Genesis of Janakalyan

Genesis of Janakalyan is a result of certain circumstances; unlike other organizations, it was

not born all of a sudden but from a well thought of process. In order to understand the
process of genesis of Janakalyan, we need to go back to of Indian independence.

It was at the cost of the assets and properties of the Bengalis and Punjabis that the
Independence of India was bought, many believe; had the Bengalis opposed to offer their
ancestral properties, it would have been difficult to manage the proportionate land to
Pakistan and thus independence would have been next to impossible. The independence
such bought for India devastated the lives and livelihoods of millions of Bengalis by
uprooting them form them their ancestral properties.

One troop of victims of partition was rehabilitated in Sindhanur taluk of Raichur district in
Karnataka in 1970-71 by Government of India. A piece of land was provided to these
rehabilitated families for their livelihood as compensation to their ancestral properties that
they lost in other part of the Bengal. There were about 727 families in this troop.
Government of India provided initial support to settle them in Karnataka until 1983. The
parents of Prasen Raptan were one among these families. In 1983, the rehabilitation
project was handed over to the Government of Karnataka in the name of ‘normalization’.
However, failure of cotton crop, the only source of their livelihood, caused economic
breakdown 1984 onwards.

Prasen Raptan, who completed his school education from remote rural area with
exemplary performance, was not able to continue his post metric education due to
economic breakdown due to failure of cotton crop and utter poverty at home. It is his very
villagers who came forward and contributed Rs.732 for his post metric admission. Thus he
continued his education and completed B.Tech, PGDMN and later MA(Sociology). It is this
Rs.732 which has bound him with the villagers and he is trying to repay this debt
throughout his life. He believes, out of his own experiences, that ‘without economic
empowerment, development is next to impossible’. How to ensure livelihood
empowerment was a question before him. His exposure to the external world and contacts
with various people helped him to conceptualize the mission of his life; he decided to
dedicate his life to serve the rural poor. How was the question?

“Janakalyan” was the answer, which was registered on 2nd July 1997 under Karnataka
Societies Registration Act, 1960 under the leadership of Sri Prasen Raptan backed up by Sri
Shanti Ranjan Das, his guide, philosopher and mentor. Unlike, all other organizations,
Janakalyan took birth with project on hands. Sustainable Agriculture through SHGs was its
first initiative in 1997 with peasant communities to make agriculture profit making for
economic reconstruction. Over a period of time, many interventions are added in its
manifesto based on the need of the hour but the focus remained on 4 holy mothers viz,
Manavimata (woman), Bhoomata (soil), Gomata (animal) and Gangamata (water).

From Director’s Desk

It gives me immense pleasure to publish the 25th year book of Janakalyan! This book witnesses
and explains the development journey of Janakalyan all through these 25 years. Probably, it is
one of its kind in the whole nation because no other institution have the experience of serving
the refugees for a quarter century. It has wide experience of dealing with the local issues at
local level and national issues at national level.

Though, there is more to achieve but I am extremely satisfied with the service that I have been
able to render to the rural poor through this institute in these 25 years. Many may differ and
may have their own opinion about the services of Janakalyan, but as first hand witness, I can
affirm that no one could do better than this with the limited resources and connections, that
Janakalyan has done in these 25 years.

Our unique model of Water Bank has made the area green and lives of farmers’ evergreen, both
in Tungabhadra and Malaprabha command area. Similarly, the milk production movement has
through the institution building approach has empowered the women socially and economically
and the women has become the focal point of development; women voice was never heard and
were considered as just reproduction machine, the days when started our development journey.
Girl child education initiative has been so powerful that no (girl) child of the area remains out
of school today, which was a day dream when we started the journey 25 years back. Neither
these people had exposure about the local community nor did the local community know much
about these Bengalis. The invisible people (as termed by the district administration in 1997 in a
study conducted by Samuha) has become part of mainstream society through the efforts of
Janakalyan, I would like to mention in the eve completion of 25 years of Janakalyan.

Local integration has happened to some extent in these 25 years; not only the district and state
but the Sindhanur Rehabilitation Project is recognized in the national level today because of
continuous efforts of Janakalyan all through these years. But, I would like to put on record
today, whatever has been achieved in this tenure, could have been manifold more, had the
community supported us throughout our journey. I should accept here that we have failed to
get the fullest cooperation of the communities for whom I have dedicated my life. While one
segment of the society always supported my initiatives but others have suspected if I take the
political mileage from it, which was never my intention. I had a clear goal before me and even
today I have the same goal of serving these communities, who have supported me to continue
post metric education. But I don’t know how long I will be able to serve these communities as
I am not well these days and doctors have reported that my kidneys at 32%, which may fail
any time. But, till my last breath, I shall keep trying to serve you……….

E
mpowerment – COVID fight continue with community cooperation
Self supported initiative – a unique model by community

COVID Naka bandhi: Combating COVID 19 in India would have been next to impossible
had community been not taken in to confidence. Janakalyan introduced a model to combat
CIVID 19 with participation and enabling them to take
decision. While it has transferred Rs.5000 to each
family during 1st phase of COVID 19, it has provided
dry ration worth Rs,2750 per family during 2nd phase
of COVID 19; but more focus was on IEC so that they
can stop spreading
the disease. One
day-1 of COVID
outbreak, it convened a community meeting and decided
to close all the roads connecting external world.
Empowered the community take a decision that nobody
will go out of the village
while not allow to enter
anybody to their village.
Youths took the pain of watching the gates day and night on
rotation basis. This was appreciated by media and elected
representatives.

Jal Jeevan Mission: Drinking water was the primary focus of

Janakalyan since its inception in 1997. Many efforts have
been initiated through community including swajaldhara and
finally it succeeded to include R H Colony No 3 and 4 in the
first phase of the Jal Jeevan Mission. The DPR has been
prepared and tender processing is in completed for 131.50
lakhs. Permanent solution to the drinking water issue is
found out through JJM,

Shantinagar Road: Since establishment of the Shantinagar extension

area, no initiative is taken by anybody to construct the internal roads.
With the initiative of Janakalyan, for the first time, internal road were
constructed by Gram Panchayat and the community residing in the
area expressed their happiness for the initiative.

UAS Felicitation: The contribution of Sri

Prasen Raptan was appreciated by its Alma Matter, University of
Agriculture Sciences, Raichur 13.11.2021, especially the work
done during the COVID 19 situation.

Jeevan Mission has empanelled Janakalyan as Knowledge Partner to achieve the goal of JJM.
Amongst thousands of NGOs in the country, only 103 have been identified as Key Resource
Center by the Ministry of Jal Shakti and Janakalyan is one among them. The task is to train the
community level stakeholders of this project for Raichur, Koppal and Ballari districts to bring a
paradigm shift in the approach from “Infrastructure creation” to “service providing”. Towards
this, we need to travel together and achieve the goal set by NJJM.

National Conference: A national conference for capacity building

of 103 KRCs held on 29.09.2021 at New Delhi in collaboration with
UNICEF New Delhi. Janakalyan was represented by Mr Prasen
Raptan and Smt Shobha.

MGNREGA of Government of India

Farm Pond under MGNREGA: Gram Pancyat have a belief that Bengali community do not
participate in MGNREGA and thus they never
allocate works to these colonies. With the
initiative of Janakalyan, hundreds of wage earners
applied for job cards and demanded for work.
Gram Panchayat finally approved 10 farm ponds
and 2 cattle sheds under MGNREGA and the
community worked happily for the full summer
season.

Several years of efforts have yielded result now. Government has started supporting the
Water Bank intervention which is brain child of
Janakalyan took birth in 2001 with the funding support
of Sir Dorabji Tata Trust. Government of Karnataka has
brought a scheme called Krishi Bhagya with the same
product of Water Bank. The proposal is accepted by
Kalyan Karnataka Regional Development Board and
sought the opinion of Department of Agriculture.
Similarly, proposal to Azim Premzi Philanthropic
Initiative (APPI) has considered the proposal after
their several visits and many get through soon for
implementation.

ducation – Mission Every Girl in School – monthly support to get quality education
giveIndia.org supported initiative by Janakalyan

Mission Every Girl in School: Rural girl children are double deprived for being poor and
girl; she is deprived off her education and thus future. Janakalyan, with the support of
giveindia.org, initiated an intervention during Corona era to
provide quality education to 357
poor girls of Karnataka and West
Bengal. The school fees of these
girls are being paid by Janakalyan
for schooling in private schools.
Every quarter the school fee is
transferred to the schools where
these girls are studying.

Post Metric Education: In addition to the holy intervention of

schooling the rural girl, Janakalyan has initiated an
intervention long back in 2010 to support the post metric
education of rural children. Monthly education support of
Rs.400 is paid to these students towards their post metric
education expenses. This year also, 53 students have been
supported by the project.

Scholarship: Vijayalaksmi (Aadhar No.5768 9812 3793) is daughter of Smt Renukamma

and Sri Yankappa Gomarsi of Sukalpet in Sindhanur Taluk. Their livelihood depends on
wage earning and lives in a hut. Yankappa is a daily wage worker (7th passed) and has to
take care of 4 daughters viz. 1) Eramma undergoing MBBS education), 2) Swetha
undergoing BSc.(Ag), 3) Vijayalaksmi undergoing PUC and 4) Vijaya Shantha is in 9th
standard. All her sisters are perusing their higher studies. She is good in study and wants to
become a doctor in future but his parents are in the mood of dropping her though she has
completed her matriculation with 614/625 (98.24%) in 10th Board examination. She
approached www.jankalyana.org and the team decided to support her for her post metric
education. A cheque in her favor for Rs.2000 is issued for her admission to the
Vishwachetana Vidyaniketan, Davanagera.

Mission No Child Hungry: About 495 poor children have

been identified by Janakalyan who have no access to
nutrient rich food and are susceptible for COVID due to
less immunity power. They have been provided with
immunity booster dry fruits like cashew nut, almond,
dates, raisins and pista every month from West Bengal
and Karnataka.

ntrepreneurship – Creating job opportunities during lean season for wage earners
MGNREGA supported initiative of Janakalyan

Rural Artisans Support: Dependency on agriculture is ever increasing with limited

income in rural areas; to augment
family income, rural artisans are
supported with skills improvement
and artisan took kits. This year about
9 women have been supported with
Sewing machines with the support of
Give Foundation wherein 3 have been
cofounded by Rotary Club, Raichur.

Plantation under MGNREGA:

Janakalyan took another innovative
step through MGNREGA to plant
1000 coconut trees on the road side
of internal roads of the village.
Community participated whole
heartedly to dug pits for plantation. However, the pit was dug but the Gram Panchayat did
not provide saplings.

Dignity For Work: During COVID, it is learnt that, people reluctantly take the free gift
including ration due to compulsion. Therefore, lately we initiated the program called
Dignity For Work wherein the kit worth Rs.1500 is
provided to them after 2 days of shramadan in a
place of their choice in their village. Goonj, a
Mumbai based organization provided the kits to
more than 1000 families of Sindhanur taluk.

Though the kits price is more than what they

usually get for days of wages, they know that this
is support for COVID effect, but still they receive these kits with dignity and pride as their
rights.

Impact Assessment
Impacts on primary target group of Janakalyan

Fight for the rights of the Bengali refugees’ rehabilitation specific issues commenced soon after the
inception of Janakalyan but the results are not as tangible as that of rehabilitation generic issues. The
generic issues like employment generation, livelihood security, women empowerment, education, road
and transport, etc. have been dealt in very systematically and today there has been tangible result.

However, the efforts initiated on the rehabilitation specific issues in 1997 by birth of Janakalyan. These
issues have direct impacts on the primary target group of Janakalyan. The present status of these fights is–
1) Sarkar Surname: There are about 217 families having Sarkar surname in these 4 colonies.
Government has flagged off their lands as “sarkari” and the families cannot do any transactions on
their lands. Several meeting and agitations have been initiated but yielded no results.
2) Citizenship: Years of advocacy by Janakalyan at Central Government level has yielded result by
passage CAA 2019 (Citizenship Amendment Act, 2019) by both the houses of Parliament. However,
the same is yet to be implemented by Government of India. Several deputations to central leaderships
have been submitted during the year for its implementation.
3) Mother Tongue Education: After more than 2-decades of continuous effort by Janakalyan and the
communities, Government of Karnataka has issued an order vide ED 34 PMC 2012 dated 31.12.2012
whereby the displaced families can study Bengali as SECOND language in 8 schools of Sindhanur
Rehabilitation Project. However, Government has yet not recruited the permanent teachers in these
schools to teach Bengali except guest teachers. Several rounds of meeting with education secretariat
and ministry have been during the year and expecting a good news in the year to come.
4) Land Rights: Freedom at the cost of the ancestral properties of these teaming millions made them
victim of partition; though Government of India compensated the loss by providing 4-5 acres of land
in India but yet the entitlement is not transferred to them. Long battle of several years by Janakalyan,
which continues during the current year also, convinced the government machineries and finally the
process initiated by Government of Karnataka and order issued to local authorities to initiate survey
process.
5) Scheduled Caste reservation: Majority of the communities rehabilitated in Sindhanur Rehabilitation
Project are from Namasudra, Pod/Poundra & Rajbanshi communities. Years of efforts of Janakalyan
succeeded to convince the Government of Karnataka and Dr B R Ambedkar Research Institute was
assigned the task of preparing the socio-anthropological report. Government of India returned the
proposal to Government of Karnataka stating that these communities are not eligible for reservation
as per the information submitted in proposal. Janakalyan has again initiated the efforts to rectify the
report and resubmit to Government of India. Many rounds of meeting with the honorable Minister for
Social Welfare, Government of Karnataka has taken place and the process initiated by Dr B R
Ambedkar Research Institute to rectify the report.
6) Revenue Village: The process has also been initiated by Janakalyan to convert these RH Camps as
revenue village and name them as Mahaveer Nagar (R H Colony No.1), Sarvagnapura (R H Colony
No.2), Ravindranagar (R H Colony No.3), Vivekanagar ((R H Colony No.4) and Ramakrishnapalli (R
H Colony No.5). Government of Karnataka has directed the local authorities to initiate the process.

Ideas in Incubation
Journey ahead to Janakalyan – support sought from donor communities

Janakalyan, in partnership with many kindhearted donors from within the country as well as from foreign sources,
has done tremendous job in bringing changes into the lives and livelihoods of its target communities for all these 24
years. However, there is a long journey ahead to accomplish its vision & mission for which we seek the support
from all our stakeholders in more generous ways than in past.
Replication of Proven Model: The proven models of Janakalyan like Water Banks for livelihood improvement of
small and marginal farmers, Wage Earners (WE) Groups, Agriculture Interest Groups (AIG), Neighbor Hood
Groups (NHG), GNAN (Garibi Nirmoolan Avartan Nidhi), ARP (Accelerated Reading Program), 3R (Reading,
wRiting & aRithmatic), decentralized rural education model, etc. need to be replicated / scaled up in the years to
come.
Displaced Community Issues: Issues related to displaced communities, the victims of partition, in India are many
and peculiar which demands special qualities to understand and address. Janakalyan began its development journey
through these communities and acquired expertise in handling their issues. There is a great demand for bringing all
refugees of India under a common umbrella and Janakalyan believes that it is the single agency in India which can
strategically address their valid issues in due course of time. The issues includes citizenship to those deprived, land
ownership, mother tongue education, social reservation, revenue village status to these camps/ colonies where they
have been rehabilitated by governments, etc.
Learn and Earn: Janakalyan believes that India lives in villages and until village youths and women are gainfully
employed, the true development of India is not possible. Therefore, a rural training cum production centre is
proposed to build wherein the youths and women shall get opportunity to learn and earn. Rural skill improvement of
the youths of rural India shall be its major goal.
The Annual Action Plan of Janakalyan for 2021-22 approved by General Board includes the following major
activities, which seeks your support in translating them on field.

25 years of service to the mankind

25th year (2021-22) was a year of Silver Jubilee; mission mode programs were initiated during the year. Mission No Child

Hungry program to support 495 poor children of West Bengal and Karnataka to provide with immunity boosting nutritious food
kits, Mission Every Girl in School program to support 357 poor girls to continue their schooling, Mission 10000 Vaccination in
100 Days, etc were commenced during the year. Dry ration kits worth Rs.2750 were distributed to the 946 families.
24th year (2020-21) was a year of COVID Pandemic. Major focus of the year was relief to victims of COVID 19 and lockdown hit
families. About 1016 families were assisted with Rs.5000 each to their bank account. The migrant labors caught in different

people were assisted with their personal safety kits.

23rd year (2019-20) was a year of National Integration. Passing of Citizenship Amendment Act, 2019 provided our primary

reason, their nationality was taken away for years and they were living the life of illegal immigrants in their own mother land.
Government of India has given back the citizens status by passing historic CAA, 2019. It was celebrated by our primary target
groups in a grand way.
22nd year (2018-19) was a year of community contribution. Lack of resources from the formal funding agencies to carry out the

activities of Janakalyan was experienced. Lots of efforts were put to generate resource from government, CSR, donors and

foreign sources but yielded no result. However, the prime project of Janakalyan, i.e. creation of water banks did not stop for the
want of funds from the donors. The farmers themselves came forward to create many water banks with their own contribution
using our earth excavator.
21st year (2017-18) of www.jankalyana.org confined most of interventions to vulnerable communities like muslims women,

refugees rights, etc. and most of its time has to be spent to legal battle which also reached to Supreme Court in the case of

battle

Subodh Biswas and 53 others in the Silapathat case of Assam. The legal battle initiated for refugee rights in terms citizenship,
mother tongue education, land rights, etc. A case is filed in Karnataka High Court also for eviction of illegal encroachment of
public roads. Therefore, could not concentrate on fundraising and the result was drastic drop in resources and thus activities.
20th year (2016-17) was fully meant for refugees. In addition, the government of India supported Nai Roshni – leadership
development of minority women, empowerment of leprosy affected communities continued during the year. Although, there was

a setback in terms of financial growth and accordingly the staff strength was also trimmed out. However, meeting with high level
dignitaries like Union Home Minister, Parliamentary Affairs Minister, Former Chief Minister of Karnataka, several MPs, MLAs,
IAS officers of topmost ranks continued to obtain the citizenship rights, social reservation, land rights, mother language
education rights, etc
19th year (2015-16) was a meaningful year for the target groups of Janakalyan. We realized that the concepts, which have been

in execution by Janakalyan, have been announced by Government of India. These are More Crop Per Drop, Intensified
Integrated Farming System (Bunch of Crops in Inch of land), Post-metric education of adolescent girls (Beti Bachao Beti
Padao), Rural Entrepreneurship Development (Skill Development), etc. Therefore, the year is termed as Year of Adoption.
Janakalyan completed 18th year of operation in 2014-15! Whole efforts were concentrated in ensuring post-metric education to
Rural Education

rural children through its own institute to avoid child marriage / child labor. In addition, scholarship @ Rs.2000 pa, monthly
2014-15

stipend of Rs.400 pm, artisan tool kits to supplement family income to ensure children are in schools, etc. are some initiatives to
improve rural education. Establishing mother language education through government schools was another effort. Government
of Karnataka recommended to consider Bengali communities to consider as SC in Karnataka. In addition, the regular initiatives
continued.
The year 2013-14 being 17th year of Janakalyan, it is termed as year of Paradigm Shift; shift is seen in diversification of
Paradigm Shift

activities within its programmatic framework of 7Es (Environment, Education, Employment, Entrepreneurship, Empowerment,
2013-14

Energy and Ensuring health for all living being) by taking up research activities with the support ICSSR, leadership training to
minority women with the 1st ever GoI fund to Janakalyan, entrepreneurship among leprosy affected beggars and many more.
However, more time was also spent for refugee rights during the year while more investment was on the education institute
initiated by Janakalyan. It has also integrated payment gateway for online donation.
The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its primary target groups,
the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in government schools and the day was celebrated

activities in the flood affected villages of Sindhanur on humanitarian ground. The intervention concentrated on ensuring rights of
children and women in flood affected villages and successfully implemented in 10 villages.
The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan board felt that Janakalyan

composition and many more. To sum up, it could be said that Janakalyan took new birth with new spirit.
The year (2007-08) is the year of expansion both in terms of area of operation as well as its role change. UNICEF appointed

invited to train the NGOs of Mandya district in preparation of perspective plans for Suvarna Gramodaya. In the district also, it
could build an image and for any developmental initiatives, Janakalyan is provided with the first opportunity. Janakalyan has
developed a corpus during this year. Janakalyan also established a campus of its own.
The year 2005-06 could be termed as year of HRD wherein Janakalyan had to recruit more than 150 staffs at various cadres

and train them in various sectors to carry out the activities undertaken in the district. The staffs are recruited in each and every
village of the Sindhanur block. Similarly the project inflow was also very high and many activities had to be implemented in

established at Marutinagar, Jawalgera.

The year 2001-2002 is the year of transformation. After proper training of the top management, it realized that till date

programs also got introduced during the year. The year is termed as Mass Mobilization Year because lot of efforts was put to
organize the community in demanding their rights from the concerned authorities.
The year 2000-01 is an important year for Janakalyan wherein the top management of the organization undergone various

Year of Self

the major step initiated during the year was formation of a Cluster Level Federation of SHGs and starting a Milk Marketing

Center at Sindhanur through this Federation. Kitchen Garden Program was another innovative program to recycle the water to
grow vegetable in the house-yard. Most of the activities / programs got hindered during this year due to improper management
as the staffs were deputed for higher studies. However, a research study was undertaken during the year in the Rehabilitation
Project by the staff. The area of operation got extended to outside Rehabilitation Project.
The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort was put to train the staff of
