STAKEHOLDER PARTNERSHIP ASSESSMENT OF THE SCHOOL

ADMINISTRATOR’S IMPLEMENTATION OF THE GULAYAN SA PAARALAN

PROGRAM IN KALUBIHON HIGH SCHOOL

A District-wide Action Basic Research Proposal

I. CONTEXT AND RATIONALE

The Gulayan sa Paaralan was issued and implemented through DepEd Memorandum

No. 293, s. 2007. This was one of the sub-programs of the National Greening Program. It

aims to promote the production of foods that are rich in protein, carbohydrates, vitamin A,

and iron as a major input in school feeding. The main objective of this program is to promote

food security in schools and communities through self-help food production activities and

values among learners, and appreciation of agriculture as a life support system.

As stated in the study by Rosales (2019), Gulayan sa Paaralan Program was not

clearly disseminated to all the school administrators especially in far-flung areas as both

teachers and school heads focus their energy on other programs of the DepEd such as Brigada

Eskwela, Teachers Month Celebration, Disaster Preparedness, Gender and Development,

Sports Competition and among others. The issue that needs to be addressed is the

implementation of this program to help the learners in their journey to education.

The researchers aim to assess the status of the implementation of the Gulayan sa

Paaralan Program in Kalubihon High School for the School Year 2022-2023. This will focus

on the activities, management support, processes, and problems face during the

implementation.

II. INNOVATION, INTERVENTION, AND STRATEGY

Project: AMa sa GSP – Alyansa ng mga Magulang Tungo sa tagumpay ng

Gulayan Sa Paaralan Program


INTERVENTION

a. Rationale:

This project will utilize the participation of the learners’ parents particularly

those who are 4P’s Beneficiaries. Their engagement is paramount in the

realization of this project. The parents shall be form into an association and

shall serve as an umbrella organization as partner of the school and the

Student Farmer’s Club (SFC) in addressing the issues and concerns affecting

the implementation of the Gulayan sa Paaralan Program.

b. Objectives:

This project aims for the following, to wit:

1. Project AMa sa GSP shall serve as a complimentary organization that

implement the Gulayan Sa Paaralan program of the school;

2. To facilitate the school administrator in making the design and lay-out of

the project for its aesthetic value and importance;

3. To collaborate with the school administrator and its personnel to ensure

the sustainability of the project.

c. Scope and Limitation of the Project:

Project AMa sa GSP is a partnership organization among the school

administrator, stakeholders, teachers and learners. This project is designed to

respond issues and concerns pertaining to the existence of the Gulayan sa

Paaralan. Further, this project shall showcase the school administrator,

personnel and stakeholders’ convergence effort that shall materialize the

Gulayan sa Paaralan. The 4Ps beneficiary’s parents of learners shall be


organize into an association where meeting and election of its officers shall be

put in place.

This project is limited only to internal stakeholders of the school whose

availability is easily known. The area to be utilize shall be limited only to area

within the school premises that are suitable for vegetable cultivation and

production purposes. The realization of this project shall address the factors

affecting the implementation of the Gulayan sa Paaralan such as the limited

supply of vegetables within the school premises to be use during school

feeding program, performance task of TVL learners in its cookery subjects and

among other activities which such vegetables are deem necessary. This project

shall use the Bayanihan Para sa Gulayan ng Paaralan concept as its main

strategy where the parents shall render its services in a voluntary and routine

basis where their work schedules purely depend on their availability.

d. Project beneficiary/ies:

This action research shall benefit the following, to wit:

1. The school administrators, for them to organize and strategize the 4P’s

beneficiaries in their respective school of assignment.

2. The stakeholders, for them to value the spirit of volunteerism and

camaraderie among other stakeholders within the school to respond to

issues and concerns affecting the welfare of their children.

3. The other action researcher, for them to come up ideas regarding the

importance and applicability of this action research in their respective

given field of research.


III. ACTION RESEARCH QUESTIONS

This action research aims to assess the stakeholder partnership of the school

administrators of the Gulayan sa Paaralan Program at Kalubihon High School.

Specifically, it seeks to answer the following questions:

1. How does the school administrator manage to implement the Gulayan sa Paaralan, in

terms of

a. Utilization of different strategies/technologies (organic fertilizer, organic pest

management, use of edible landscape, small-scale food production model)

b. Record/data (volume of production per type/variety, volume of production for

feeding and other purposes, total area utilized for vegetable gardening)

c. Nursery

d. Partnership

e. Organized garden tools

f. Funding Source

2. What are the common issues encountered by the school administrator in

implementing the Gulayan sa Paaralan?

3. What are the interventions initiated by the school administrator in implementing the

Gulayan sa Paaralan?

4. Does the stakeholder partnership with the school administrator in implementing the

Gulayan sa Paaralan effective?


IV. ACTION RESEARCH METHODS

Research Design

This study will employ a descriptive research design to determine the extent of the

policy guidelines in the implementation of the Gulayan sa Paaralan Program in establishing a

sustainable mechanism in the implementation of the said program.

The participants of this study were the school head, teachers, 4P’s beneficiaries and

stakeholders of Kalubihon High School which are directly involved in the Gulayan sa

Paaralan Program.
The study will use a questionnaire as basis for acquiring the necessary data.

Data Gathering Methods

First, the researchers intend to seek permission from both the school head and the

school division superintendent to conduct a study on the implementation of the Gulayan sa

Paaralan Program in Kalubihon High School. Upon obtaining the official approval, the

researchers will utilize a questionnaire to determine the implementation of the existing

Gulayan sa Paaralan program.

The following statistical tools are employed in the interpretation of data. Percentage

VII. PLAN AND DISSEMINATION UTILIZATION

The output of this research shall be utilized in the following manner:

a. The output shall be disseminated to the school administrators of the other

school, Schools Division Superintendent for them to enhance the policy

pertaining to the implementation of the Gulayan Sa Paaralan Program to make

the program more responsive and productive to the interest of the learners.

b. The recommendations be forwarded to other government line agencies such as

the Department of Agriculture, City Agriculture's Office and the Barangay

Council of Dalipuga for them to integrate this research output in their

respective offices for financial assistance relevant to this project, and

c. Publication of the research output in any publishing institutions are also

included in the dissemination and utilization of the research output.
