Introduction on Smart City

Strategy
in National Urban Policy

Smart City Strategy: stand-alone VS embedded
• Some advantages for stand-alone strategy: fast track on establishing, free from
existing administrative bindings etc.

• However, digital needs should be integrated in the overall city vision because
technology is only a tool used to deliver wider goals.

New York created a stand-alone strategy in the early 2010s but has now integrated
its digital plans within the overall city vision.

Sao Paulo’s smart city strategy is embedded in the current formation of the
Municipal Strategic Plan 2017-2020.

• The governments in the rapid urbanizing countries which seeks to develop smart
cities in transformative, productive, inclusive and resilient ways, it is necessary
to mainstream smart city strategy in national urban policy.
What is National Urban Policy?
• NUP is a coherent set of decisions derived through a deliberate government-led
process of coordinating and rallying various actors for a common vision and goal that
will promote more transformative, productive, inclusive and resilient urban
development for the long term.

• NUPs have been identified drivers of change, or development enablers, because of


their ability to provide structure and organization to the process of urbanization

• The goal of the Feasibility Phase is to make a case for a NUP and to begin to build
stakeholder support and political will for vision

• The formulation phase consists of the prioritization of policy options for the NUP
but also the development of strategies to facilitate their implementation.

The establishment of Smart City Master Plan in Montego Bay, Jamaica began

In Korea, Korea Agency for Infrastructure Technology Advancement (KAIA) is the


sole institution that specializes in R&D related to smart city. It conducts R&D
planning, management, and assessment; certifies construction and
transportation technologies; and assesses the value of relevant technologies.
KAIA foster the smart city technologies and apply and test those to the testbed in
the urban area.

In Korea, Seoul Metropolitan Government operates Open Data Portal. Begun in


May 2012, this web portal provides more than 2,600 types of service, 1,500

management. All data in Seoul Metropolitan Government, except private data, is
to be made free and open as a rule. There are 150 systems with topics classified
into 10 different services.

Phase 5: Monitoring & Evaluation

• The monitoring and evaluation is a long-term process that benefits from


consistent research and updating of data, and from a regular forum in which to

World Council on City Data (WCCD) implements ISO 37120 Sustainable

In Netherlands, Amsterdam city government operates ASC (Amsterdam Smart
