About Janakalyan: Janakalyan is a society registered under Karnataka Societies Registration Act, 1960 on
2nd July 1997 at Raichur with a team of dedicated rural people to serve the rural communities.
Vision of Janakalyan: Creation of an enabling healthy environment where all individual has equal access to and
control over the Social, Cultural, Educational and Political institutions with an economically secured livelihood
Mission of Janakalyan: Janakalyan exists to empower four holy mothers so that an economically secured healthy
atmosphere is developed where all individual identity has their deserved status through institution building by 2020
Goal of Janakalyan: To serve four holy mothers viz. Manavimata (woman), Bhoomata (soil), Gomata (animals)
and Gangamata (water)
Objectives of Janakalyan:
1. To implement development programs for child, woman & weaker sections including seminar/workshop.
2. To implement programs & research for socio-economic status improvement of the communities.
3. To implement programs for disabled, handicapped, street children, destitute women & aged persons.
4. To develop & demonstrate new technologies, suitable for rural population in all the related fields and motivating the people
to adopt it; also to conduct innovative programs / courses to further Indian cultures, traditions and indigenous traditional
knowledge including drama, folk arts, etc.
5. To implement programs for healthy environment development to mitigate future climate challenges.
6. To implement poverty alleviation programs including public distribution system (PDS) & other schemes.
7. To open and manage nursery, primary, middle and High Schools and also colleges of various disciplines including UG and
PG courses in the field of medical, engineering, computer sciences, agriculture, social works and also in other disciplines,
as may be found necessary from time to time including research.
8. To run technical colleges such as DEd, BEd, ITI, Diploma, Engineering, Medical, Ayurvedic, etc.
9. To run any kind of educational and training institutions for children, women and farmers including KVK, RSK, FPO, road
safety, Consumer Rights, Human Rights, Education Rights, Refugee Rights, etc.
10. To conduct teachers training courses and also human resource development to supply man power, etc.
11. To open and manage reading rooms, Libraries, Theatres, Auditorium, goushala with all facilities.
12. To run adult education programs for the rural illiterate including consumer awareness, IEC activities, etc.
13. To conduct skill up-gradation & vocational/ skill training programs for unemployed youths, women and farmers including
small & medium industries for training and employment generation.
14. In fulfilment of the objectives, it may seek any kind of assistance from various sources and take up any other activities as
found necessary by the Governing Board. Similarly, to support and render financial assistance to charitable & educational
causes to institutions, organisations, trust, societies, companies and/or individuals in the form of donations, grant, loan or
otherwise on such term and conditions.
15. It may borrow the loans from various Government and Non-Govt. Organisation.
16. Publication of Journals, Magazines and Souvenir etc. in the public interest including research papers.
Our Services to the Mankind: Over the period, Janakalyan has evolved its own developmental models suitable for
its clients, which are now the unique products of Janakalyan; thus Janakalyan has confined all its activities to these
products (7Es)-

Our Values & Beliefs
 India lives in its villages and therefore Janakalyan dedicated itself for uplifting rural communities. Janakalyan
understand that there are issues in urban slums also, but it restricted itself working for the rural communities
only to reduce the gap between urbanized India and rural Bharat
 Janakalyan believes in empowerment and sustainability strategies and all its programs are designed with these
core principles through institution building.
 Accountability and transparency are core values of Janakalyan and maintained at all levels to its highest degree.
 Janakalyan never considers itself an alternative to Government but a watchdog for the community. It does
believe itself as an assisting agency for the Government in developing the nation and its citizens.

From Director’s Desk

By publishing 23rd Year Book of Janakalyan, we are stepping into 24th


year of existence in the rural India and the forthcoming year is Silver
Jubilee Year for Janakalyan. I still remember the day I drafted the
bylaws of Janakalyan and took days of brainstorming to finalize the
name & rules of functioning. The name suggested by one of the founders
Sri Shanti Ranjan Das was “Udaybhanu” while I proposed
“Janakalyan”. Remaining founders like Sri R G Kulkarni, Sri M S
Raviprakash and others decided to name our brain child as
JANAKALYAN. That was typewriters era and I had to change, modify and retype the
handwritten manuscript of bylaw several times near Head Post Office, Raichur. I must also put
on record that the original bylaws have been amended several times and redrafted based on the
demand of the time during this development journey of 23 years. I feel proud today to be the only
person witnessing its 24th birth day amongst all those who started the developmental journey with
me in 1997.

Janakalyan took birth to empower and address the issues of the victims of partition of India, i.e.
Bengali communities rehabilitated by Government of India in Sindhanur Rehabilitation Project
of Sindhanur. Long battle of 23 years at various levels convinced the Government and passed the
historic Citizenship Amendment Act, 2019 which provides the Indian Nationality to all those
sons of the soil, who became the victims of a political decision which divided Sonar Bangla and
these communities had to take refuge in their own homeland leaving aside their properties in the
other part of the border. Like all other years, the 23rd year of Janakalyan is named as Indian
Nationality Year and is celebrated widely by the beneficiaries.

Citizenship journey began soon after inception of Janakalyan at local level which was taken to
central government in recent years. The weeklong mass agitation ended with Upavas Satyagraha
in 2001 succeeded to draw the attention of State Government and compelled the District Magistrate
to constitute a “Salaha Samitee” chaired by the Assistant Commissioner to address the issues
including citizenship of these rehabilitated Bengalis. Meeting with the then Minister of Home
Affairs Sri Shivaraj Patil ji, Sri Rajnath Singh ji and during the current year with Sri Amit
Shah ji could be put on record amongst all other efforts in this journey. Support extended by the
Union Ministers like Sri Prahlad Joshi ji, Sri Anant Kumar ji, Member of Parliament Sri K
Virupaksha ji, Sri Shivarame Gouda ji and Sri Karadi Sanganna ji must also be humbly
remembered for their contributions in this journey. Alongside the pen fight, many mass protests
were also organized at Jantar Mantar of New Delhi by bringing all the victims of partition from
18 states of India under one platform, Nikhil Bharat Bangali Udbastu Samanvay Samiti, for
which I am National General Secretary. The communities as well as Janakalyan team is happy
with this achievement and thankful to Government of India for providing Indian Nationality to
all those who are deprived off their birth right.

Nai Roshni - Janakalyan has initiated an intervention with minority women of Raichur district in

Citizenship Amendment Act (CAA) 2019 – The battle on ensuring citizenship to the primary
target group of Janakalyan was initiated long back in 1997. Various efforts were initiated all
these 22 years and passing of CAA 2019 by Union Government brought happiness amongst the
Bengali rehabilitants of Sindhanur Rehabilitation Project. It was celebrated widely by the
beneficiaries. IEC activities have been carried out to make the community aware about it.

nvironment –Water Bank stops farmers suicides by providing lifesaving critical irrigation
E Give2Asia funded initiative to sustain the intervention initiated with farmers of Gadag District
Irrigation is the most critical input in agriculture; more so in tail end of any irrigation project of India.
Janakalyan has developed a tested model to address this issue for Tungabhadra Left Bank Canal and
Malaprabha Irrigation Project command areas. The model is tested over decades and many farmers have
benefitted by this intervention. One such farmers is Iranna Sannadini of Naragunda taluk who has bagged
the BEST FARMER AWARD from the department of Agriculture, Gadag. IEC & capacity building
training on water, organic farming, diversified cropping, water budgeting, NRM, etc. are regularly
conducted throughout the year with rural farmers, farm women and youths.

mployment – Diversified cropping pattern to distribute risk and compensate crop failure
E National Horticulture Mission of Government of India

National Horticulture Mission is a national flagship program; Janakalyan is implementing it in Sindhanur


taluk of Raichur district for last 2 years with the support of line departments. During the current year,
about 11 farmers were taken for interstate exposure to Hyderabad for 2 days. The objective of the
interstate exposure is to learn from the latest practices in promotion of horticulture crops in Sindhanur
taluk.

Janakalyan is promoting diversified crop practices since 2001 in the tail end of Tungabhadra Left Bank
Canal (TLBC) with the sole objective of increasing land use intensity and thereby productivity by
increasing number of productive units. Also, the failure of 1 crop can be compensated by other. The
various productive units are vegetable, fodder with milk, fish, fruit bearing tree, biomass, subsistence crop
(rice), dry crops like cereals & pulses and also commercial crop like cotton. IEC & capacity building
training on water, organic farming, diversified cropping, water budgeting, NRM, etc. are
regularly conducted throughout the year with rural farmers, farm women and youths

ducation – Continuous hammering is yielding results to stop child marriage & child labor
E giveIndia.org supported initiative by Janakalyan

Journey to stop child labor and child marriage began way back in 1998 under National Child Labor
Project through District Child Labor Society, Raichur. Sri Ashok Dalwai, IAS, the then DC of Raichur
sanctioned 2 child labor special schools to Janakalyan. Since then several initiatives have been taken up
by Janakalyan to stop child labor and child marriage including running Maa Sarada Pre University
College in 2012.

ntrepreneurship – imbibing entrepreneurship among rural artisans to ensure sustainable livelihood
E GiveIndia supported initiative of Janakalyan

Rural Entrepreneurship Development Program (REDP) of NABARD started in Raichur district way back
in 2003 to imbibe entrepreneurship among rural artisans. Continuing its efforts, Janakalyan has now
implementing an
intervention with the
support of GiveIndia to
provide artisan kits to the
rural entrepreneurs to
augment family income and
thus sustaining their
livelihoods. Initiated in
2010, it has already
supported 187 families
having skills in tailoring,
carpenter, blacksmith,
barber, farmer, etc. and are
sustaining their livelihoods
through these occupations. IEC and capacity building training programs are integral part of the program
to youths on entrepreneurship, self employment, bank and government schemes to start and sustain &
diversify their ventures in long run.

nergy – every citizen is responsible to mitigate climate change & global warming
E Self supported IEC & Training initiatives

The goal is simple. Carbon dioxide is the climate’s worst enemy. It’s released when oil, coal, and other
fossil fuels are burned for energy—the energy we use to power our homes, cars, and smart phones. By
using less of it, we can curb our own contribution to climate change while also saving money. Here are a
dozen easy, effective ways each one of us can make a difference.

Janakalyan is conducting IEC and capacity building training to rural communities around these 10 points
to mitigate climate change and global warming.
1. Speak up! Talk to your friends and family, and make sure your representatives are making good
decisions. By voicing your concerns—via social media or, better yet, directly to your elected officials
- you send a message that you care about the warming world.
2. Power your home with renewable energy: Take a look at your electric bill; many utilities now list
other ways to support renewable sources on their monthly statements and websites.
3. Invest in energy-efficient appliances: Energy efficiency is the lowest-cost way to reduce emissions.
When shopping for refrigerators, washing machines, and other appliances, look for the Energy
Star label. It will tell you which are the most efficient.
4. Reduce water waste: Take shorter showers, turn off the tap while brushing your teeth, and switch
to Water Sense-labeled fixtures and appliances.
5. Actually eat the food you buy - and make less of it meat: Approximately 10 percent of energy use
goes into growing, processing, packaging, and shipping food - about 40 percent of which just winds
up in the landfill. If you’re wasting less food, you’re likely cutting down on energy consumption. And
since livestock products are among the most resource-intensive to produce, eating meat-free meals
can make a big difference, too.
6. Buy better bulbs: LED light bulbs use up to 80 percent less energy than conventional incandescent.
They’re also cheaper in the long run: A 10-watt LED that replaces your traditional 60-watt bulb will
save you $125 over the light bulb’s life.
7. Pull the plug(s): Don't leave fully charged devices plugged into your home's outlets, unplug rarely
used devices or plug them into power strips and timers, and adjust your computers and monitors to
automatically power down to the lowest power mode when not in use.
8. Drive a fuel-efficient vehicle: Gas-smart cars, such as hybrids and fully electric vehicles, save fuel
and money. Before you buy a new set of wheels, compare fuel-economy performance here.
9. Rethink planes, trains, and automobiles: Choosing to live in walkable smart-growth cities and
towns with quality public transportation leads to less driving, less money spent on fuel, and
less pollution in the air.
10. Shrink your carbon profile: You can offset the carbon you produce by purchasing carbon offsets,
which represent clean power that you can add to the nation’s energy grid in place of power from
fossil fuels. But not all carbon offset companies are alike. Do your homework to find the best
supplier.

nsuring health – Insure potential victims of road & other accidents
E The Policies for Poor, USA supported Initiative

The youths from Sindhanur Rehabilitation Project engage themselves as operator/driver for combined
harvesters and many of them lose their lives or become permanently disabled due to accidents. These
youths, after completion of their matriculation, also engage in construction field and rides motor cycles
without driving license and required skills/ knowledge about it.

With the financial support of The Policies for Poor, USA, Janakalyan has provided insurance coverage to
rural youths who are potential victims of road accidents as they are Year Beneficiaries

youths have been covered during the year and are trained about traffic

documents in an in-house training program. IEC and capacity building
training on road safety, traffic rules, traffic signals, driving license, helmet, etc to these potential victims
of road accidents are integral part of the program.

Swacch Bharat Mission: Toilets are being constructed


in rural areas but are rarely used for several reasons;
lack of hygienic condition is one major factor among
many others. Janakalyan identifies such families and
provides them with a hygiene kit containing 2
buckets, 2 mugs, toilet cleaning agent, brush, soaps,
detergent cakes, surf, scrubbers, etc. so that the
toilets are kept hygienic and usable. About 494
families have been habituated to use the toilets daily
by all the members of the house since 2010 and about 52 families have been supported during the
current financial year (2019-20). IEC & capacity building training have been conducted throughout the
year on health, hygiene, sanitation and cleanliness, etc. to the rural women and farmers.

Impact Assessment
Impacts on primary target group of Janakalyan

The primary target groups of Janakalyan are facing few rehabilitation specific issues & few rehabilitation
generic issues. While the fight for the rights of these rehabilitation specific issues commenced soon after
the inception of Janakalyan but the results are not as tangible as that of rehabilitation generic issues. The
generic issues like employment generation, livelihood security, women empowerment, education, road
and transport, etc. have been dealt in very systematically and today there has been tangible result.

However, the efforts initiated on the rehabilitation specific issues in 1997 by birth of Janakalyan. These
issues have direct impacts on the primary target group of Janakalyan. The present status of these fights is–
1) Citizenship: These displaced families have offered their ancestral properties to Pakistan (now
Bangladesh) for freedom to India. Government of India has the moral responsibility to rehabilitate
them in India as per the agreement during partition of the country. Years of advocacy by Janakalyan
at Central Government level has yielded result by passing CAA 2019 (Citizenship Amendment Act,
2019) by both the houses of Parliament.
2) Mother Tongue Education: After more than 2-decades of continuous effort by Janakalyan and the
communities, Government of Karnataka has issued an order vide ED 34 PMC 2012 dated 31.12.2012
whereby the displaced families can study Bengali as SECOND
language in 8 schools of Sindhanur Rehabilitation Project.
However, Government has yet not recruited the permanent
teachers in these schools to teach Bengali except guest teachers.
More than 3000 students are now studying their mother tongue as
a constitutional right. Several rounds of meeting with education

3) Land Rights: Freedom at the cost of the ancestral properties of these teaming millions made them
victim of partition; though Government of India compensated
the loss by providing 4-5 acres of land in India but yet the
entitlement is not transferred to them. Long battle of several
years by Janakalyan, which continues during the current year
also, convinced the government machineries and finally the
process initiated by Government of Karnataka to complete the
survey and prepare sketch for each land.
4) Scheduled Caste reservation: Majority of the communities
rehabilitated in Sindhanur Rehabilitation Project are from Namasudra, Pod/Poundra & Rajbanshi
communities. Years of efforts of Janakalyan succeeded to convince the Government of Karnataka to
resolve in the cabinet to propose the issue to Government of India. Accordingly, Dr B R Ambedkar
Research Institute was assigned the task of preparing the socio-anthropological report. But, at this
stage some community leaders played dirty politics and thus Janakalyan was not involved in proposal
preparation. As a result, the report submitted to Government of India returned the proposal to
Government of Karnataka stating that these communities are not eligible for reservation as per the
information submitted in proposal. Janakalyan has again initiated the efforts to rectify the report and
resubmit to Government of India. Many rounds of meeting with the honorable Minister for Social
Welfare, Government of Karnataka has taken place and the process initiated by Dr B R Ambedkar
Research Institute to rectify the report.
5) Revenue Village: The process has also been initiated by Janakalyan to convert these RH Camps as
revenue village and name them as Mahaveer Nagar (R H Colony No.1), Sarvagnapura (R H Colony
No.2), Ravindranagar (R H Colony No.3), Vivekanagar ((R H Colony No.4) and Ramakrishnapalli (R
H Colony No.5).

Journey ahead to Janakalyan – support sought from donor communities
Janakalyan, in partnership with many kindhearted donors from within the country as well as from foreign sources,
has done tremendous job in bringing changes into the lives and livelihoods of its target communities for all these 23
years. However, there is a long journey ahead to accomplish its vision & mission for which we seek the support
from all our stakeholders in more generous ways than in past.
Replication of Proven Model: The proven models of Janakalyan like Water Banks for livelihood improvement of
small and marginal farmers, Wage Earners (WE) Groups, Agriculture Interest Groups (AIG), Neighbor Hood
Groups (NHG), GNAN (Garibi Nirmoolan Avartan Nidhi), ARP (Accelerated Reading Program), 3R (Reading,
wRiting & aRithmatic), decentralized rural education model, etc. need to be replicated / scaled up in the years to
come.
Displaced Community Issues: Issues related to displaced communities, the victims of partition, in India are many
and peculiar which demands special qualities to understand and address. Janakalyan began its development journey
through these communities and acquired expertise in handling their issues. There is a great demand for bringing all
refugees of India under a common umbrella and Janakalyan believes that it is the single agency in India which can
strategically address their valid issues in due course of time. The issues includes citizenship to those deprived, land
ownership, mother tongue education, social reservation, revenue village status to these camps/ colonies where they
have been rehabilitated by governments, etc.
Learn and Earn: Janakalyan believes that India lives in villages and until village youths and women are gainfully
employed, the true development of India is not possible. Therefore, a rural training cum production centre is
proposed to build wherein the youths and women shall get opportunity to learn and earn. Rural skill improvement of
the youths of rural India shall be its major goal.

More than 2 Decades in the service of mankind
23rd year (2019-20) was a year of National Integration. Passing of Citizenship Amendment Act, 2019 provided

themselves came forward to create many water banks with their own contribution using our earth excavator.

leadership development of minority women, empowerment of leprosy affected communities continued during

the year. Although, there was a setback in terms of financial growth and accordingly the staff strength was also
trimmed out. However, meeting with high level dignitaries like Union Home Minister, Parliamentary Affairs
Minister, Former Chief Minister of Karnataka, several MPs, MLAs, IAS officers of topmost ranks continued
to obtain the citizenship rights, social reservation, land rights, mother language education rights, etc.
19th year (2015-16) was a meaningful year for the target groups of Janakalyan. We realized that the concepts,

which have been in execution by Janakalyan, have been announced by Government of India. These are More

Janakalyan completed 18th year of operation in 2014-15! Whole efforts were concentrated in ensuring post-
metric education to rural children through its own institute to avoid child marriage / child labor. In addition,

The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its
primary target groups, the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in government

www.jankalyana.org instead of www.jankalyan.in. Janakalyan Annual Report 2010-11 was selected as top 10
best annual reports in the country by CSO Partners. National Alliance of refugees initiated in Karnataka.
The year (2010-11) marked completion of 14 years in the sector of rural development; Janakalyan started

similar context. Identification of similar area and donors continued during the year and succeeded to initiate
intervention in Gadag district. Similarly, the other major initiative taken up during the year is towards online

The year (2009-10) marked completion of 13 years in the sector of rural development; in its history of these 13

UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and the prestigious
national flagship program viz. Total Sanitation Campaign (TSC) implementation through the NGOs was

assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks of Raichur district
through local NGOs. Janakalyan also participated in various national and international programs, activities,
meeting and workshops. The state level CRC convention was hosted by Janakalyan and represented Karnataka
in National level CRC convention. Janakalyan celebrated 10th Foundation Day on 12th January 2008 as mark
of 10 years of contribution to the society.
The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with government as
well as non-government agencies. Government assigned many planning tasks to Janakalyan in the district such

any developmental initiatives, Janakalyan is provided with the first opportunity. Janakalyan has developed a
corpus during this year. Janakalyan also established a campus of its own.

financial resources another two big projects JSYS and HIVOS were added in our list. We also see considerable
change in conditions of our target community resulting because they have started believing in themselves and
our propositions.

2002-03 The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization is nothing

but having a dedicated professional team of Human Resource and a constant flow of Financial Resources.
Towards this, Janakalyan put all the effort to have a competent team by recruiting a set of fresh graduates
because they could be tuned according to the vision and mission of Janakalyan. Many efforts were put to see
that the programs as well as the organization become sustainable. Janakalyan received FCRA and exemption
under section 12A of IT Act, 1961. We received first foreign grant for Cotton Based Integrated Farming
System development program. Janakalyan got lot of publicity during the year through NABARD supported
Jana-Udyog program. The area of operation was extended to outside the block as well as district. The
administrative Office was established at Marutinagar, Jawalgera.
The year 2001-2002 is the year of transformation. After proper training of the top management, it realized that

Rules for Janakalyan was also adopted during the year. A few sets of innovative programs also got introduced
during the year. The year is termed as Mass Mobilization Year because lot of efforts was put to organize the
community in demanding their rights from the concerned authorities.
The year 2000-01 is an important year for Janakalyan wherein the top management of the organization
undergone various training at renown Institutes. Therefore, the same programs were continued during the year

without much difference. However, the major step initiated during the year was formation of a Cluster Level

Federation of SHGs and starting a Milk Marketing Center at Sindhanur through this Federation. Kitchen
Garden Program was another innovative program to recycle the water to grow vegetable in the house-yard.
Most of the activities / programs got hindered during this year due to improper management as the staffs were
deputed for higher studies. However, a research study was undertaken during the year in the Rehabilitation
Project by the staff. The area of operation got extended to outside Rehabilitation Project.
The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort was put to
train the staff of Janakalyan at various NGOs and Institutions through training and exposure. Awareness

Cotton, Dairy Development Program, and Child Labor Elimination Program were the programs of the year.
The important innovation of Janakalyan was Sansar Pathshala, Kishori Vikash Program, Shree Shakthi Sabha
and Sangha Darshini Samittee. The fourth mata i.e Ganga Mata was added to the objective upon suggesting it
by most of the distinguished visitors to Janakalyan.
Year 1998 began with new hopes. The concept of raising income level of the farmer was added with land

reclamation (soil fertility / health management and preserving it for the generations to come). It also worked
out for subsidiary sources of income for these communities and found animal husbandry as a viable option;

level through its different approaches would not serve the purpose if proper mechanism is not adopted to save
the earned income; thus, started promoting Self Help Groups of men and women. And thus the objective of
Janakalyan was formulated as “to serve 3 holy mothers i.e. Manavi Mata, Bhoo Mata & Go Mata”. It also
started working with children, keeping education as the focal point through ASHA & Child Labor Schools.
Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise their income
level through intervention in the field of agriculture. It started working with farming communities with its own

resources. The strategy adopted to work with these peasant communities was ‘awareness generation’ among
the mass about the mistakes that they have already done and the ways to rectify it. Training & exposure were 2
tools adopted to convince these farmers about the proposition that Janakalyan was propagating about organic
farming.
