Philippine Development Plan (PDP) 2017-2022:


First of four medium-term plans aimed at realizing AmBisyon Natin 2040, the long-term
vision of Filipinos for a secure and comfortable life for all.
Focuses on inclusive and sustainable economic growth to enhance the quality of life for
Filipinos.
Impact of COVID-19 Pandemic:
Midway through the plan, the world faced the COVID-19 pandemic, significantly affecting
the country's socioeconomic development.
PDP was updated to build on previous progress and address the challenges posed by the
pandemic.
Prioritizes the health and resilience of Filipinos as the foundation for achieving AmBisyon
Natin 2040.
Updated Headline Targets:
Core indicators and headline targets were established to achieve the desired outcomes.
Accomplishments from 2017 to 2019 were mixed, with certain targets being met while
others fell short.
Progress made in fostering inclusive growth, building a high-trust and resilient society,
and developing a globally-competitive knowledge economy.

Immediate Socioeconomic Impact of Pandemic:

Plan Targets:

Medium-Term Goal (by the end of 2022):
Priority on the health and resilience of Filipinos to achieve the aspiration of a matatag,
maginhawa, at panatag na buhay (strong, comfortable, and secure life).
Economic growth in 2021 and 2022 is expected to be within 6.5 percent to 7.5 percent due
to the impact of the COVID-19 pandemic. The goal of reaching upper middle-income
status is likely to be achieved by 2022 or earlier.
Gross National Income (GNI) per capita targets are 5.0 percent to 6.0 percent in 2021 and
2022, respectively.
Poverty Incidence:
Due to the pandemic, the decline in overall poverty from 2015 to 2018 couldn't be
sustained. The target for 2021 is 15.5 percent to 17.5 percent compared to 16.7 percent in
2018. The initial target of 14 percent by 2022 is still achievable.
Subsistence poverty is expected to be reduced to 5 percent by 2021 and 2022, down
from 9.1 percent in 2015.
Food inflation will be maintained at 2 percent to 4 percent in 2021 and 2022.
Human Development:
Human Development Index (HDI) has been gradually increasing from 2015 to 2019 and is
expected to continue this trend until 2022.
Unemployment:
There was an improvement in employment levels from 2017 to 2019. Unemployment
increased in 2020 due to the pandemic and is expected to gradually recover in 2021 and
2022.
Unemployment targets in 2021 and 2022 are revised to 7 percent to 9 percent, creating
2.4 to 2.8 million jobs in 2021 and 1.0 to 1.2 million jobs in 2022. Youth unemployment is
expected to increase to 14.5 percent to 16.5 percent in 2021 and 20.5 percent to 22.5
percent in 2022.
The target for underemployment in areas outside National Capital Region (NCR) is 16
percent to 18 percent in 2021 and 15.5 percent to 17.5 percent in 2022.
Innovative Society:
The Philippines’ rank in the Global Innovation Index (GII) significantly improved, reaching
54th out of 129 economies in 2019 and further improving to 50th out of 133 countries in
2020.
The target is for the Philippines to be among the top one-third (40th to 42nd rank) in the
GII by 2022.

The PDP 2017-2022 strategic framework was updated to align with the imperatives for
recovery and the new and better normal.
Goal: Achieve a healthy and resilient Philippines.

Focuses on transparent, accountable, and efficient institutions and public services.

accountability mechanisms.
