I visited sites and conducted a visual inspection then talked with workers, supervisor, engineer,
and other few professionals in health and safety management field. Their knowledge about the
proper risk assessment has shared with me. At the construction site I interviewed several
workers, engineer, project manager who had several years of experience behind them. they
provided the best valuable safety practices they have acquired through the life time.

I have reviewed records such as HSE plan, HSE policy, audit report, incident log book, accident
records, training records, first aid reports, near miss reports etc. and found that 8 months ago the
last accident occurred and found that there was no last time injury.

maintain safe work place and protect workers from hazards are companies one of major concern every
employee would like to return home from work place safely. any accident will cause the reputation of
company and moral values of workers and co- workers. An accident will affect the life quality of worker and
his family. Decrease in moral value in workers will affect the production also. Company consider the workers
are main pillars for business growth ;so they are giving a priority to providing a safe work place and
enhancing moral value of workplace. In addition to that morality of the workers obviously linked to the
condition of the work place, morality of the workers will be reduced significantly. As a result of reduction in the
workers morale, quality and productivity of the business will be affected adversely.so the company has to
provide reasonably practical control measures in order to protect the workers.
FINANCIAL ARGUMENTS
When an accident occured or any worker becomes sick due to the workplace exposure, the company has to
face huge financial loss in terms of direct cost and indirect cost.
 THE DIRECT COST : direct or insured costs for accidents are usually considered those costs
covered by workers compensation insurance and other minor medical costs for the accident .The
company pays insurance to cover these costs which will include all the medical expenses,

to implement the said safety precaution is way lesser than the direct and indirect cost combined and
in the long run the many human lives will be saved.
Here, most of the losses are uninsured costs. In other hands, by implementing recommended control

international bodies, if organisation fails to achieve those standards then enforcement agencies take further
action. At first they aware the organisation through general notice after that they take further steps. They can
stop the work which have potential to harm the employees. Enforcement authorities can also demand to start
the working after making certain improvements or taking respective control measure in order to make the risk
factor low.in case of any severe accident.

properly used”. So as the employer has to ensure above legislation for safe use of scaffold but if the
tie is not provided to the scaffold it will leads to scaffold collapse and it will also leads to
enforcement action following accident due to failure of follow of these legislation.
The likelihood of injuries occurring from work at height especially on scaffolding is to be considered
as very high because more than 4scaffold are used in the particular site and almost 20 workers are
working on the top and bottom of scaffold for masonry work and plastering work, so the scaffold
may shake due to movement of people and materials and weight of the materials in the top of the
scaffold increase the risk of scaffold collapse. abscence of scaffold tie decreases the stability of
scaffold so it increase the chance of scaffold collapse.

In case of scaffold collapse it leads to fall of people from the top of scaffold and the people
or material falls to workers in the bottom workers. when person fall from top of scaffold

By providing scaffold tie it will enhance lateral stability and ensure a content and correct spacing
between the work surface and scaffold. Ties used to link the scaffold to any existing building or
structure. It provides resistance to inward and outward movements to the scaffold. Ties should be in
such a way that it provides additional restraint to the scaffold. The provision of scaffold tie reduces
the likelihood of accident so the risk will reduce considerably.
I had recommended two weeks for complete this action because the project manager needs to
arrange sufficient coupler and scaffolder for complete this work
This action alone won’t control the risk fully, In addition with implement scaffold tag system to
ensure safe scaffold, Conduct third party inspection body approved by Hyderabad municipality
those scaffold above 10m will control the risk as low as reasonably practicable level.
Purchase and fix the crown guard on the circular saw machine( hazard category: work equipment)
According to ILO C-199 guarding of machinery convention,1963 (No.119),Article 11 states that “no
worker shall use any machinery with out the guards provided being in position, nor shall any worker
be required to use any machinery without the guards provided being in position”. So the employer
has to ensure above legislation for safe use of circular saw but if the guard is not provided to the
circular saw it will leads to accident and it will also leads to enforcement action following accident
due to failure of follow of these legislation.

The likelihood of injuries occurring during usage of circular saw is considered as veryhigh
especially without guard system because the circular saw is continuously use in this particular site
almost 5workers working 7 hours in a day. A table saw cuts wood with a circular blade whose teeth
are moving, in the direction of the operator, at over one hundred miles per hour these create
several hazards: they can cut fingers and hands due to accidental contact with saw, they can lift up
and throw a work piece back at the operator at high speeds(“kickbacks”), due to absence of crown
guard.
Please see `justification’ 1 for severity categories. The severity of the risk occurring could be fairly
serious are likely to range from minor injuries such as bruising, cut injury, slightly more serious like
amputation or eye injury or loss of vision due to kickback.so the severity is major
A guard should prevent employees from contacting the dangerous parts of the machines, and it
should be secure. implementation of safeguard reduce accidental contact with rotating blade. A
plastic barrier guard is suspended over the blade to prevent inadvertent blade contact from above,
the sides and the rear. It also prevents the blade’s rising teeth from throwing back the work piece
towards the operator. The provision of guard reduce the likelihood of accident, so the risk reduce
considerably.
I had given 3 weeks to complete this action because the employer needs to purchase the guard
system from the supplier and fix it in table saw. This action alone won’t control the risk fully, In
addition with provision of lighting in the working area and changing of blades with broken teeth it
should fully control the risk.

The confined spaces Regulations 1997 work in confined spaces states that “no person at work shall
enter a confined space to carry out work for any purpose unless”. It is not reasonably practicable to
achieve that purpose without such entry.

The likelihood of illness or injuries occurring from confined space is very high because in the site
many confined space activity is going on daily basis. almost 5 workers working in the confined
space also increase the chance of hazard. The confined space have deficiency of oxygen
atmosphere so the absence of radio communication like walkie-talkie in confined spacy delay the
evacuation process in case of emergency increase the chance of risk

Because the communication gap between the fire watch and workers inside the confined space
makes delay in rescue activities it will leads to death of workers.
As workers may not be able to see each other if one is inside in a confined space and the other is
outside, a direction line of communication using walkie-talkies or another device will help maintain
contact even if supervisors cannot keep them in their line of sight. Using walkie-talkies can alert the
staff member outside of the enclosed space if someone is in need of rescue or emergency medical
services in case things go wrong.so they can save the life of the person. Other communications
equipment can include cellphones, however, the conditions of an enclosed space may make it
difficult for phones to receive a signal
I had given one month for complete this action is enough for the employer to purchase the walkie-
talkie from the supplier and needs to provide training for the workers about how to use.
This action alone won’t control the risk fully in addition with provision of periodic training to the
confined space employees and practice of evacuation drills will control the risk fully

Planned review date/period with As per company policy the review of the risk assessment has to be done at every 12 months. Therefore I
reasoning given the review date for 12 months timescales 23/01/2024.But, in case any major accidents change in
management or policy happens inside the organisation, the risk assessment should be reviewed according

assessment in the next available tool box talk which have to be discussed with the workers. I will
also publish the summary of risk assessment in company website and notice board in site so any
one can easily access.
After doing the risk assessment I will set up a reminder for 5 days whether they have taken any
action for completing the work as per assessment report. Then I will put up E-Mail to the
management for each of the actions whether all actions are taken in progress of his organisation &
even I will contact with the project manager & safety officer whether actions are implemented or not
in the organisation. If same problem arises then I will find out the source and give ideas to the
management why the safety measure is important for the organization and help out with some
consultant for progress for their organization.
