7 In schools, teachers are undeniably considered to be one of the most significant persons. They
8 are expected to execute innumerable and crucial tasks in shaping the youth to become
9 productive members in the community. Thus, they are the key factors for learning. In Bilbao,
10 Corpuz, Llagas & Salandanan’ (2006) s book stresses that the commitment and dedication of
11 teachers to work is very important.
12 In the theory of Herzberg (1966), it is emphasized that there are certain conditions that make
13 employees satisfied and dissatisfied and that induce them to display their behavior. These
14 result to both a positive and negative impact on their performance
15 most of them have not undergone trainings related to the subjects they are handling. This is
16 because few teachers are given opportunity to attend trainings relevant to their field and
17 trainings provided for all public teachers are focus on several topics rather than their specific
18 field of teaching.

22 Schools are represented by the teachers. The teachers are the most significant persons in
23 schools. They are responsible in performing numerous and critical tasks in molding the youth to
24 useful members of the society. Hence, they are considered as the key factors in the learning
25 process [2]. Bilbao, Corpuz, Llagas and Salandanan [3] cited that teachers should be committed
26 and dedicated in their work.

30 We use the term teacher performance to define the observable outcomes in the
31 classroom of this training and development or lack of it. That is, it is the set of actions,
32 attitudes, and behaviors in the teaching-learning environment that results in achieving
33 educational goals for students.

38 METHODOLOGY

40 The study employed quantitative research design which allowed the researcher to examine
41 the relationship among the variables of the investigation. It utilized the descriptive-normative
42 survey since it statistically treated the data gathered using an established formula. It subjected
43 for the modification or description of some extent the factors that affect the performance
44 level of Public Secondary School Teachers in Northern Luzon, Philippines. Moreover, this
45 study used the collection of data through the constructed questionnaire checklist in order to
46 test the hypothesis formulated. The comparative treatment of data was used to prove the null
47 hypothesis. The locale of the study was in the Cordillera Administrative Region located in the
48 Northern part of Luzon, Philippines composed of nineteen tribes of ethno linguistic groups
49 whose main Indigenous languages are Kankanaey, Ibaloy, Kalanguya, Ifugao and the like.
50 This study involved 850 Secondary School Teachers and 150 Secondary School
51 Administrators in the public sector or a total of 1,000 respondents who were randomly selected.
