened flora species as Critically Endangered (CR), Endangered (EN),
‘Vulnerable (VU) and Other Threatened Species (OTS), in order to assess and determine priority species
in need of protection and conservation,
As part of the activity, the DENR-BMB intends to hire a Monitoring Officer who will help the Bureau
and the PPC to gather and collate necessary secondary data on native flora for the updating of the list.
IL. Detailed Duties and Responsibilities
The duties and responsibilities of the Monitoring Officer that will be hired are as follows:
~ Research and gather secondary information on Philippine native flora species that are necessary
for the updating of the National List of Threatened Philippine Plants (i.e. species names, family,
habitat and ecology, geographic distribution, economic use and trade, current and potential threats,
estimated population size, estimated extent of area of occurrence, conservation initiatives,
herbarium specimen collection data),
- Prepare, fill out, and complete a ‘Threatened List Assessment Form’ for each and all species
identified by the Philippine Plant Conservation Committee (PPC) for inclusion in the National
List of Threatened Philippine Plants;
- Provide assistance to the Philippine Plant Conservation Committee (PPC) in collating, encoding,
organizing, and refining the national list;
- Maintain and update the database from time to time;
- Attend meetings concerning the updating of the list with the Wildlife Conservation Section (WCS)
and PPC;- Assist in the preparation and finalization of the updated list.

TIL. Qualifications and Professional Requirements

‘The Monitoring Officer should have the following qualifications
~ A degree in BSc Forestry, Environmental Science, or other related science courses;
preferably with skills and knowledge on plant taxonomy and ecology;
~ At least one (1) year experience in secondary data gathering, research, and technical writing;
= At least one (1) year experience in data organizing and maintaining a database;

- Can submit deliverables on time.
~ At least one (1) year experience in various aspects of biodiversity or environmental conservation,
- Highly proficient in Microsoft applications especially MS Excel and/or other spreadsheet |
