MISSION
The mission of this program is to improve educational opportunities and
services for the following individuals and their families.

●Persons with exceptionalities


●Students at risk of school failure
●Other’s facing significant life changes
VISION

The vision of Special Education Program is to facilitate the development of


supportive, effective, and culturally responsive environments for individuals
with special needs and their families.
I. Objectives

To develop motivational patterns in the handicapped that will
produce achievement in school.

To help them to acquire necessary social skills, emotional literacy to live
and participate in school, home and community life as properly as
possible.

To help the exceptional children to learn and acquire necessary skills for
their self-help, independent living and leading future life.
Laws that addresses the rights of students

Title II of the Americans with Disabilities Act (ADA)

The ADA is a broad law that provides civil rights protections to


all individuals with disabilities in the US in many different
aspects of life. Title II of the ADA prohibits discrimination by
state and local governments, which includes public schools.

Section 504 of the Rehabilitation Act

Section 504 is more limited, it provides civil rights protections


to all individuals with disabilities in programs that receive
federal funding, which includes most public schools. Both the
ADA and Section 504 are nondiscrimination laws that do not
provide any funding to the covered entity.

The Individuals with Disabilities Education Act (IDEA)

IDEA is not an anti discrimination law; it is a statute that mandates


free appropriate public education (FAPE) in the least restrictive
environment (LRE) for students with disabilities eligible under
IDEA. Note that Free Appropriate Public Education (FAPE) and
least restrictive environment (LRE) are legal terms defined in IDEA.
IDEA provides federal funding to schools to support IDEA eligible
students.

Education for All Handicapped Children's Act of 1975

In 1975, the Education for All Handicapped Children Act (EHA) Public
Law 94-142 established the right of children with disabilities to receive a
free, appropriate public education and provided funds to enable state and
local education agencies to comply with the new requirements. The act
stated that its purpose was:

To assure that all children with disabilities receive a free appropriate
public education emphasizing special education and related services
designed to meet their unique needs

To protect the rights of children with disabilities and their parents


Americans with Disabilities Act


Providing individuals with identified disabilities similar protections from
discrimination as those granted by the Civil Rights Act of 1964, the
Americans with Disabilities Act of 1990 (ADA) barred discrimination in
employment (Title 1), public services and transportation (Title 2) public
accommodations (Title 3), telecommunications (Title 4) and
miscellaneous provisions (Title 5). It was a great step in normalizing the
lives of the disabled. Title 3 prohibited disability based discrimination in
any place of public accommodation with regard to full and equal
enjoyment of the goods, services, facilities, or accommodations. Public
accommodations included most places of education.
II. Content
Special education is instruction designed to meet the individual
needs of children with disabilities. This is done at no cost to the
parents. Special education may include individualized instruction in
the classroom, at home, in hospitals or medical institutions, or in
other environments.
The educational system in the United States may be different than
that of your country of origin. Children who have a disability that
affects their education, such as a learning disability that makes it
difficult for them to read, comprehend, or write, can receive special
education that consists of instruction and individualized help to
support the learning of the child.
Who is eligible for special education?
Certain children with disabilities are eligible to receive special education and related services.
IDEA offers a definition for a "child with a disability," and the law lists 13 different categories of
disabilities under which children can be eligible to receive special education and related services.
