First Global Symposium on 1.PRESIDENT OF INDIA TO INAUGURATE ‘FIRST
Farmers' Rights’ GLOBAL SYMPOSIUM ON FARMERS' RIGHTS’

 At ICAR Convention Centre, New Delhi.


 Eminent scientists, farmers and resource
persons will participate from more than 80
countries
 Issues related to Farmers’ Rights as enshrined
in Article 9 of the International Treaty on
Plant Genetic Resources for Food and
Agriculture.
 Organised by Secretariate of the International
Treaty on Plant Genetics Resources for Food &
Agriculture of Food and Agriculture
Organization (FAO), Rome.
 The Global Symposium is being hosted by
Ministry of Agriculture and Farmers Welfare
in collaboration with Protection of Plant
Varieties and Farmers’ Rights (PPVFR)
Authority, Indian Council of Agricultural
Research (ICAR), ICAR-Indian Agricultural
Research Institute (IARI), and ICAR-National
Bureau of Plant Genetic Resources (NBPGR).
 India is hosting this first 'Global Symposium on
Farmers' Rights' from September 12 to 15,
2023.
 India has been the first country in the world
to include Farmers’ Rights in the context of
Plant Variety Registration through its
Protection of Plant Varieties and Farmers’
Rights (PPVFR) Act, 2001
 The PPVFRA was enacted in 2001 after
engaging debates were held in the country on
how intellectual property rights should be
introduced in Indian agriculture to implement
the Agreement on Trade-Related Aspects of
Intellectual Property Rights (TRIPS)

2. Department of Agriculture & Farmers’ Welfare


has released progress of area coverage under
kharif crops as on 8th September 2023.
 Rice sowing area surpasses 400 lakh hectares
marks.
 Shri Anna/Coarse cereals sown in 182 lakh
hectares
 Sugarcane area stood at 59.91 lakh hectares

Production  For the month of July 2023
 the Quick Estimates of Index of Industrial
Production (IIP) with base 2011-12 stands at
142.0.
 The Indices of Industrial Production for the

stand at 111.9, 141.2 and 204.0 respectively.
 indices for Consumer durables and Consumer
non-durables stand at 118.1 and 152.2

Ayushman Bhava Campaign Key Notes:
 Honourable President of India, Smt. Droupadi
Murmu, to virtually launch Ayushman Bhav
Campaign on September 13, 2023
 Vision - 'Healthy Villages' and 'Healthy Gram
Panchayats,'
 The 'Ayushman Bhav' campaign, initiated by
the Ministry of Health and Family Welfare,
Government of India, is a comprehensive
nationwide healthcare initiative that aims
to provide saturation coverage of
healthcare services, reaching every village
and town in the country.
 The campaign, which will be implemented
during the 'Seva Pakhwada' from September
17th to October 2nd, 2023, embodies a whole-
of-nation and whole-of-society approach.
 Three Components:

 Ayushman Apke Dwar 3.0: to provide


Ayushman cards to remaining eligible
beneficiaries enrolled under the PM-JAY
scheme.
 Ayushman Melas at HWCs and CHCs:
facilitate the creation of ABHA IDs (Health
IDs) and issuance of Ayushman Bharat
Cards.
 Ayushman Sabhas: These gatherings in every
village and Panchayat will play a pivotal role in
distributing Ayushman cards, generating
ABHA IDs, and raising awareness about vital
health schemes and disease conditions.

Special Campaign 2.0 Key Points:
 A Special Campaign 2.0 was organised for
disposal of pending matters from 2nd October,
2022 to 31st October, 2022.
 Focus was on the following points:

 Minimising pendency: Public Grievances


Disposal of CPGRAMs, etc.
 Digitalisation: 100% e-Office implementation,
Digitisation of 100% physical files and receipts
 Efficient Management of Office Space:
Scrapping of Unused files/Old papers,etc.

Pradhan Mantri Kisan Key Points:


Samridhi Kendras  Dr. Mansukh Mandaviya virtually interacts
with over 3000 farmers from various states at

 MKSK will soon become an Institution and not
merely a One-Stop Shop for all agriculture
and farming related activities
 Target - Reduce use of chemical fertilizers by
20% in the coming Rabi season, and
substitute this by alternate Fertilizers
Scheme for recognition of Key Points:
Internet Service Providers
(ISPs) excelling in providing  Department of Telecommunications (DoT), has
Rural Fiber to the Home launched a scheme to recognize Internet
(FTTH) connections Service Providers (ISPs) for their exceptional
efforts in expanding Fiber-to-the-Home (FTTH)
broadband connections in rural areas.
 Under this scheme, DoT, has decided to
recognize nine ISPs, three each of category A,
B and C, who have provided maximum
number of net additions in rural FTTH
Connections in a year.
 The recognition will be given annually for the
net additions from April to March.
 The first recognition would be for the period
1st April, 2023 to 31st March, 2024.
 The minimum net addition criteria for each
category are as follows:

 Category A: minimum of 50,000 net additions


 Category B: minimum of 10,000 net additions

BIS commits to the mission Key Points:


of quality conscious India  BIS has undertaken a comprehensive initiative
through Gram Panchayats to sensitize Gram Panchayat Presidents and
Secretaries across the country.
 The primary objective of this initiative is to
instil an understanding of the significance of
adhering to Indian Standards among Gram
Panchayats and ensuring compliance to these
standards while implementing government
programs and schemes at the village level.

 The AHDF KCC Campaign is further extended
up to 31.03.2024.
 For FY 2023-24, Ground Level Credit target
of Rs 2,68,000 crore is fixed for animal
husbandry and dairying.
 Livestock sector Grew at a CAGR of 7.67
percent from 2014–15 to 2021–22 (at constant
prices).
 India is the world's largest livestock owner, at
about 536.76 million.
 There are 100.8 million households and
household enterprises with at least one
livestock or poultry.
 The contribution of livestock to total
agriculture and allied sector GVA (at constant
prices) has increased from 24.38 percent (2014–
15) to 30.19 percent (2021-22).
 The share of the livestock sector in total GVA
has increased from 4.02 percent in 2014–15 to
4.75% in 2021–22.

Ujjwala Yojana Key Points:

 The Union Cabinet, chaired by the Prime

extension of Pradhan Mantri Ujjwala Yojana
(PMUY) for release of 75 lakh LPG
connections over three years from Financial
Year 2023-24 to 2025-26.
 It will take total number of PMUY beneficiaries
to 10.35 crore.
 As per the existing modalities of Ujjawala 2.0,
the first refill and stove will also be provided
free of cost to Ujjwala beneficiaries.
 A targeted subsidy of Rs.200 per 14.2 kg LPG
cylinder for upto 12 refills per year is being
provided to PMUY consumers.
 Initiatives to expand LPG coverage

 PAHAL (Pratyaksh Hastantarit Labh):


Instead of providing LPG cylinders at
subsidized price, those were sold at market
price, and applicable subsidy was directly
transferred to individual’s bank account
electronically.
 GIVE IT UP: Instead of removing subsidies
forcefully, people were encouraged to
voluntarily surrender their subsidies..
 During Covid-19 pandemic lockdown in 2020,
free refill scheme under Pradhan Mantri
Garib Kalyan Yojana was implemented.
 Per capita consumption of PMUY
beneficiaries has increased to 3.71 in 2022-23.

Skill India Digital (SID) Key Points:


 Shri Dharmendra Pradhan, Union Minister for
Education and Skill Development and
Entrepreneurship today launched Skill India
Digital (SID)
 SID is the Digital Public Infrastructure (DPI)
for skilling, education, employment, and
entrepreneurship ecosystem of India.
 The platform aligns perfectly with the vision
articulated in the G20 framework for building

 Focus - on supporting multiple Indian
Languages, fostering inclusivity and a diverse
learning environment for all the users.
 A major breakthrough for secure access came
with Aadhaar-based eKYC.

eCourts Phase III Key Points:
 The Union Cabinet chaired by the Prime
Minister Shri Narendra Modi has approved the
eCourts Project Phase III as a Central Sector
Scheme spanning four years (2023 onwards)
with financial outlay of Rs.7210 crore.
 As part of the National eGovernance Plan,
the e-Courts Project is under implementation
since 2007 for ICT enablement of the Indian
Judiciary the Phase II of which has concluded
in 2023.
 Phase III of the e-Courts Project in India is
rooted in philosophy of "access and
inclusion".
 The main objective of the Phase-III is to create
a unified technology platform for the judiciary,
which will provide a seamless and paperless
interface between the courts, the litigants and
other stakeholders.

3rd Anniversary of PMMSY Key Points:


 The Minister for Fisheries, Animal Husbandry
and Dairying will launch a six-month-long
outreach initiative of the Department of
Fisheries “Matsya Sampada Jagrukata
Abhiyan”
 108 Matsya Kisan Sammelan under the
Abhiyan will be organised across the country
from September 2023 to February 2024.
 Fisheries and aquaculture activities are
livelihood for about 3 crore fishers and fish
farmers in our country.

country with about 8% share in the global
fish production.
 Globally, India stands 2nd in aquaculture
production and is one of the top shrimps
producing and seafood exporting Nations.
 Stepping up investments in fisheries and
aquaculture sector with launch of Blue
Revolution Scheme with an investment of Rs.
5000 crore and Fisheries and Aquaculture
Infrastructure Development Fund (FIDF)
with investment target of Rs. 7522 crores.

Global Biofuels Alliance (GBA) Key Points:

 GBA is an India-led Initiative to develop an


alliance of Governments, International
organizations and Industry to facilitate
adoption of biofuels.

 It will reduce the dependence on petrol and


diesel across the world
 19 countries and 12 international
organisations have already agreed to join the
alliance.
 The global ethanol market was valued at USD
99.06 billion in 2022 and is predicted to grow
at a CAGR of 5.1% by 2032 and surpass USD
162.12 billion by 2032.

As per IEA, there will be 3.5-5x biofuels growth


potential by 2050 due to Net Zero targets, creating a
huge opportunity for India

 Key Features of UPAg Portal:

 Overall imports in April-August 2023 is estimated to

 While the PM GatiShakti NMP addresses integrated

PM Vishwakarma Key Points:

 On the occasion of Vishwakarma Jayanti, PM launched


‘PM Vishwakarma’ for traditional artisans and
craftspeople on 17th September, 2023.
 PM Vishwakarma’ will be fully funded by the Union
Government with an outlay of Rs 13,000 crore for a
period of five years (FY 2023-24 to FY 2027-28)

 The objectives of the scheme:

1. To enable the recognition of artisans and


craftspeople as Vishwakarma making them eligible to
avail all the benefits under the Scheme.

2. To provide skill upgradation to hone their skills and


make relevant and suitable training opportunities
available to them.

3. To provide support for better and modern tools to


enhance their capability, productivity, and quality of
products.

4. To provide the intended beneficiaries an easy access


to collateral free credit and reduce the cost of credit by
providing interest subvention.

5. To provide incentives for digital transaction to


encourage the digital empowerment of these
Vishwakarmas.

6. To provide a platform for brand promotion and
market linkages to help them access new opportunities
for growth

Eligibility:

1. An artisan or craftsperson working with hands and


tools and engaged in one of the 18 family based
traditional trades mentioned in the scheme, in
unorganized sector on self-employment basis, shall be
eligible for registration under PM Vishwakarma.

2. The minimum age of the beneficiary should be 18


years on the date of registration.

3. The beneficiary should be engaged in the concerned


trade on the date of registration and should not have
availed loans under similar credit-based schemes of
Central Government or State Government for self-
employment/ business development, e.g. PMEGP, PM
SVANidhi, Mudra, in the past 5 years.

4. The registration and benefits under the Scheme shall


be restricted to one member of the family. For availing
benefits under the Scheme, a ‘family’ is defined as
consisting of the husband, wife and unmarried children.

5. A person in government service and their family


members shall not be eligible under the Scheme.

The Scheme covers artisans and craftspeople


engaged in 18 trades, viz.(i) Carpenter
(Suthar/Badhai); (ii) Boat Maker; (iii) Armourer; (iv)
Blacksmith (Lohar); (v) Hammer and Tool Kit Maker; (vi)
Locksmith; (vii) Goldsmith (Sonar); (viii) Potter
(Kumhaar); (ix) Sculptor (Moortikar, stone carver), Stone
breaker; (x) Cobbler (Charmkar)/ Shoesmith/Footwear
artisan; (xi) Mason (Rajmistri); (xii) Basket/Mat/Broom
Maker/Coir Weaver; (xiii) Doll & Toy Maker (Traditional);
(xiv) Barber (Naai); (xv) Garland maker (Malakaar); (xvi)
Washerman (Dhobi); (xvii) Tailor (Darzi); and (xviii)
Fishing Net Maker.

 The Scheme envisages provisioning of the following


benefits to the artisans and crafts persons:

(i) Recognition: Recognition of artisans and


craftspeople through PM Vishwakarma certificate and ID
card.

(ii) Skill Upgradation: Basic Training of 5-7 days and


Advanced Training of 15 days or more, with a stipend of
Rs. 500 per day;

(iii) Toolkit Incentive: A toolkit incentive of upto Rs.
15,000 in the form of e-vouchers at the beginning of
Basic Skill Training.

(iv) Credit Support: Collateral free ‘Enterprise


Development Loans’ of upto Rs. 3 lakh in two tranches
of Rs. 1 lakh and Rs. 2 lakh with tenures of 18 months
and 30 months, respectively, at a concessional rate of
interest fixed at 5%, with Government of India
subvention to the extent of 8%.

Beneficiaries who have completed Basic Training will be


eligible to avail the first tranche of credit support of upto
Rs. 1 lakh.

The second loan tranche will be available to beneficiaries


who have availed the 1st tranche and maintained a
standard loan account and have adopted digital
transactions in their business or have undergone
Advanced Training.

Scheduled Commercial Banks, Regional Rural Banks,


Small Finance Banks, Cooperative Banks, Non-Banking
Finance Companies and Micro Finance Institutions are
eligible to lend under this Scheme.

No collateral security required for loan.

No prepayment penalty shall be charged from artisans


and craftspeople after 6 months of loan disbursement.

(v) Incentive for Digital Transaction: An amount of Re.


1 per digital transaction, upto maximum 100
transactions monthly will be credited to the beneficiary’s
account for each digital pay-out or receipt.

(vi) Marketing Support: Marketing support will be


provided to the artisans and craftspeople in the form of
quality certification, branding, onboarding on e-
commerce platforms such as GeM, advertising, publicity
and other marketing activities to improve linkage to
value chain.

 Recognition through PM Vishwakarma certificate and ID


card
 Under the scheme, the Vishwakarmas will be registered
free of charge through Common Services Centres using
biometric based PM Vishwakarma portal.
 The Scheme aims to strengthen and nurture the Guru-
Shishya parampara or family-based practice of
traditional skills by Vishwakarmas working with their
hands and tools.
 Ministry of Micro, Small & Medium Enterprise is the
nodal ministry of the PM Vishwakarma Yojana.

 The Ministry of Tribal Affairs, would provide active
support for implementation of the scheme.

scheme is 8 lakhs per annum.
 3500 slots are allotted per annum.
 The ratio of SC: OBC students is 70:30 and 30% slots
are reserved for females in each category.
 Relaxation in ratio is allowed, however, in no case, a
less than 50% SC students shall be permitted.

 Top Class Education for SCs:

 The Scheme aims at recognizing and promoting quality


education amongst students belonging to SCs, by
providing full financial support.

 The Scheme will cover SC students for pursuing studies
beyond 12th class.

and traditional artisan categories , for pursuing masters
and Ph.D. level courses abroad. Presently, 125 slots are
allotted under the scheme.
 Total family income including the candidate is less than
Rs. 8 lakhs per annum, who have more than 60% marks
in the qualifying examination, below 35 years of age and
secured admission in top 500 QS ranking foreign
Institutes/ Universities.

National Fellowship for SC Students:

 Under the scheme fellowship is provided to Scheduled


Castes students for pursuing higher education leading
to M.Phil/ Ph.D degrees in Sciences, Humanities and
Social Sciences in Indian Universities recognized by
University Grants Commission (UGC).
 The scheme provides for 2000 new slots per year (500
for science stream and 1500 for Humanities and Social
Sciences) who have qualified the National Eligibility
Test

SIMBEX 23 Key Points:

 Indian Naval Ships Ranvijay and Kavaratti and


submarine INS Sindhukesari arrived in Singapore to
participate in the 30th edition of the Singapore India
Maritime Bilateral Exercise (SIMBEX), an annual
bilateral Naval exercise between the Indian Navy and
Republic of Singapore Navy (RSN), which is being
conducted since 1994.
 SIMBEX-2023 is being conducted in two phases -
Harbour Phase at Singapore
 Besides Ranvijay, Kavaratti and Sindhukesari, Long-
Range Maritime Patrol Aircraft P8I is also participating
in the exercise.
