FEASIBILTY STUDY FOR THE PROPOSED CONVERSION OF DATU ABDULLAH TONDOG ELEMENTARY SCHOOL
TO DATU ABDULLAH TONDOG INTEGRATED SCHOOL
I. RATIONALE
The Datu Abdullah Tondog Elementary School is situated in the province of Sarangani at Purok 5,
Baluntay. The National Highway is 2.3 kilometers away. It is the first school from General Santos City to travel
to Sarangani Province and the last school from Sarangani to do so.
Barangay Baluntay has eight (8) puroks; The children will travel two rides to reach the nearest
secondary school in Buayan, General Santos City which is 3.7 kilometers (3.7 km) away and 4.5 kilometers (4.5
km) away from Tokawal National High School. Majority of the families could hardly cope with the standard of
living and their in-come could not suffice to support the education and daily needs of their children. Others
suffer to walk for a long distance just to continue their studies. But for the less privilege they choose to stop or
drop-out from school.
Based on the enrolment of Datu Abdullah Tondog Elementary School, there are sixty five (65) grade
six pupils based on the recent data given.
By the issues brought by the conversion of Public School to Public Integrated School, the teaching
force, PTA, Brgy. Council and together with the community decided that there is really a need for conversion
of the school to sustain and provide access in delivery of basic education to all graduates.
DECS order 91, s. 99, provided guidelines on the establishment and operations of Integrated School. It
is stated that in order to promote access to basic education and pursue the constitutional mandate that the
state should “establish, maintain and support a complete adequate and integrated system of education
relevant to the needs of the people and society.” (Article XIV, section 2, paragraph I of the 1987 constitution)
The section 3, R.A. No. 9155, also known as the Governance of Basic Education Act of 2001, enable the
purposes and objectives to construct schools as establishments where the learners are able to learn a range of
learning competencies that is necessary for elementary and high school k to 12 education programs.
Anent to this, Chapter I, Section 3 of R.A. 9155, mandated that the school head shall have the
authority, accountability and responsibility for offering educational programs, projects and service which
provide equitable learning for all learners in the community.
Likewise, Chapter I, Section 7 of R.A. 9155, states that the school head shall have the power in
administering and managing all personnel, physical and financial properties of the school.
These guidelines shall apply to the conversion of Datu Abdullah Tondog Elementary School into Datu
Abdullah Tondog Integrated School under the control and supervision of the Department of Education (DepEd)
and shall include systems and processes as well as standards and criteria to be used by DepEd and its
Stakeholders.
V. POLICY STATEMENT
The school shall be in line with the policy of DepEd to protect and promote the rights of all citizens to
quality basic education and to make such education accessible to all Filipino children. Each child shall have the
right to basic education and that no child shall be discriminated.
The proposed Datu Abdullah Tondog Integrated School shall establish and maintain the school learning
centers as facilities where school children are able to learn a range of competencies and provided with
alternative learning program.
The proposed Datu Abdullah Tondog Integrated School shall also maintain the DepEd policies to guide
its implementing units and stakeholders on the establishment and implementation of the instructional
programs.
VI. PROCEDURES
A. Conversion of Datu Abdullah Tondog Elementary School into Datu Abdulla Tondog Integrated
School
The conversion of Datu Abdullah Tondog Elementary School into Datu Abdullah Tondog Integrated
School will be done through the expansion of the existing elementary school to offer complete basic
education. The aforesaid conversion shall be authorized subject to compliance with at least three (3)
conditions which are applicable;
a. Secondary Schools are 3.7 km and 4.5 km away, and it requires huge amount of fare to reach the school.
b. There is a difficulty in acquiring a school site for secondary school.
c. There are inadequate equipment and resources to support the operation of separate
elementary and secondary schools.
The School head shall be designated by the Schools Division Superintendent. As recommended by the
Division Personnel Board. The school Head must satisfy the QS requirement of a secondary school until such
time that the four (4) years in the secondary school is completed to qualify as a School Head of an Integrated
School. The School must undergo the appropriate Administrative Management and Instructional Supervision
Skills Training.
Once the IS is approved by the Regional Director, The School Head shall work on the following:
a. Issuance of a DepEd School ID under the name of IS, and the subsequent cancellation of the old
DepEd ID, if any;
b. Issuance of Agency Code, if none yet;
c. Transfer of the corresponding appropriation and Direct Release of Funds to the IS.
d. Recording or booking up of school properties under the name of IS.
B. CONVERSION OF SCHOOL

C. PROCEDURAL GUIDELINES
The School Head and Stakeholders shall:
a. Work on the completion of necessary documents for submission to the Planning and Research
section; and
b. Coordinate with the possible sponsors, stakeholders to sponsor the necessary materials, equipment,
facilities as well as human resources for the construction of new buildings.
IX. EFFECTIVITY
This Feasibility Study shall take effect immediately upon the conversion of Datu Abdullah Tondog
Elementary School to Datu Abdullah Tondog Integrated School.

are graduating at elementary level for Barangay Glamang is far from the town;
