FARM-TO-MARKET ROADS (FMR)

ELIGIBILITY CRITERIA

1. Site should be within Agrarian Reform Communities (ARCs) or CARP Areas;

2. The identified FMR should support the agricultural and agribusiness

development in the ARCs or CARP Areas for rice and corn production areas;

3. The road is classified as Barangay Road and is targeted to provide the needed

link from production to the market or main thoroughfare;

4. Proposed FMR must not have firm funding commitment from the Department

of Public Works and Highways (DPWH), Department of Agriculture (DA), other

Government Funding Institutions or Non-Government Organizations;

5. One (1) FMR subproject per ARC or CARP Area;

6. Minimum length of the proposed FMR is 1 kilometer and the maximum length

is 5 kilometers;

7. There is no Road-Right-of-Way (RROW) problem for the proposed road

alignment; and

8. LGU is capable to provide the necessary support (i.e. RROW acquisition,

relocation of utilities) and provide annual maintenance funds.

DAR’s Request to DPWH and LGUs:
 Invite DAR during the bidding as an observer;
 Invite DAR during Material Testing & Quality Control (MTQC); and
 Provide a copy of DED, DUPA, Request for VO, S Curve, Quality Control Program and As
Stake Survey Plans during the inspection.

Reminders to DPWH and LGUs:

 The DPWH/LGU shall ensure that all materials used in the FMR projects have passed the
minimum material testing requirements;
 Prior to the construction, DPWH/LGU shall secure a copy of the test reports from DPWH or
other DPWH-accredited testing centers for ready reference, including the pouring permit
and placing activity.
