1.0 PURPOSE

This method statement gives guidelines conta ined herein to ensure tha t the job execution complies with t he
requirement of the proj ect requirements, specification and the A uthorities conce rned and serves the intended
purpose to satisfactory level.

2.0 SCOPE

This Method Statement covers the nature and type of work for the Installation and insulation of HVAC GI Duct
and accesso ries. This procedure is to be read in conjunctio n w ith the relevant Inspection and Test Plan (ITP)
clear and detail, outl ining the responsibility and the qua lity ve rification to be performed by various parties.

5.4 Surveyor (EEMS) : Responsible for all survey works related to levels for formation level of blinding,
coordinates with site engineer to ensure that all required information has been provided to proceed
with the works complying with the project spec ification/standar ds.
5.5 General Foreman (EEMS) : Shall be supervising closely the activities designated to them ensuring that all
instructions and procedures according to this method statement and Risk Assessment are strictly followed .
5.6 Safety Officer {EEMS) : Responsible for day-to-day activities on maintaining safety on site complying with
the requirement s of project HSE Plan Cooperate with the Project team to create and maintain safe
working conditions. Assist Site Engineers and Foremen to organize the work area to perform their duties
with maximum efficiency and minimize risk to them or to equipment. Inspect equipment and tools before
use to ensure correct storage and proper utilization. Exercise emergency authority to prevent or stop
unsafe acts. Investigate accidents that have occurred within incident areas. Ensure preparation and
implementation of Site Safety and Health Plan (SSHP). Maint n re all injuries and damages on site.
Submit HSE reports as require.

8.1 SITE LOGISTICS

• All the Electrica l Panels insulation shall be loaded and transported by a delivery truck, crane,or fork lift to store
and shifted and loaded to the specific wor kplace location and accompanied by experienced riggers.
• EEMS shall safeguard the accessibility of all the roads around the project to avoid delay or accident.
• Safety officer shall be present during loading and unloading of the materials.

9.1 WORK PROCEDURE

9.2 PRE-INSTALLATION CHECK

• Ensure that all sa fety requirements are in place in accordance with project safety plan & Qatar Author ity
Health & Safety codes of practice.
• Materials (Electrical Panels) will be transported to the site by the supplier and care shall be taken by
the storekeeper to ensure the materials are not damaged during transit .
• Special care shall be taken by the storekeeper to protect the materia l from physical damaged &
distortion .
• On receipt of the material at site, QA/QC Engineer/Site Electrical Engineer shall inspect the material
internally and inspection shall be offered to the Consultant for approval of Material Inspection Request
(MIR) form.
• Ensure that materials used hav e passed receiving inspection in accordance with QA procedures and
are not damaged or defective.
• Ensure that all electricians and helpers are aware of the correct materials handling and installation
procedur e to ensure best quality of workmans hip.
• Ensure that materials shall be free from damaged and cleaned prior for installation.
• Work shall be carried out by the site personnel under strict supervision and guidance of the concerned
Supe rvisors/Foreman (Electrical) & Site Electrical Engineer.
• Installation of Low Voltage Power Cables shall be coordinated with other services for a fit for
purpose installation.
• Supervisor/Foreman (Electrical) shall ensure equipment and correct tools are available for installation
to achieve compliance with the contract requirements.
• Prior start to installation, refer to the approved shop drawings and details related to the installation area .
• Site Inspection Request (SIR) will be prepared, signed/ stamped by the Subcontractor and shall be

• Relevant panels shall be se lected at warehouse and conveyed to the installation area.
• Exact location of the panel(s) to be determined, panel(s) to be held on the wallfo r the top
level of the panel to be at maximum 2200 mm above finished floor level (unless otherwise
indicated
in drawings) and mounting I fixation holes to be marked on the wa ll.
• Marked points to be drilled and anchor-bolted.
• Panels again to be held on its exac t place and to be mounted using screws. Water leveler
to be used for leveling purpose.
• The surface mounting DBs or LCPs and in case the number of outgoing conduits cannot be
accommodated in the DB or LCP top entry, a GI trunk ing arrangement shall be done at site.
A sample installation can be done at site for approva l if required.
• For the DB's main incomer cable, it can be glanded directly to the DB enclosure or c e
-gJa.cded to the a .f'\,Hi\k.[Ag..il'lst'1rtti:dc!nlie bottom of the DB erit:ltl e. The core shall be
taken inside the DB and terminated to the incomer isolator. Proper edge protection
gaskets/b ushes s hall be provided at the entry to avoid any damage to the cables
installed.
• The wires to the DB or LCP shall be uncoiled and cleaned using cotton cloth and the wires
inside the DB or LCP shall be neatly dressed,tied and connected to the respective MCBs,RCBOs,
neutral bus or earth bus termin als

• The DB or LCP door shall be checked for proper alignment and locking mechanism (if any) and
the DB or LCP schedule shallbe displayed on the door of the board and labeling shall be done
as per the design specification.
• The wall mounted MCC & SMBDs, the cable s sha ll be glanded to the panel top entry (since
cables come via cable trays from above in most cases). However; in case a ll cables cannot
be acco mmodated on the top entry, bottom entry can also be used. Proper cable tray
installation is important for a neat cabling arrangement for both incoming and outgoing
cables.
• The permanent labeling for the cables of MCC, SMBD, DB, and LCP shal l be done after the
completion of the panel installations.

• The adequate openings for the installation of recessed pa rel dc it co nr\O (
should be arranged during the time of civil works such as concrete or block work.
• The relevant panel back-boxes (if applicable) and related conduit works should be installed
during the time of civilworks such as concrete or block wor k.
• The exact loca tion of the panel shall be as per the approved shop drawing. The top level of
the panel to be at maximum 2200 mm above finished floor level unless otherwise indicated
in the drawings.
• Level of the back box when installed should be checked wit h water leveler for alignment and
mounting height of these panels sha ll be as per the approved shop drawing.
• Permanent labeling fo r the cables of MCC, SM BD, DB, and LCP shall be done after
the completion of the panel installations.

9.2.3 Floor Mounted Panels

• The relevant panel back-boxes (if applicable) and related conduit works should be insta lled
• MDB, MCC and SMDB which are fabr icated in cubicles by the manufacture and can be delivered
to project in cubicles (if required for easy transportation and insta llation) along w ith the
instruction for interconnection of the cubicles. '
• Once the all cubicles are transported to the required area then the cubicles will be
interconnected to furnish the complete panel.
• MDB panels are shipped fully crated on a timber sub-base a nd will be lifted only under the sub
base,in between the bearers, using soft sling (Nylon webbi ng) with spreader bars on the topside
of the crate.
• When transferring with a forklift or unloading w ith a forklift the mast must be as close as
possible to the face of the crate. Forks must be fully projected under the crate.
• MDB, MCC panels shall be lifted evenly then tilt back towards the forklift before moving.
• When the MDB, MCC Panels have reached its final destination, it will be uncrated, unpacked
and removed from its timber base.
• MDB panels shall be lowered to onto skate (rolling devices) for movement to final location.
• Once in its final location on the plinths, rolling devices w ill be removed from under the panels.
• MDB panels will be free standing, self-supporting assembly and will be bolted to the plinths
with anchor bolts ensuring the assembly is horizontal and vertically in alignment as detailed
on the construction drawings and Kahramaa approved drawings.
• A ll connections will be torqued to the required figure as per data from the manufacturer.

• MDB panels will be provided with termina ls for both power and control cables. The
terminals w ill be positioned in such manner as to facilitate optimum access to suit the
specified type of entry as detailed in the substation detail drawings.
• All components (i.e. fuse switches, circuit breakers,contactors, relays etc) shall be operated by
hand to ensure that there are no damages to the moving parts.
• All power cable connections willbe ensured that they are fully tightened and torqued from the
factory a s it is possible for connect ion to vibrate loose during shipment.
• All connections shall be checked for tightness/torque prior to energizing in accordance with
the manufacturer 's recommendat ions.
• All components/door interlocks shall be adjusted correctly and operate freely .
• All the panel shall be proper ly aligned by using water leveler etc.
• Labeling for the cables of MCC, SMBD,DB,and LCP, shall be done .after the completion of
the panel Installations .

10.1 QUALITY CONTROL PROCEDURES/ INSPECTIONS:

10.2 General
• Before Starting repa ir QA/QC must ensure that the location must be identified, marked, and cleaned .
• QA/QC to ensure that all activities done in proper standards before submitting the site Inspection Request
(SIR} for Consultant' s Approva l.
• QA/QC must ensure before proceeding any activities inspection approva l are obtained from the
Engineer.

10.3 Inspection Test Plan

• Installation activities will follow as per the approved Inspection Test Plan (Refer to Section 14)

11.1 PLANT AND EQUIPMENT'S CONTROL:

• Only competent/trained person sha ll use the tools/eq uipment's.
• Alltools and equipment shall be in good work ing condition .
• Labors and Helpers shall be instructed and trained in the safe use of the equipment.

12.1 HEALTH AND SAFETY ENVIRONMENT:

Implementatio n of Health & Safety mechanisms and checks shall be done as per contract agreeme nt and the
approved projec t safety manual. The safety officer shall carryout the necessary routine inspections.

12.2 Safety Lightings : Safety lights wi ll be used in case of power failure ensuring good illuminatio n for the
personnel.
12.3 Task lightings Adequate lightings will be provided ensuring the good illumination of the working area. Task
lighting will be connected to the nearest site distribution board w hich is RCD protected.
12.4 Emergency Arrangements : Site genera l safety procedure will be followed. In case of emergency the
safety officer w ill stop the works. He will put in to action the emerge ncy arrangements as described in
the safety ma nual.
