1.0 Introduction
1.1 Welcome
Welcome to the 15th FAI World Advanced Aerobatic Championship. We are delighted to host this event October 24 –
November 3, 2023 in Las Vegas, Nevada. The contest will be held at the Jean Airport [0L7] 20 minutes south of Las Vegas.
The contest headquarters hotel is the South Point Casino and Hotel. Registration and entry fees are covered in the event
website, www.wac2023.com. Please use the website to register, pay, and see the competitor lists. See Appendix C & D for
Rules and Entry Form

1.2 Schedule
The official contest summary schedule is shown in Figure 4. Teams and entrants may arrive ahead of the contest
and use the airfield at their own risk. The event FAA waiver has been issued and is copied in Attachment 1. The
waiver allows use of the airspace from October 7 – November 3rd, 2023. You will need to coordinate with the
contest director prior to flying under this waiver. Failure to do so will result in cancelation of your entry into the
event.

3.0 Hospitality
3.1 Hotels
The contest headquarters outside the airfield at Jean is the South Point Casino and Hotel. The contest hotel
is reserved for 11 nights as part of the entry fee.

• Check in on Tuesday, October 24, 2023


• Check out on Saturday November 4, 2023
• Wi-Fi is free as part of the hotel room rate.
• Incidentals will be covered by each entrant’s personal credit card recorded at registration

Any requirement for reservations outside of the dates noted above need to be arranged by private
arrangements at the lodging of your choice. Las Vegas is big, but is very busy in October. You are
encouraged to make your accommodation arrangements sooner than later. Please be advised that the
contest has no special rates for dates before or after the contest. You are encouraged to use typical Internet
based reservation websites.

3.2 Meals - Breakfast & Dinner


The headquarters hotel provides eleven on property eating and dining options. Each paid entrant will receive a $375 on
site gift card. This is to accommodate breakfast and dinner during the contest with the exception of dinner in Friday
October 30, 2023 and the closing ceremony banquet on Friday November 3. We will host a dinner on the first Friday
evening, the EOT will organize the evening meal at the Pioneer Saloon established in 1913. This will give visiting
contestants a chance to experience an Old West Saloon.

The Closing Ceremony, Awards, Silent Auction will be organized at a venue to be determined on the Las Vegas Strip.

3.3 Meals - Lunch


Lunch will be provided at the airfield each day. We will arrange for ‘ o un hes’ to be delivered
to allow for timely distribution of lunch at the ramp and if necessary, at the judges’ line. The
contestants will use their rubber wrist band to identify themselves as a paid entrant and their
meal will be free of charge.

3.4 Snacks Jean Airport Snacks and Beverages – Entrants & Contest Officials
The WAAC 2023 team shall maintain a ready supply of refreshments to in the hospitality tents and
judges’ line as appropriate to the contest weather. This will include a range of cold drinks and
water plus a range of light snacks.

Each contestant, official, and judge member will receive their own personalize 18 oz. / 0.5ml water
bottle upon arrival. Water will be replenished into portable 5 gallon/20-liter water coolers at the
ramp and at the judge’s ine Your ater ott e is our ke to h dration Please bring it with you
each day to minimize the use of plastic bottles and reduce rubbish. We will provide Gatorade to
mix with the water. Please consider organizing your own favorite powder to mix with water at the
event. Each morning the WAAC 2023 team will replenish the coolers and snack bins in each
hospitality tent. 5-gallon water bottles will be purchased and stored in the CD tent.

3.5 Ceremonies
Opening Ceremony
The opening ceremony will be held on the Jean Airfield at 3:00 PM Tuesday, October 24, 2023. See Section
5.3 of the CIVA Guide to Aerobatic Championship Organization

Closing Ceremony
The closing Ceremony and award banquet will be in the Las Vegas strip at a location TBD. See Section 5.4 of
the CIVA Guide to Aerobatic Championship Organization

4.0 Logistics – Transportation, Communications, and Internet


4.1 Transportation of Officials – Inbound and Outbound
The WAAC 2023 is obligated by the organizing agreement to arrange for transportation of contest FAI officials
from the arrival airport to the contest HQ and back to the airport. Please keep the contest director updated
about your travel plans and we will coordinate for you to be collected at the airport and or reimburse you for
a taxi or uber to the contest hotel.
4.2 Transportation of Officials – To and From the Contest Hotel and Contest Airfield
We provide daily transportation for FAI Officials between hotel and contest sight as required. Two each,
fifteen passenger vans will be driven by WAAC volunteers from the South Point Casino & Buses shall leave for
Jean Airport ~8:15 AM. More details will be provided at check in.

We will have numerous volunteers at the contest and will assist in other transportation to and from the
airfield as required.

At the end of the flying day, the busses will transport the FAI Officials from Jean Airport back to the hotel.

4.3 Transportation of Judges out to Judges Line


Judges will be transported from the ramp to the East, West, or South Judging stations by the 15 passenger vans.
Transportation volunteers. Figure 12 and 13 depict the general box arrangement and the judging locations.
Routes to each location are shown in Figure 13. Travel is over desert terrain and may be bumpy. Access to the
East and South judges’ line will require some walking. All people are encouraged to bring appropriate foot
ware for unimproved surfaces.

4.4 Airfield Ground and Air Radio Management


The WAAC 2023 will provide appropriate a daily communications radios as well as a higher power base station for use
by the chief judge.

5.0 Aerobatic Box


The aerobatic box location and layout shall be the same as the box successfully used at the 2019 IAC West Open
Championship. Box markers will be provided by IAC Chapter 12 for the corners and T’s Ne CIVA 2M x 11M will be
required for the center, center axis and wind arrow.

Note that there is paved road access to the west boundary of the center box for excellent viewing for more interested
spectators and contestants.

6.0 Ramp Layouts


A CD, Utility, and four Hospitality Tents will be provided during the contest for pilots, team
members, officials and volunteers. Aircraft will be tied down using the Jean arresting cable downs
in place. Tie down straps will be available as required.

6.1 Maintenance Tent - Utility Tent


The utility tent is 20 x 40 and will be used for general briefings, lunch, and aircraft maintenance as
required. This tent is also on reserve for judges gatherings as required.

6.2 Hospitality Tents


Four 20’ 20’ for hospita it tents will be made avaible to for the contestants and team members to
enjoy the contest. Each tent will be configured with a couch, coffee table, lounge chairs, working desk
with folding chairs. In addition, there will be power strips / charging stations in each tent, coolers for
beverages and snacks, and trash receptacles. Tents will be serviced daily.

6.3 CD Tent
One tent will be dedi ated to the CD’s station This i e she tered on four sides Work spa es as i ustrates
will be provided. There will be a central conference table for meetings. The clipboard and radio charging station
will be located in the CD tent as illustrated. A welcoming, carpeted outdoor veranda will be provide for all team
members and their guests

The Contest Dire tor’s station be located on one portion of the hospitality tents located on the ramp. The CD RV
will be parked conveniently close to the selected hospitality tent. The CD station is the contest head quarter.
There shall be adequate power tables and work space with appropriate shelter provide by a three-sided tent. All
CIVA officials are welcome at the CD station. It is expected that the MD, CD, Chief Judge and CIVA president will
have permanent positions assigned in the CD station.

Portable Sound System for contest announcements etc. will be avaible at the CD tent and for use in the Utility
Tent as required for briefings.

6.4 Generators & Lighting


The event will be conducted in daylight hours. Hence, there is no demand for night time illumination other than for
security and possible post contest hour’s maintenance activities on an aircraft. Portable utility lights will be

provided for the utility tent and the CD tent. Small generators will be located between a pair of tents. The 50’
power cord will run from the generator to the tent. Inside the tent there will e a 2 ’ po er ord The po er ord
will be connected to a six out let power strip.
6.5 RV
The WAAC 2023 will have one RV available for use by contest officials. Access will be limited to the EOT and FAI
officials. The RV will provide private space for conversations, protection form the elements in case of in climate
weather, storage for valuable items. The RV can be used for private discussions, jury protests, and video reviews
after flying.

6.6 Judges Stations


The judges’ stations will be provided for per CIVA northern hemisphere requirements on the east, west, and south
side of the aerobatic box. All three locations were used during the 2019 IAC West open Championship. The east

6.8 Ramp Access and Crowd Control


The ramp, defined as asphalt, will be accessible only to people with silicone wrist bands as outline below.

public viewing but ramp access is private.

6.9 Ramp Internet


A WIFI network will be created to provide WIFI Internet coverage of the ramp for team members, contest officials,
scoring, sponsors, and volunteers. The network will be set up no later than Saturday, October 21 and taken down

at the event closing. It will be password protected and not available for public use. WAAC 2023 will get the
internet feed from the existing WIFI available at the public building. One printer, scanner and copier will be
provided at The CD station for contest work. A second printer will be stationed in one of the hospitably tents that
is useable for all contestants.

7.0 Aircraft Management – Ground Operations


This section deals with the ground management of the aircraft during the official contest schedule at the airport.

7.1 Contest Fuel


Fuel will be self-serve at the Jean Fuel pumps outside of contest hours & contest flights. After each of the four
contest flights, the pilot will be given fuel at the fuel pump using the WAAC 2023 Credit Card managed by the daily
aircraft fuel wrangler. The fuel wrangler will be identified by their lime green shirt. The wrangler will have a
clipboard of all approved pilots and aircraft.
The pilots will start their first contest flight at the fuel level that is self-managed. Fuel will be added after flight’s
one, two, and three at the direction of the pilot. After the pi ot’s fourth flight, they will be given the average per
flight gallon for the contest free of charge. Additional fuel required for topping off for flights home or other
purposes will then e pumped on the pi ot’s redit ard Of fuel from the contest.

7.2 Contest Oil - Managed by Fuel Wranglers


240 quarts of Aeroshell 100W+ will be donated by Shell Aerospace Lubricants. Oils will be available
from the fuel wranglers after every flight. Oil will be stored in the contest RV. Oil usage will not be
recorded.

7.3 Maintenance Tent


In concert with the reserved space for maintenance in the contest 20 x 40 utility tent, the WAAC
2023 EOT will have tools and equipment on sight to support basic aircraft maintenance and repair.
We will be able to order spare parts from our sponsor Aircraft Spruce for next day delivery.

8.2 Flight Operations Coordination - Glider Club


Jean airport is host to a glider club located on the east side of the airfield. The glider club is mostly active during the
weekends. They do not soar over the aerobatic box. They primarily use the east runway. Their activity therefore is
similar to any other general aviation activity that will be managed from the Chief Judges and Air Boss Station during
the e ent using Jean’s CTAF The g ider u takes off ith g iders in to and returns ith the g iders off to The
gliders of course return after their own flights off tow.

Glider operations typically occur off field in the desert. The major activity is the daily outbound launch and return.
The Air Boss will be in contact with glider tow planes as required to advise when the box ix hot. When the box is hot
landings are anticipated to be allowed as the runway and traffic to the runway will not interfere with active box
operations

9.0 Pilot Services

10.0 Contest Communications


Contest communications will be managed by the WAAC CD. The CD will be in charge of all communications during the
event. The Chief Judge and Jury President shall inform the CD of what needs published and scheduled and they will push
it to the event texting system or web site.

by the air boss and ground boss in concert with the volunteer coordinator. The envisioned clipboards to date are as noted

10.1 Daily briefings


It is necessary to ensure that all Teams receive essential information during the event: the time-schedule for the
day, flights and briefings delays or rescheduling, the order of flights and the results of flown programs, proposed
unknown figures and sequences, the time to submit proposals and for Free Unknowns the choice of the sequence
version to be flown by each pilot, and so on. For that purpose, several parallel means shall be used:
 Post boxes at the airfield (contest office) assigned to each team.
 Text via WhatsApp and e-mail messages to Chiefs of delegations or people appointed by them.
 A complete roster of all pilots, team members, officials and volunteers will be circulated before the
event.
 The times of lunch breaks/end of flying, the number of the pilot last to fly before the lunch break or end
of the flying day etc. will be displayed on the information boards and announced by all relevant/available
means of communication.
Before the beginning of competition flying, on each competition day, a briefing will be held for competitors,
officials, judges and the International Jury on organizational matters concerning the competition day, on
meteorological conditions, etc. The opening briefing will include a mandatory safety briefing. Duncan Koerbel will
be the WAAC 2023 Contest Director and provide the briefings electronically and administer the session.
10.2 Order of Flight
The sequences of flights for Programs 1-4 will be determined in the evening prior to the first day of competition
flights, concurrently with the General Briefing

The sequence of sections will follow a varying scheme as follows

For each Program (2 to 4), the initial sequence of flights within each section will be subject to a drawing of lots

under the same procedure as in Program 1. The sequence of flights for each Program (2 to 4) may then be
adjusted by the International Jury as for Program 1 (3.2.1.3), considering the whole sequence and aircraft usage.

The CD will ensure that the first two flights of each competition day and each program, will be by Warm-Up
pilots. The Contest Director, with the concurrence of the Chief Judge, may delete the second Warm-Up flight

10.3 Wind Measurements


The Contest Director must provide the competitors, the Chief Judge, the Board of Judges and the International
Jury information on weather conditions and wind speed and direction. In addition, the Contest Director must
provide the Official Wind Direction, as determined by the International Jury, to the competitors at the beginning
of each contest day and anytime that Official Wind Direction is changed.

For International ease of reference, the following conversions are offered for the table below. 12 m/s = 26.8
MPH; 8m/s = 17.9 MPH; 6 m/s = 13.4 MPH; 3 m/s = 6.7 MPH). Wind related regulations are included in the
table for quick reference.

10.4 Runners

Judge. The WAAC 2023 will use a wireless real time scoring system to send scores into the scoring tent as they
are completed. This will be done using an IPad and scoring sheet stand.

10.5 Scoring Director


Mary Beth Rudd will be the WAAC 2023 Director of Scoring. During the championship the Scoring Office will be
continuously upload results information using the approved CIVA Scoring Software to the official
http://www.civa-results.com website.

11.0 Signage
Contestants will have to find their own way from the airport to the hotel and from the hotel to the airfield. At the airfield
we will have signs for all ramps and judging stations. The CD will make sure that each contestant receives their welcome
package and

12.0 Media & PR

13.0 Security
The CD has been in touch with local law enforcement officials (See Section 6.7) to make sure they are aware of the
event. The airport is surrounded by fences per FAA guidelines as it is a public facility. An RV will be on the ramp at
all times and occupied overnight. Arrangements are being evaluated for an additional security presence during the
hours of darkness.

14.0 Video
The video operator records every flight from initial entry into the performance zone to the final wing
rocks with a stabilized, well exposed and correctly focused image. The CJ will advise the video operator
whether recording of Warm-Up flights is required in addition to all of the competition flights.
See section 13.17 of the CIVA Guide to Aerobatic Championship Organization for more details on the
requirements

15.0 Medical & Anti-Doping


Pilots will be obligated to participate in an anti-doping testing that is re uested The ontest i ha e to D’s in
attendance during the event to help assist with any other medical related issues. Per section 6.7 there is a
paramedic unit on the field.

REGULATIONS
C.1 Rules The 15th FAI WORLD ADVANCED AEROBATIC CHAMPIONSHIP will be organized in accordance with FAI Sporting
Code – General Section of FAI Sporting Code – Section 6, Part 1 of Flight Rules published by the Civil Aviation Authorities of
Poland o Local Regulations

C.2 Judges. The event plans on a chief judge, eight line judges, and no boundary judging due to the desert terrain. ( FAI
Sporting Code – Section 6, Part 1 Chapter 4, para 4.2.1.3.) 3.

C.3 Language The official language of the 15 th FAI WORLD ADVANCED AEROBATIC CHAMPIONSHIP is English. The language
of all communications and briefings is English.

C.4. Participation - Competitors

C.4.1 Participants All FAI member NACs may be represented at the WAAC 2023 by the team and/or an individual
competitor/observer.

C.4.1.2 Entries Entries will be accepted from National Aero Clubs only (according to FAI Sporting Code, Section 6 Part
