Annex C
D of E EMERGENCY ACTION PLAN – HAMPSHIRE & IOW WING ATC

Introduction. All Cadets, Supervisors and Assessors are to familiarise themselves with
this Emergency Plan and are to carry a copy at all times when conducting D of E
expeditions. When operating remotely refer to the Incident Procedure Flow Chart and
where appropriate initiate a Major Incident Log.

Immediate Action (IA)

(a) All activity is to cease immediately and Cadet group conduct assessment
and administer immediate first aid.

(b) Cadets if possible will notify staff by mobile phone / radio and give details
on the severity of the injury. If required staff will move to the scene and assess
the casualty.

(c) The following procedures will then be adhered to according to the severity
of the casualty.

Minor Casualty. After the IA has been carried out the procedure below is to
be followed:

(a) Wherever possible first aid is to be self-administered under

direction/supervision whilst maintaining 2m social distancing.

(b) Any casualty examination should only occur once PPE is in place. Only
where a situation warrants will social distancing be broken, when both FA and
casualty should wear a face cover and the first aider PPE/wear gloves.

(c)The nominated cadet first aider will assess the casualty and treat if
appropriate. If able to continue the cadet will be allowed to carry on with the
trg event. Staff are to be notified.

(b) If the cadet first aider thinks evacuation is appropriate an adult supervisor
will be called to the scene. Once evacuation is confirmed by staff the casualty
will be moved by either foot or stretcher to the escape point/staff check point.

(c) The casualty will be evacuated to the nearest hospital or to base location
dependant on medical need.

(d) If communications between the cadet party and the supervisor are poor
then the cadet team is to request medical assistance via 999.

Major Casualty. After the IA, the following plan will be carried out:

a) First Aid is to be given on the scene by the cadet group. Safety staff will
be called forward.

b) The expedition supervisor is to immediately contact the emergency

services by dialling 999.
c) An adult member of staff will be sent to the nearest ambulance access
point with Hi Vis Jacket / Torch to await the arrival of emergency services and
guide it to the casualty.

d) Heli Rescue / Air Ambulance. Team members should anticipate the use
of SAR / Air Ambulance. Suitable HLS should be identified and marshals
detailed. Hi Vis clothing or markers should be used.

e) Welfare of Remaining Group. If possible a member of staff should be

detailed to monitor and support the cadets not involved in the incident. They
should look to reassure and monitor for distress and climatic injuries.

Emergency Services. Emergency services can be summoned by calling

999.
The ambulance service will require the following information:

a. The location of accident and your present location (where ever possible
suitable Emergency Rendevous (ERV) should be recce’d and stored prior to
the activity). The rescue agency will require:

(1) Map Number.

(2) Grid Reference / GPS Co-Ords.

(3) Name of nearest town, prominent feature.

b. Type and time of accident.

c. Number of casualties.

d. Nature and your assessment of the severity of injuries sustained.
