AN ORDER REORGANIZING THE BARANGAY COUNCIL FOR THE

PROTECTION OF CHILDREN (BCPC) OF BARANGAY HALAYHAYIN,
PILILLA, RIZAL

WHEREAS, pursuant to Department of the Interior and Local Government

(DILG) Memorandum Circular No. 2002-121 dated August 5, 2002, Local
Government Units are encouraged to organize their respective Local Council for
the Protection of Children (LCPC) per provisions of Presidential Decree 603 as
mandated on Republic Act 8990, which shall be responsible in planning and
spearheading programs for the locality with the end view of making the locality
child-friendly.

WHEREAS, Republic Act No. 7160, the Special Protection of Children against
Child Abuse, Exploitation and Discrimination Acts provides for stronger
deterrence and special protection against child abuse, exploitation and
discrimination and its corresponding penalties;

NOW THEREFORE, I REYNATO G. JUAN, Punong Barangay of Barangay

Halayhayin, Pililla, Rizal and by virtue of the powers vested in me by law, do
hereby order and direct the following;

SECTION 1. COMPOSITION

The Barangay Council for the Protection of Children shall be composing of the
following:

SECTION 2. FUNCTIONS

The Council has the following functions:

a. Establish and maintain an updated and disaggregated database

on
children;

b. Prepare an Annual Work and Financial Plan (AWFP) consistent

with its functions as provided herein and, in the Barangay, EO
creating it.

c. Make recommendations to the barangay on policies and PPAs

relative to the promotion of the rights and welfare of children for
inclusion in the comprehensive and annual development plan of
the Barangay;

d. Perform functions related to its mandate as provided by

national laws and policies such as, but not limited to, children-
in-conflict with the law, children-at-risk, and children in need of
special protection:

e. Document the barangay’s PPAs and accomplishments on

children:

f. Coordinate its effort with the concerned barangay officials as
well as the higher level LGU exercising jurisdiction over it: and:

g. Conduct of advocacy activities on the promotion and protection

of the rights and welfare of children including the development
of information, education and advocacy materials.

Note: The BCPC’s AWFP shall be submitted to the Barangay

before the schedule of budget preparations to ensure
incorporation and funding in the Barangay Annual Investment
Program (AIP). The AWFP shall be accompanied by a budget
proposal or draft Barangay Council Ordinance providing funds
for the BCPC.

SECTION 3. The Sangguniang Barangay of Halayhayin Pililla, Rizal shall set

aside funds which may be necessary to carry out the specific roles and
responsibilities in pursuance of this order.

SECTION 4. This order shall take effect immediately.

Done in Barangay Halayhayin, Pililla, Rizal this 16TH day of August,
