GUIDELINES FOR PLACEMENT OF CANDIDATES ON PROMOTION FROM


JMG SCALE-I TO MMG SCALE-II AND MMG SCALE-II TO MMG SCALE-III –
13th SELECTION 2024-25

1. PREFERENCE OF ALLOCATION AGAINST CIRCLE WISE VACANCIES

Identified Circle wise vacancies in MMG Scale II and MMG Scale III shall
be filled in the following order:-

a. Special Category candidates i.e. differently abled candidates and


candidates having ‘Children with Special Needs’ - (first Normal
Seniority Channel followed by Merit Fast Track Channel)

b. Inter Circle transfers/ stationary postings of Officers in ZAOs

c. Pregnant women employees as well as new mothers with child less


than 02 years of age – (first Normal Seniority Channel followed by
Merit Fast Track Channel)

d. Candidates retiring within 1 year as on 01.04.2024 (i.e. candidates


retiring up to 31.03.2025) – (first Normal Seniority Channel followed
by Merit Fast Track Channel)

e. Remaining Female candidates - Normal Seniority Channel

f. Male candidates – Normal Seniority Channel

g. All candidates (both Male & Remaining Female) – Merit Fast Track
Channel
2. EXERCISE OF OPTIONS AND ALLOCATION PROCEDURE

a. Circle wise tentative vacancies, available for allocation after Inter


Circle transfers and stationary postings of Officers in ZAOs, shall be
declared.

b. 10 options of Circles in not less than 3 Zones and not more than 4
Circles in a Zone (including parent Circle), shall be called from
mainstream candidates for allocation.

c. Candidates will have to necessarily submit all the 10 options of Circle


in HRMS. In case, all the 10 options are not given, the candidate will
not be able to submit any option for allocation in HRMS and will be
considered under “No Option” category.

d. Candidates who will not submit options of Circle for allocation will not
be eligible to give option for refusal of promotion, in terms of
Promotion Policy.

e. Candidates posted in Delhi (North Delhi, South Delhi, East Delhi &
West Delhi Circles and HO Divisions in Delhi NCR) can submit “Delhi
including HO Divisions in Delhi NCR” as one option and at the time of
allocation, they can be considered for allocation to parent Circle.

f. Candidates posted in any Circle/ office of Delhi (including HO


Divisions in Delhi) and Mumbai (including HO Divisions in Mumbai)
continuously for the last 6 years (as on 31st March, 2024) will be
considered for allocation out of Delhi State in case of Delhi and
outside Municipal Corporation of Mumbai in case of Mumbai,
considering the provisions of Transfer Policy for Officers.

g. Allocation shall be done in order of merit of candidates in the


preference order mentioned under (1) above. All the options exercised
by the candidates higher in the merit shall be first exhausted before
considering the options exercised by the next candidate in merit.

3. ALLOCATION TO ZAOs

a. A candidate shall not be permitted to submit options of more than 3


ZAOs including parent ZAO. In case of allocation to parent ZAO, the
candidate may be assigned duties in any Circle including parent
Circle (excluding branches where he has worked earlier).

b. Candidates posted in ZAOs shall not be considered for posting in


ZAOs on promotion, even if opted by them.
c. Option for allocation to ZAOs shall be available only to those
mainstream candidates who have at least three years of Branch
experience as on 1st April 2024 (up to 31.03.2024). However, in case
of non-availability of eligible candidates opting for ZAOs, Bank may,
at its discretion, allocate ZAOs to those candidates having minimum 3
years of branch experience, irrespective of their option.

4. PREFERENCE IN CIRCLE ALLOCATION

All allocation shall be done on All India merit basis considering the order
of preference explained in (1) above.

5. ALLOCATION OF TECHNICAL STREAM OFFICERS

Allocation of Technical Officers shall be done as per requirement of the


Bank. However, they will be allowed to submit 5 options for allocation on
promotion which may be kept in view but the Bank reserves the right to
allocate them elsewhere, as per requirement.

6. GENERAL GUIDELINES

a. All allocations shall be done subject to availability of vacancy in the


Circle opted for.

b. In case no option is exercised by any candidate or non-availability of


vacancy in the Circle opted, considering the merit position of the
candidate, the allocation shall be done as per requirement of the
Bank.

c. Options exercised by any candidate, which are not in line with the
Placement Guidelines will not be considered.

7. RELIEVING AFTER ALLOCATION OF CIRCLE

All officers who are declared to have been promoted to higher grade shall
be relieved by respective Controlling Offices on the specified date of relieving,
failing which their relieving shall be marked in HRMS by HRD, HO on the next
working day after due date of relieving.

8. JOB FAMILY FRAMEWORK

In terms of extant guidelines on job family framework, endeavor shall be


made to provide officers their Job Family roles in their current location to the
largest extent possible.
Officers on promotion shall also be able to continue in their allotted job
family for the remaining part of tenure of their respective job family, even upon
being transferred, to the largest extent possible.

9. DEVIATION IN PLACEMENT GUIDELINES

Managing Director & CEO may exercise discretion in allowing deviation


in the placement guidelines.
