1. INTRODUCTION

The Government of India established the National Board of Examinations in Medical


Sciences (NBEMS) in 1975 with the objective of improving the quality of the Medical
Education by establishing high and uniform standards of postgraduate examinations in
modern medicine on an all India basis and utilizing existing infrastructure for capacity
building.

NBEMS at present conducts postgraduate and postdoctoral examinations in approved


specialties leading to the award of Diplomate of National Board. The Examinations
conducted by NBEMS provide a common standard and mechanism of evaluation of
minimum level of attainment of the knowledge and competencies in medical discipline.
Moreover, intra country and international comparisons are facilitated with the availability of
common evaluation mechanism.

Diplomate National Board qualifications are well recognized and accepted as high standard
specialist qualifications for practice of concerned medical discipline of super or sub
specialties area.

Among the various courses conducted by the NBEMS, one of such courses is the DNB
(Post Diploma) Courses which are available to be pursued by candidates at the Post-
Diploma level. The present Handbook spells out the various terms and conditions for the
said course for the 2023 Admission Session.

2. ELIGIBILITY FOR ONLINE CENTRALIZED MERIT BASED COUNSELING – DNB


(POST DIPLOMA) 2023 ADMISSION SESSION.

In order to be eligible to participate in the Online Centralized Merit Based Counseling a


candidate must be eligible for admission in DNB (Post Diploma) courses, in addition to
other conditions of eligibility for participation in the counseling process. Therefore:

2.1 (i) Candidates who have passed the final examination leading to the award of Post
Graduate Diploma from Indian Universities which are duly recognized as per
provisions of the NMC Act 2019 and the repealed Indian Medical Council Act 1956,
Govt of India and have passed final examinations for Post graduate diploma on or
before 28th February 2023.

AND

(ii) Candidate must have Appeared in DNB-PDCET 2023.

2.2 Candidates who are qualifying Post Graduate Diploma Qualification after 28th
February 2023 are ineligible to participate in the counseling for admission to DNB
(Post Diploma) – 2023 Admission Session. Any requests for admission to DNB
(Post Diploma) – 2023 Admission Session from the candidates who have qualified
Post Graduate Diploma after 28th February 2023 shall be summarily rejected.

2.3 Candidates already pursuing a DNB course or any other Postgraduate medical
course are not eligible for admission to DNB (Post Diploma) 2023 Admission
Session till such time as they complete the entire duration prescribed for the said
course. Resignation or discontinuation from the said course due to any reason shall
not make the candidate eligible for admission to the DNB (Post Diploma) 2023
Admission Session.

2.4 To appear in DNB (Post Diploma), 2023 Admission Session counseling, the
candidates have to register with NBEMS through the designated website
(http://counseling.nbe.edu.in/) and also have to fill the choice of preferences
during the registration process. A candidate who has not registered with NBEMS
shall not be eligible to participate in the counseling process at all.

2.5 All candidates will be registered only once during the start of the counseling
process. No registration is permissible once the window of registration is closed.
There is no other methodology for participation in the counseling for DNB (Post
Diploma) 2023 Admission Session.

2.6 Only those candidates who participate in the First round of counseling shall be
eligible for participation in any subsequent round of counseling. A candidate cannot
seek to participate in any other round without having first participated in the First
round of counseling.

2.7 Additionally, while a candidate may participate in the various rounds of counseling
in accordance with the specific eligibility criteria therefore and the various terms and
conditions for each round of counseling given below, if at any stage a candidate
“Freezes” his/her allotment (i.e. confirms that he/she wishes to take the seat allotted to
him/her) he/she will not be permitted to participate in any subsequent rounds of
counseling and shall stand exited from the Counseling process.

2.8 Further once a candidate has opted for freezing of his/her allotment, he/she will not
be permitted to seek transfer to another institute. He/she will also not be permitted
to change his/her course, either in the same institute or in another institute.

2.9 Kindly note that once a candidate joins a seat allotted to him/her through 3rd ROUND of
counseling in the NEET 50% AIQ / Deemed/ Central universities/ AFMS
(MD/MS/Diploma) seats 2023 by Medical Counseling Committee (MCC), Government
of India or State Counseling through respective State Government, he/she shall not be
eligible to participate in any rounds of counseling for the DNB (Post Diploma) 2023
Admission Session.

2.10 If ineligibility is detected at any stage, NBEMS reserves its rights to take necessary
actions as deemed fit including but not limited to cancellation of admission to DNB
course and to debar the candidate from taking any further examinations conducted
by NBEMS.

2.11 Candidates joining any course in the DNB (Post Diploma) 2023 Admission Session
shall not be eligible to join any other DNB course for the entire duration of the said
course. If the candidate has joined a two years course, the candidate shall be
debarred from taking admission in any DNB course till 2025 admission session.
Resignation by the candidate or discontinuation from the course shall not make
him/her eligible and he/she will remain debarred from taking admission in any other
DNB course for the period as aforesaid.

2.12 NBEMS reserves its rights to alter/amend or modify or interpret any clause /
criteria/ guidelines contained in this handbook pertaining to Centralized Counseling.

2.13 Candidates must please note that all the documents that are uploaded on the
counseling website by the candidate shall need to be produced in original for
verification. In the case of the First, Second and Third rounds of counseling the
original documents will need to be produced at the institute before joining the same.
In the case of online Mop-up counseling (if conducted), the originals documents will
also need to be produced at the time of joining the allotted institute. Failure to
produce the original documents at the allotted hospital will make the candidate
ineligible for participating in the counseling or for admission to the seat allotted to
him/her.

2.14 NBEMS Accredited institute/hospital is required to upload the joining report of the
candidate at NBEMS counseling online portal in the prescribed format immediately
i.e. Annexure – A.

2.15 NBEMS seats remaining vacant after the completion of all rounds of counseling
shall not be carried forward to the next admission session.

2.16 Jurisdiction for disputes if any shall be at New Delhi only.

3. RESERVATION of Seats (SC/ST/OBC/PWD and EWS) in DNB (Post Diploma)


Courses

3.1 At the time of counseling, reservations roaster provided by the State /Central/UTs
Governments and /PSU/ Railway Board/ESIC etc. shall be applicable for Scheduled Castes
(SC), Schedule Tribes (ST), Persons with Disabilities (PWD), Other Backward Classes
(OBC) and Economically Weaker Section (EWS) category etc.

3.2 Documentary requirements:

a. Candidates opting for reserved seats under any category are required to upload
the certificate issued by competent authority on the website during the registration
process for online counseling.
b. The prescribed format of Certificate for candidates in respect of SC/ST is enclosed
at Annexure-B.
c. The prescribed format of Certificate for candidates in respect of OBC is enclosed at
Annexure-C.

3.3 For PWD seats, the qualified locomotor disabled candidates should get themselves
certified at one of the under mentioned Disability Assessment Boards, constituted at the
four metro-cities, before their scheduled date of counseling:

The Locomotor Disabled (LD) candidates are required to bring their treatment papers
related to their disability, including the investigation reports at the time of reporting to the
above-mentioned designated institute for such disability certificate. The candidates are

advised to obtain prescribed certificate before the date of counseling and the same shall
be uploaded on the website during the counseling process. Copy of the prescribed
certificate is also enclosed at Annexure-D.

3.4 Candidates opting for reserved seats under EWS category are required to upload the
certificate issued by the competent authority on the website during the registration process
for online counseling. The prescribed format of Certificate for candidates in respect of EWS
is enclosed at Annexure-E.

3.5 NBEMS does not own or control any of its accredited hospitals. NBEMS neither employs a
candidate nor makes any payment /stipend to the candidate. Reservation status of DNB
seats at a particular institution/medical college is provided by the State /Central/UTs
Governments and /PSU/ Railway Board/ESIC etc. only based on the reservation roster
maintained by them. NBEMS does not own, possess or fund any seat. Reserved seats will
be allotted to the concerned category candidates only. Candidates of reserved category
can opt for either reserved seats earmarked for them or unreserved seats in order of their
merit. The conversion of any vacant seat from one reserved category to another
reserved category does not falls within the purview of the NBEMS.

4. SCHEDULE FOR ONLINE COUNSELING

4.1 The schedule of DNB (Post Diploma) centralized merit-based counseling is available on
NBEMS website https://natboard.edu.in/ and http://counseling.nbe.edu.in/

5. AVAILABILITY OF DNB BROAD SPECIALTY (POST DIPLOMA) SEATS


5.1 The indicative seat matrix for DNB (Post Diploma) - Broad Specialty course is available
on NBEMS website. Final Seat matrix shall be made available during online counseling.

5.2 Information regarding vacant seats shall also be made available on NBEMS website after
completion of each round counseling.

5.3 Reserved seats shall be allotted to the candidates of concerned category only.
Candidates of reserved category can submit option for either reserved seats earmarked
for them or unreserved seats. Candidates may note that reservation status of DNB seats
at a particular institution/medical college is provided by the respective State /Central/UTs
Governments and PSU/ Railway Board/ESIC etc. only, based on the reservation roster
maintained by them. NBEMS does not own, possess or fund any seat as such. The
conversion of any vacant seat from one reserved category to another reserved
category does not falls within the purview of the NBEMS.

6. PROCEDURES FOR ALLOTMENT OF SEATS


6.1 First Round
1. Only those candidates who participate in the First round of counseling shall be eligible for
participation in any subsequent round of counseling. A candidate cannot seek to participate
in any other round without having first participated in the First round of counseling.

2. Candidates with merit position can fill their options/choices after remitting the required
counseling fee of Rs. 2500/- (excluding of payment gateway charges).

3. The SC, ST, OBC, PwD and EWS candidates are required to confirm their category through
the counseling website. Those who do not confirm by their category by uploading their
category certificate (SC, ST, OBC, PwD and EWS) during the registration process shall be
treated as UR/General category candidate.

4. The Certificates uploaded by the candidate during the registration process are subject to
verification. If the certificate(s) uploaded by the candidate are found to be false/fake at any
stage of counseling process or even thereafter, their allotment as well as their candidature
will be cancelled.

5. Candidates must ensure that the options that they have filled during the registration
process are confirmed by them before the last date of registration. In the absence of any
confirmation by the candidate, the options/choices filled by him/her shall not be
automatically confirmed and his/her application shall be processed accordingly.

6. The seat allocation will be done in the order of merit and in accordance with the choice
preference selected by the candidates during the registration process. In the case of
reserved category candidates, if the seat being allotted as per the preference of such
candidate is available in both unreserved and reserved categories at the time of allocation
of his/her merit, then the unreserved seat will be allotted. The allocation of the seats in the
reserved category will be done only after the allocation of seats in the Unreserved category.
The order of allocation of seats will be as follows:
a. Unreserved (UR) Seats will be allotted.
b. If UR seat not available, the Category (SC/ST/OBC/PwD and EWS) seats (if
eligible) will be allotted.
c. If Category (SC/ST/OBC/PWD) seats are not available, the Special Category
(OBC-A, OBC-B, MBC, BCA, SEBC etc.) seats (if eligible) will be allotted.

7. As soon as the seat is allotted to a candidate, the options/choices filled by the candidate
shall be disabled in their options/choices list. Candidate require to fill their options/choices
as fresh for the next round of counseling.

8. If, however, the candidate wishes to accept the allotment made to him/her in this round,
he/she must freeze the seat allotted to him/her.

9. The candidate who wishes to freeze the seat allotted to him/her, shall have to do so by
paying the one-year course fee of Rs. 1,25,000/*- within the stipulated time. On the
payment of the one-year course fees the seat allotted to him/her will be frozen in his/her
favor and he/she will not be eligible for any further round of counseling.

10. The candidates who opt for freezing of the seat allotted to them but do not pay the course
fee within the stipulated time shall have lost the seat allotted to them, which will be made
available to other candidates in the subsequent rounds of counseling. Such candidates
shall be eligible for any subsequent round of counseling.

11. A candidate who has paid his/her one-year course fee will be entitled to download the
allotment letter from the website of the NBEMS.

12. After the receipt of the allotment letter, the candidate is required to join the institute
concerned within seven (7) days, failing which the candidate would have lost his/her
admission to the said seat.

13. The candidate must also get his/her original documents verified before joining the institute.
A candidate who does not either join the institute or have his/her original documents verified
by the institute within seven (7) days shall lose his/her admission to the said seat and
shall not be eligible for any subsequent round of counseling. The said seat shall be taken
back and shall be made available for further allotment in subsequent round of the
counseling.

6.2 Second Round

1. The Indicative seat matrix for the Second round of counseling shall comprise of the seats
that are still vacant after the First round of counseling.

2. All candidates who have not been allotted any seat during the First round of counseling will
be eligible for Second Round of counseling.

3. All candidates who have been allotted with a seat in the First Round of counseling but have
opted not to freeze the same shall also be eligible for the Second round of counseling.

4. The panel of choice will be re-opened for all the eligible candidates mentioned above for
re-filling their choices a fresh.

5. The allotment of seats in the Second round of counseling will be made as per the choice
preferences submitted by the candidates and in accordance with their merit.

6. The candidate who wishes to freeze the seat so allotted to him/her, shall have to do so by

6.3 Third Round


1. The Indicative seat matrix for the Third round of counseling shall comprise of the seats that
are still vacant after the Second round of counseling and are available for allotment in the
Third round of counseling.

2. All candidates who have not been allotted any seat during the First & Second rounds of
counseling will eligible for Third round of counseling.

3. All candidates who have been allotted with a seat in the Second round of counseling but
have opted not to freeze the same shall also be eligible for the Third round of counseling.

4. The panel of choice will be re-opened for all the eligible candidates mentioned above for
re-filling their choices a fresh.

5. The allotment of seats will be made as per the choice preference submitted by the
candidates during the Third Round of counseling and in accordance with their merit.

6. The seat allotment method will be same as mentioned in the Second Round of
counseling.

7. If a seat allotted to a candidate in the Second round of counseling becomes available for
fresh allotment because the said candidate did not opt to freeze the same but chose,
instead to participate in the Third round and has consequently been allotted a higher order
option in this round, the seat so vacated shall be allotted to the next candidate in order of
merit.

8. The candidate who wishes to freeze the seat allotted to him/her, shall have to do so by
paying the one-year course fee of Rs. 1,25,000/*- within the stipulated time. On the
payment of the one-year course fees the seat allotted to him/her will be frozen in his/her
favor and he/she will not be eligible for any further round of counseling.

9. The candidates who opt for freezing of the seat allotted to them but do not pay the course
fee within the stipulated time shall have lost the seat allotted to them, which will be made
available to other candidates in the Mop-round round of counseling, if otherwise conducted.
Such candidates shall also not be eligible for Mop-round of counseling and shall stand
exited from 2023 Admission Session counseling process.

10. A candidate who has paid his/her one-year course fee will be entitled to download the
allotment letter from the website of the NBEMS.

11. After the receipt of the allotment letter, the candidate is required to join the institute
concerned within seven (7) days, failing which the candidate would have lost his/her
admission to the said seat.

12. The candidate must also get his/her original documents verified before joining the institute.
A candidate who does not either join the institute or have his/her original documents verified
by the institute within seven (7) days shall lose his/her admission to the said seat and
shall not be eligible for any subsequent round of counseling. The said seat shall be taken
back and shall be made available for further allotment in subsequent round of the
counseling.

6.4 Final Round [Mop-up]

1. The decision to conduct Final round (Mop-up) is purely discretionary and the decision of
the NBEMS in this regard shall be final and binding.

2. All the candidates who have not been offered with any seat during the First, Second and
Third round of counseling, will be eligible for Final Round (Mop-up) of counseling.

3. The Final Round (Mop-up) schedule and process of counseling shall be notified in due
course (if conducted).

NOTE 1: - A candidate who has obtained his/her DIPLOMA qualification in the year 2023
may produce his/her Provisional pass certificate of DIPLOMA Qualification in place of
his/her DIPLOMA certificate if the same has not been issued to him/her.

NOTE 2: - If the candidate has passed Diploma Qualification before 2023 and the
Diploma certificate has not been issued to him/her/her so far by the concerned
university/Board, the candidate must produce documentary evidence to this effect in
Original in the form of a letter from the competent authority of respective university/Board
at the time of counseling.

NOTE 3: - All the certificates must be in HINDI or ENGLISH. In case if any of the
certificate(s) is/are in regional language, its Hindi/English version translated copy duly
authenticated by a translator authorized in this regard by the state/Central Government will
require to be produced in original at the time of counseling, alongwith the original certificate
that has been translated.

NOTE 4: - Candidates must note that in addition to the requirement of verification of


Originals at the time of counseling, the originals will once again be verified at the time of
the joining of the Institute, by the Institute. If a candidate does not produce the originals for
verification before joining the institute, he/she shall lose his/her admission to the seat
allotted to him/her in the Final round (Mop-up) counseling.

NOTE 5: - No Objection Certificate, if any (issued after July 2023) from the employer:
-If a candidate is employed or under any kind of bond, he/she has to furnish a ‘No Objection
Certificate or/and Relieving letter’ issued by competent authority of the concerned
University /Employer before the last date for admission for the DNB (Post NBBS) 2023
Admission Session. The seat allotment letter to such candidates will be issued only after
he/she submits the ‘No Objection Certificate or/and Relieving letter’ to the NBEMS.

7. COUNSELING FEE

7.1 Candidates are required to pay the counseling fee of Rs. 2500/- (excluding of
payment gateway charges) at the Time of online registration process for counseling.

7.2 Counseling fee shall not be refunded under any circumstances once the candidate has
been registered for Counseling.

8. LIST OF PRESCRIBED DOCUMENTS THAT ARE REQUIRED TO BE UPLOADED ON THE


COUNSELING WEBSITE BEFORE THE LAST DATE OF REGISTRATION.

a. MBBS Degree certificate.


b. Post Graduate Diploma Medical Qualification Pass certificate/Provisional Pass Certificate*.
c. Permanent Registration certificate issued by MCI/State Medical Council for registration of
MBBS qualification.
d. Proof of having passed the Post graduate diploma final examination on or before 28th
February 2023.
e. Proof of Post Graduate Diploma Medical Qualification recognized as per IMC Act/Central
Government.
f. SC/ST/PWD/OBC/EWS certificate issued by competent authority, if applicable. Caste
certificate must be issued by competent authority. The sub-caste should tally with the
central Govt. list.
g. Special category certificate issued by the competent authority, if applicable.
h. Valid Identity proof i.e. PAN card, Indian Passport, Voter ID card, Driving License or
Aadhaar Card (with photograph).

8.1. A candidate who has obtained his/her Post Graduate Diploma qualification in the year 2023
may upload his/her Provisional pass certificate of Post Graduate Diploma Qualification in
place of his/her Post Graduate Diploma qualification degree if the same has not been
issued to him/her.

8.2. If the candidate has passed Diploma Qualification before 2023 and the Diploma degree
has not been issued to him/her so far by the concerned university/Board, the candidate
must produce documentary evidence to this effect in Original in the form of a letter from the
competent authority of respective university/Board at the time of counseling

8.3 All the certificates must be in HINDI or ENGLISH. In case if any of the certificate(s) is/are
in regional language, its Hindi/English version translated copy duly authenticated by a
translator authorized in this regard by the State/Central Government will be required to be
uploaded alongwith the original certificate that has been translated.

8.4 Candidates must please note that all the documents that are uploaded on the counseling
website by the candidate shall need to be produced in original for verification. In the case
of the First, Second and Third rounds of counseling the original documents will need to be
produced at the institute before joining the same. In the case of Mop-up counseling (if
conducted), the originals will need to be produced at the time of joining the institute. Failure
to produce the original documents will make the candidate ineligible or for admission to the
seat allotted to him/her.

8.5 No Objection Certificate, if any (issued after July 2023) from the employer: -If a
candidate is employed or under any kind of bond, he/she has to furnish a ‘No Objection
Certificate or/and Relieving letter’ issued by competent authority of the concerned
University /Employer before the last date for admission for the DNB (Post NBBS) 2023
Admission Session. The seat allotment letter to such candidates will be issued only after
he/she submits the ‘No Objection Certificate or/and Relieving letter’ to the NBEMS.

9. PROCESS OF REGISTRATION AND CHOICE FILLING FOR DNB (POST DIPLOMA)


ONLINE CENTRALIZED MERIT BASED COUNSELING

9.1 The Eligible Candidate has to create a Password to Login to the Online Counseling System
using the link Create/Reset Password available in the Home page.

9.2 Candidate can Login to the Online Counseling System using his/her Roll number of DNB
PDCET-2023 or his/her registered email ID for DNB PDCET-2023 and password.

CREATE/ RESET PASSWORD

9.3 After the successful Login to the system, the candidate has to pay Rs. 2500/- as
Counseling fee through online payment gateway.

9.4 On successful payment of counseling fee, the candidate has to proceed for filling the

9.5 The candidate has to view and edit the personal details while registering them for online

9.6 The documents have to be uploaded during this registration process. The eligibility of the
candidate for DNB (Post Diploma) 2023 Admission Session, in accordance with the Eligibility
criteria mentioned in the information bulletin and handbook for counseling will be determined
by the allotted institute by verifying the original documents of the candidate by comparing the
scanned copies uploaded through this page.

9.7 The Candidate claiming reservation in SC/ST/OBC/PWD/EWS has to upload the category
certificate during this registration process. The format of SC/ST and OBC(NCL) certificate
is available in Handbook for Admission to DNB (Post Diploma) 2023 Admission Session.

9.8 The PWD candidate has to confirm whether they are willing to be considered in the PWD
category or not during the registration process. The relevant certificate is to be uploaded on
this page. The format of the certificate is available in the Handbook for DNB (Post Diploma)
2023 Admission Session.

9.9 The candidate claiming reservation in EWS has to upload the category certificate during this
registration process. The format of EWS certificate is available in Handbook for Admission
to DNB (Post Diploma) 2023 Admission Session.

9.10 The candidates claiming special reservation based on the seat matrix has to specify their
category while registering for online counseling. The relevant certificate is to be uploaded
on this page.

9.11 During the registration process, the candidate has to select his/her choice of preference.
The candidate can fill any number of choices during this process. The candidate has also to
arrange the selected choices in the order of preference.

9.12 For filing the choices, candidate has to select the State Hospital Add Choice.

9.13 The candidate can move the selected choices up and down using the Mouse by Clicking
the Arrow indicated in each choice.

9.14 The selected choice can be removed from the preference list by clicking the Remove
button.

9.15 In the Declaration page, the candidate has to accept the declaration by clicking Checkbox
‘I accept the declaration’.

9.16 In the declaration page, the candidate can save the selected choices each time. Candidate
can add or remove choices, any number of times till she/he Lock and Confirm or the last
date of registration.

9.16 Candidates are advised to fill their preferences of seats carefully and Lock and
Confirm it so that the same are considered by the System. If there is INACTION i.e.
the candidate does not Lock and Confirm the preference of his/her choices, the
System will not accept the choices of seats and the candidate will not be allotted
any seat.

10. UNFAIR MEANS:

10.1 IMPERSONATION IN COUNSELING


If it is found during the counseling that candidates registering for the Counseling have
indulged in any kind of impersonation or unfair means, his/her candidature for
counseling/admission to DNB course will be cancelled. The matter shall be dealt as per
Unfair Means guidelines of NBEMS. Such candidates will be debarred from taking
NBEMS examinations in future.

10.2 SUBMISSION OF FALSE / FABRICATED DOCUMENTS

If it is found at any stage that documents uploaded/produced for determination of eligibility


for DNB-PDCET 2023 examination are false/fabricated/forged and/or do not belong to the
candidate, his/her candidature for counseling/admission to DNB course will be cancelled
and further penal action may be taken. The matter shall be dealt as per Unfair Means
guidelines of NBEMS.

10.3 CANVASSING FOR ALLOTMENT OF SEATS

Canvassing directly or indirectly for the allotment of seats or adjustments thereafter would
disqualify the candidate from participation in counseling. The allotment of seats shall
strictly be done on the basis of merit list through centralized counseling. Candidates are
advised not to canvass or approach or solicit any kind of intervention in this regard.

11. DOCUMENTS VERIFICATION


11.1 The process of verification of original documents is mandatory for all candidates in
accordance with the conditions set out in the present handbook. Candidates are advised
to keep their original documents ready for verification as provided for in handbook failing
which they shall be declared ineligible to participate in the counseling process and/or
ineligible for admission to any seat allotted to them.

11.2 Authorized representative on behalf of candidate for verification of originals shall be


permitted only in exceptional circumstances at sole discretion of NBEMS. The
authorized representative has to produce an affidavit in the prescribed format
(Annexure-F & Annexure- G) during the verification of originals.

12. JOINING OF DNB (POST DIPLOMA) COURSE

12.1 Candidate allotted with a seat will be allowed to download their allotment letter from
NBEMS website.

12.2 Each candidate shall be given a prescribed time from the date of issuance of the
allotment letter to report and join the allotted NBEMS accredited Medical
College/Institution/Hospital.

12.3 The candidates shall be allowed to join the allotted institute only after the verification
of the original documents and fulfillment of the eligibility criteria as enumerated at
various stages in the present handbook.

12.4 Candidate has to begin his/her DNB training within the prescribed time. Accredited
institute is required to upload the joining report of the candidate at NBEMS online portal
in the prescribed format i.e. Annexure – A (DNB (Post Diploma) –2023 Admission
Session).

12.5 The allotment made shall be firm and final. Change of Institute/college from one place
to another is not permitted under any circumstances. Requests for the same shall not
be entertained by the NBEMS after the allotment process is completed.

12.6 A scanned copy of ‘Annexure – A’ has to be uploaded at NBEMS website


immediately after joining DNB training.

12.7 DNB PDCET–2023 merit is valid for admission to DNB (Post Diploma) 2023 Admission
Session only. The result shall not be carried forward to next session under any
circumstances.

12.8 Joining of a candidate to an NBEMS accredited institute through Centralized Merit


Based Counseling is subject to medical fitness of the candidate as assessed/examined
by the accredited hospital/institution.

12.9 The medical examination of the candidate shall be done by the Medical Board of the
concerned NBEMS accredited institute. Candidate found fit in the medical examination
shall only be allowed to join DNB course.

12.10 NBEMS reserves its rights to take a final decision in the matter of a candidate being
found unfit in medical examination and may undertake medical examination of
candidate at its sole discretion.

13. FEE GUIDELINES FOR DNB TRAINING


13.1 Fee Structure for DNB Training is as follows:

13.2 General guidelines:

1. The 1st year Course fee has to be paid online during the counseling to NBEMS
through the payment gateway.

2. In the 1st year the fee has to be paid online to NBEMS to confirm the allotment, while
the fee for subsequent years has also to be paid within 4 weeks of the start of each
academic year directly to the NBEMS. The prescribed course fee should be remitted
through payment gateway provided using a Credit Card / Debit Card / Internet
Banking as made available and have been provided on the web page.

3. The annual course fee for each NBEMS trainee shall be transferred by NBEMS to
the concerned hospital in bi-annual instalments i.e. each instalment shall be 50% of
the annual course fee.

4. In any circumstances the DNB course fee paid is not refundable.

5. The accredited institutions cannot charge any other fees like capitation fees, security
deposit, security bond, and caution bond in the form of cash, fixed deposit, bank
guarantee, and agreement by any instrument whatsoever.

6. The institutes concerned cannot charge any fees or an amount in any form, over and
above the ceiling amounts prescribed above.

14. STIPEND GUIDELINES


1. Paying stipend to the DNB candidates is compulsory.

2. According to the NBEMS stipend policy, the hospital shall have to pay the DNB Candidate
a basic stipend as follows or basic stipend according to state government policy (whichever
is higher):

5. It is also desirable that the hospital provides accommodation to their trainees in addition to
their stipend. A compliance statement to this effect has to be furnished by the accredited
hospital while forwarding the DNB candidate registration form.

6. NBEMS has no objection to the payment of a sum exceeding the amount stipulated,
according to the paying capacity of the institution and work load of the trainees.

15. QUERY HANDLING

15.1 ORAL requests would not be entertained by NBEMS.

15.2. Candidates must mention their Merit Position, Roll No, Name, Postal address and
telephone/mobile no. in their correspondence to NBEMS.

15.4 Candidates are advised to carefully go through the guidelines of counseling and
NBEMS website before submitting a query.

16. PROCEDURE FOR REGISTRATION WITH NBEMS FOR DNB BROAD SPECIALTY
(POST DIPLOMA) COURSES AFTER JOINING

16.1 Candidates are required to submit the application form for registration only through
online at https://cns.natboard.edu.in/ within One month of joining DNB training
in order to get registered by NBEMS for DNB course.

16.2 A registration fee of Rs 3000/- (for 2 Years course) is to be deposited through online
payment gateway while filling up online application form for registration with NBEMS.
Fee deposited through challan/Pay-in-slip is not acceptable.

16.3 Contact details of candidate as mentioned in registration form shall be treated as final
for further correspondence with the candidate.

16.4 Registration letters can be downloaded from NBEMS website once the candidate has
been registered with NBEMS.

16.5 For any queries pertaining to Registration after joining the course, please write to

17. DISCLAIMER:
17.1 The allotment of seat is purely provisional and subject to the verification of
aforementioned documents in original. Any candidate found to have furnished
incorrect information/false documents shall be disqualified from the counseling.

17.2 If it is found at any stage that a candidate is already pursuing a post graduate medical
course and has again opted for a DNB seat through DNB (Post Diploma) Centralized
Counseling – 2023 Admission Session, he/she shall forfeit his/her claim for the DNB
seat and action as deemed fit by NBEMS shall be taken. Candidates already pursuing
a DNB course are not eligible to appear for the DNB (Post Diploma) centralized
counseling till such time they have completed the duration of prescribed course.

17.3 In an unlikely event of an ineligible candidate getting admission to DNB course, NBEMS
reserves its right to revoke his/her admission from DNB course.

18. LEAVE RULES FOR DNB TRAINEES


1. DNB Trainees are entitled to avail leave during the course of DNB training as per the Leave
Rules prescribed by NBEMS.

2. A DNB Trainees can avail a maximum of 30 days of leave in a year excluding regular duty
off/ Gazetted holidays as per hospital/institute calendar/policy. This leave shall be
processed at the institutional level.

3. In case the number of leaves availed by any candidate exceeds one year, the
candidature of the candidate may be cancelled.

4. Any kind of study leave is not permissible to DNB Trainees.

5. Under normal circumstances leave of one year should not be carried forward to the next
year. However, in exceptional cases such as prolonged illness, the leave across the DNB
training program may be clubbed together with prior approval of NBEMS.

6. Unauthorized absence from DNB training for more than 7 days may lead to cancellation of
registration and discontinuation of the DNB training and rejoining shall not be permitted.
Any candidate on Unauthorized absence is required prior permission of NBEMS
before re-joining the Institute/ Hospital.

7. The Institute/ Hospital shall immediately inform NBEMS regarding the Unauthorize
absence of any DNB trainee.

8. Any Leave availed by the candidate other than the eligible leave (30 days per year) shall
lead to extension of DNB training. The training institute has to forward such requests to
NBEMS along with the leave records of the candidate since his/her joining and supporting
documents (if any) through the Head of the Institute with their recommendation/comments.
NBEMS shall consider such requests on merit provided the seat is not carried over and
compromise with training of existing trainees in the Department.

9. Any extension of DNB training beyond the scheduled completion date of training is
permissible only under extra-ordinary circumstances with prior approval of NBEMS. Such
extension is neither automatic nor shall be granted as a matter of routine.

10. DNB trainees are required to complete their training by a prescribed cutoff date (as per
information bulletin of Exit exam) for being eligible to DNB Exit examination.

11. The eligibility for DNB Final Examination shall be determined strictly in accordance with the
criteria prescribed in the respective information bulletin.

A. The candidates who wish to appear for online counseling have to register with NBEMS through

Q. How can I know the counseling schedule?

Q. What is the prescribed fee for participation in Counseling?

A. Counseling fee of Rs. 2500/- (excluding of payment gateway charges) is to be paid through online

Q. How to use registration and Choice filling form on website?

A. Candidates will have to log on to website http://counseling.nbe.edu.in to get registered


(Registration facility will open on dates as mentioned in schedule) and then fill in choices. It is advised
that after going through the seat matrix, a tentative list may be prepared first as per your preference of
subjects and colleges, before attempting to fill choices on-line.

Q. Can I modify my choices during the choice submission period for counseling?

A. Yes, you can modify, add or delete your choices during this period, before you lock your choices.

A. Please read HANDBOOK of the respective counseling. Follow the instructions about use of browser
(Mozilla Fire Fox, Internet Explorer - (Latest Version), Google Chrome), use of same spellings, same
format of date (Use digits for day, month and year with - in between) as in application form submitted
to National Board Examinations in Medical Sciences (NBEMS), New Delhi. The internet connection

reporting or afterwards.

Q. What if I miss the First round of counseling?

A. Candidates absent/not participating in the First round of online counseling shall not be eligible
for participation in subsequent round(s) of counseling.

Q. What if I am not allotted with a seat during the online counseling?

A. Candidate not allotted with a seat during the online counseling, can appear the Final round of
counseling (Mop-up) if otherwise is conducted in the order of his/her merit and the available seats
shall be allotted during this counseling.

Q. What is the eligibility to participate in the final round (Mop-up) counseling?

A. Only those candidates who have not been offered with any seat during the First, Second and
Third round of counseling, will be considered for Final Round (Mop-up) of counseling.

Q. If there is discrepancy in spelling of name in documents and application form, what do I


do?

A. Your name appearing during the counseling registration process is the same which you have
entered during the registration of DNB-PDCET 2023 exam. If there is discrepancy in spelling in
documents candidate must carry proof that the documents belong to same person, in form of an
affidavit/undertaking.

Q. Is it necessary to produce the original documents at the time of Joining in the allotted
institute?

A. Candidate have to produce all the prescribed documents ‘IN ORIGINAL’ at the time of joining

the allotted institute. After verification of the Original Documents the concerned hospital will upload
Annex-A and compliance Certificate at www.counseling.nbe.edu.in that they have checked their
original documents as per criteria mentioned in information bulletin. In addition, candidates are
required to upload the scanned copies of the documents during the registration process.

Q. Am I eligible for DNB while pursuing any other PG Medical course?

A. Candidates already pursuing a DNB course are not eligible for admission to DNB (Post Diploma)
2023 Admission Session till such time as they complete the entire duration prescribed for the said
course. Resignation or discontinuation from the said course due to any reason shall not make the
candidate eligible for admission to the DNB (Post Diploma) 2023 Admission Session.

Q. Can I get my original certificates verified through an authorized representative?


A. Authorized representative on behalf of candidate for certificate verification shall be permitted
only in exceptional circumstances at sole discretion of NBEMS. The authorized representative
has to produce an affidavit in the prescribed format (Annexure- F & G) during the certificate
verification.

Q. Is it necessary to bring Identification proof?

A. Yes, Candidates are required to produce one of the following Govt. issued ID card in original at
the time of joining in the allotted institute:

• PAN card
• Valid Indian Passport
• Voter ID card
• Driving License
• Aadhaar Card (with photograph)

No other ID proof will be accepted. The scanned copy of the same should be uploaded on the
website during the registration process.

Q. What if I am employed and wish to attend the counseling?

A. You can attend the counseling and opt for a seat also. However, if a candidate is employed or
under any kind of bond, he/she has to furnish a ‘No Objection Certificate or/and Relieving letter’
issued by competent authority of the concerned University /Employer before the last date for
admission for the DNB (Post Diploma) 2023 Admission Session.

Q. Can I change my DNB seat after allotment in counseling?

A. No, change of Institute / specialty / seat is not permitted.

Q. What will be the status of a DNB trainee, if the accreditation of the training Institute is
withdrawn by NBEMS or closure of functioning of the Hospital/Institute due to any reason?

A. In the event of closure of training institute or withdrawal of accreditation by NBEMS, the ongoing
DNB trainees of that institute shall be relocated to the vacant seats available in the other NBEMS
accredited institutes, to complete their remaining period of DNB training.
Q. Can I participate in counseling of future sessions based PDCET 2023 result?

A. No, the PDCET 2023 result and merit is valid for the current session (2023 admission session)
only.
Q. Is registration for the DNB Course mandatory?

A. Yes, all candidates who have joined DNB training are required to get registered with NBEMS
for DNB course. A registration number is issued on receipt of application form for registration and
fulfilment of eligibility criteria for registration.

Q. How can I apply for registration with NBEMS after joining DNB training?

A. Candidates are required to submit the application form for registration only through online at
www.cns.natboard.edu.in via Candidate Login within one month of joining DNB training in order to
get registered by NBEMS for DNB course.

1. A registration fee of Rs. 3000/-*(for 2-year course) for DNB (Post Diploma) is to be
deposited through online payment gateway only during the filling up Online Registration
Form for registration with NBEMS. Fee deposited through challan/Pay-in-slip is not
acceptable.
2. Contact details of candidate as mentioned in registration form shall be treated as final
for further correspondence with the candidate.
3. Registration letters can be downloaded from NBEMS website once the candidate has
been registered with NBEMS.
