1. PURPOSE
The purpose of this Security Plan is to detail the countermeasures and security resources that will be deployed to
mitigate identified and perceived threats in the execution of the project.
1. The plan governs the protection of people, property, information and reputation, aiming to contribute to
creating a secure business environment, minimizing economic losses, business disruption, and safeguarding the
integrity and reputation of J&G Engineering and Construction Services Limited/Exploration and Production
Nigeria Limited.
2. We shall engage some members of the community as our civilian security to safeguard our personnel,
materials and equipment.
3. The plan aims to meet and comply with all SEPLAT Group Security Standards and shall be routinely reviewed
annually and whereupon it is deemed necessary, to make change in accordance with the prevailing security
circumstances.
4. Security operations shall be conducted in full compliance with national legal requirements, international
standards and the Voluntary Principles on Security and Human Rights (VPSHR);
Security risks shall be identified and assessed periodically and appropriate measures implemented to
manage them.
Security activities shall be addressed in the same way as any other critical activity in the proposal,
planning, implementation and discontinuation stages of business operations;
Response plans and procedures shall be in place to minimize the impact of any incident or emergency,
should they occur;
Programmes shall be conducted to develop security awareness and responsibility among all staff and
contractors;
2. SECURITY MISSION
To deliver proactive and cost-effective security services to safeguard the integrity and well-being of the people
and assets operating within the scope of the project. The Security Plan is based on a Threat response posture.
3. OBJECTIVES
The objectives of this security plan are as follows:
1. To identify and detail security threats that may impact on the work scope personnel, assets, operations,
reputation and the environment.
2. To define the measures and strategies to be implemented so as to eliminate or to mitigate the security
risks to ALARP (As Low As Reasonably Practicable)

3. To outline the methods of operation in conducting the Engineering, Procurement and Construction work
at Site, located in the southern swamp area of the Niger Delta axis for the purposes of the Project.
4. And to detail the associated security resources and deployment planning.

5. THREAT ASSESSMENT
The area and project specific threats will include but are not limited to the following:
1. Armed robbery
2. Kidnapping in transit to / from or whilst operating at remote site locations
3. Hostage taking
4. Sabotage of gas, oil, condensate lines, flow stations or critical equipment at remote sites.
5. Militant attacks or acts of terrorism
6. Access waterway blockades
7. Boat hijack and equipment seizures
8. Work site invasions or works disruption
9. Intra/inter communal conflicts
10. Land disputes over ownership
11. Contractor labour disputes
12. State political volatility
13. Illegal bunkering
14. Pipeline vandalism and theft.
15. Cultism
16. Theft of information.
6. PERSONNEL
There will be fifty (30) personnel from J&G engineering & Construction Services and five (5) SEPLAT personnel on
site. There will be no expatriate’s resident on site. While vendors will make visits to site, none will be
permanently resident. A maximum of two personnel from a vendor will visit the Site at any given time. All
personnel including the JTF security contingent shall be residents on the J&G engineering houseboat or
designated accommodation.

12 GENERAL EXPECTATIONS
(a) Workers shall be given security awareness induction before mobilizing to site. They shall also be mandated to
participate in all security awareness sessions and drills that will be conducted by PSS on site.

(b) Onsite communication shall be maintained between J&G site security supervisor, SEPLAT’s PSS and ASA by
GSM and VHF radios. All security incidents shall be reported to SEPLAT PSS immediately.
(c) J&G shall comply with all journey management plans in the course of job execution
(d) There shall be daily registration of onsite personnel (POB), and staff movement shall be logged in a register.
