ln order to ensure a safe, quality and wholesome meat supply to the consuming public,
owners and/or operators of slaughterhouses, as well as meat inspection officers
(veterinarians and meat inspectors), and supervisors fprovincial, city and municipal
veterinarians and municipal agriculturists) of thc Local Government Units are hereby
enjoined to enforce and implement the applicable l,aws, Rules and Regulations in the
slaughter and inspection of food animals. Pursuant to the Republic Act No. 9296,
otherwise known as the "Meat Inspection Code ofthe Philippines', as amended by RA No.

Furthermore, the Meat Inspection Code provides sanctions and penalties f<rr t}le
prohibited acts and violations committed or those that do not provide the basic and
mandatory requirements in the slaughter of food animals. Likewise, we are very much
willing to provide technical assistance in tfte construction, improvemeng upgrading or
operation of the slaughterhouse, as well as training of butchers and meat vendors in the
production of clean, safe and wholesome meat supply in the region.

ln order to provide safe, quality and wholesome meat to the consuming public, the meat
industry stakeholders, such as meat dealers, meat vendors, market inspector, market
supervisor, market administrators, owners and operators of wet markets, supermarke!
groceries and meat shops, involved in the handling storing distribution and sale of meat
arc hereby enioined to follow the DA Administrative Order No. 5, series of 2O12 re: Rules
orul Regulotions on Hygienic Hondling of Newly Sloughtered Meat in Meot Markets, and DA
Administrative Order No. 06, series of 2O72 re: Rules and Regulotions on Hygienic
Hondling of Chilled, Frozen and Thowed Mat in Meot Mor*ecs.
The basic requirements in the handling storing, distribution and selling of meat are the
following, among others:
1.. The nteat (newly slaughtered and locally produced) sold in any meat markets shatl
be accompanied with meat inspection certificate (MlC); while the frozen,
imported meat shall be covered with certificate of inspection of imported meat
(COMI). No such certification means the meat is considered as "hot meat";
2. The meat transport vehicle shall be exclusively used for meat transport only and
not used for hauling live animals, registered by NMIS or LGU concerned. The
Eansport of chilled or frozen meat shall be carried by a registered and
refrigerated meat ftansport vehicle only;
3. Meat vendors selling frozen meat must provide refrigeration facilities in the
market to avoid sanctions and penalties. as provided for pursuant to the "Meat
Inspection Code ofthe Philippines'due to mishandling.
As observed in the conduct of post-abattoir insp€ction in public markets, meat shops and
supermarkets, these are the most common violations encountered and tie meat is only
confiscated and condemned. As part of t}te enforcement of these rules, sanctions and
penalties are hereby applied, such as criminal and administrative fines. To provide more
information, awareness and education among the stakeholders, NMts in collaboration
with the offices of the Provincial veterinarian in the region is very much willing to
provide technical assista nce.
