Sub: PEN-DOWN STRIKE AND PROTEST ON SEPTEMBER 21, 2023

AGAINST CRUEL MEASURES (AMENDMENTS IN LEAVE
ENCASHMENT / PENSION ETC.) OF PUNJAB GOVERNMENT
AGAINST GOVERNMENT EMPLOYEES

In line with the decision of the Central Council of All Pakistan Clerks
Association (APCA), it has been decided to conduct a complete pen-down strike and
protest on September 21, 2023 (Thursday). This demonstration will be carried out
across all Government Offices and Institutions in South Punjab. This collective action
mirrors the efforts in Central Punjab to address the concerns arising from the Punjab
Government's recent policy changes, including amendments to Leave Encashment
Rules and Pension Rules, as well as the failure to adjust government employees’
salaries in alignment with the current inflation rate.

Under the leadership of Sardar Abdul Rauf Khan Chandia, who serves as
the President of APCA South Punjab and Chairman of APCA District Muzaffar Garh,
this demonstration seeks to bring attention to the hardships faced by government
employees in Punjab.

We kindly request that all Divisional and District Presidents and General
Secretaries take all necessary measures to ensure the successful execution of the pen-
down strike and protest in their respective divisions and districts on the designated date,
September 21, 2023. Your dedication and commitment to this cause are of utmost
importance, and we trust that this unified action will lead to a resolution of the issues at
hand.

Thank you for your cooperation and relentless efforts in representing the
interests of government employees in Punjab. Together, we can work towards a fair and
equitable solution to these pressing concerns.
