Assignment Description
The World Bank is seeking expressions of interest from consulting firms or organizations (in-
cluding consortiums) to undertake a study on updating existing Digital Government Readiness
Assessment (DGRA) toolkit to incorporate COVID-19 pillar.

Specific activities include: (1) conduct a diagnostic of existing digital government readiness as-
sessment tools respectively developed by the World Bank team and a partner organization; (2)
document best practices of digital solutions for COVID-19; update the existing DGRA tool with
COVID-19 (and other) disaster preparedness pillar; and develop the tool in online and mobile
versions; (3) develop guidelines for pilot studies; assist the Bank team with pilot implementation
of testing the toolkit and incorporate lessons-learned in the final deliverable of the tool & report.
Specific pilot countries havent been decided at the moment but potential countries include Peru,
Uzbekistan and Maldives.

The consultant should have strong knowledge of digital government, digital resilience, remote
education and telework, cybersecurity, disaster/crisis management, etc., and demonstrated expe-
rience in conducting similar tasks such as development of an online toolkit, survey questions,
methodology and integration of several products, developing an online/mobile survey toolkit, us-
ing data visualization tools, etc. Strong capacity to swiftly conduct global best practices research
on COVID-19 and identifying how to best accommodate COVID-19/similar disaster prepared-
ness to the current toolkit is crucial, which may necessitate leveraging network of the consulting
firm and conduct expert interviews.
