Greetings of peace and good health!

FAITH Colleges has partnered with The Youth Leadership for Democracy (YouthLed), a program of The
Asia Foundation in partnership with the United States Agency for International Development (USAID).
YouthLed aims to increase civic engagement leading to strengthened participation in Democratic
Governance of the Filipino youth through leadership development, coalition-building, and civic education
and engagement activities.

Under its Civic Education component, YouthLed is implementing Project Citizen (PC), a civic education
program that seeks to impart the critical skills students need to seek public policy interventions to solve
community problems. Our goal is to have an increased knowledge, skills, disposition on civic rights, duties,
and responsibilities among the Filipino youth. PC has already been implemented as early as 2007 under
the Philippine Center for Civic Education and Democracy (PCCED). Under YouthLed, we aim to enhance
and update the framework and design of PC to keep up with the times especially in the age of digital
revolution.

Since 2022, YouthLed has developed an enhanced framework as well as resource materials such as lesson
exemplars, teachers’ guide, and video lessons that underwent a series of reviews, validation, and pilot
implementation in select schools in Muntinlupa City, Tagbilaran City, and Dapitan City. This 2023, YouthLed
is going to roll out our series of Project Citizen Teacher Training through our 12 Sibika Hubs nationwide.
To help facilitate the success of these Teacher Training, we at FAITH Colleges is proposing to conduct
a 1-day Project Citizen Introductory Course on October 26, 2023 to select Araling Panlipunan and
HUMSS-SHS teachers (15 JHS teachers and 15 SHS) to help give them introductory concepts as well as
a working knowledge about Project Citizen.

We will shoulder the lunch of the 30 participants. On your end, we would like to request that you take care
of the venue for this seminar.

May I also ask your permission to have a virtual meeting on Friday, September 15, 2023, 9am, with Ms.
Joyce Mortel, EPS II and the Division EPS for Social Studies/Araling Panlipunan so that we can
discuss our proposal in full detail.

CONCEPT NOTE

Civic Education Training Seminar for Teachers

Civic education is essentially, education for democracy. Democracy is a form of government in


which the source of power is the collective body of people. The exercise of such power is
demonstrated in the ability of the people to participate in the decision making of the
government.

Such participation, however, is contingent on the emergence of citizens who possess the civic
knowledge, skills and dispositions necessary for effective participation.

It is in this regard that civic education becomes critical in a democracy.

FAITH Colleges has been engaged in Project Citizen (PC) as early as 2008. We hope to be able to
share all our learnings and best practices in conducting PC to your Araling Panlipunan or HUMSS
SHS teachers.

Overall, the values to be learned in the includes emphasis on values formation, civic
consciousness, environmental protection, and spiritual development and the empowerment of
teachers and students.

The one-day seminar is designed to provide an overview and a working knowledge about Project
Citizen. It is hoped that in the seminar we will be able to impart key concepts and lessons in love
of country, civic education, democracy, human rights, and rule of law.
