Madam:

We teachers of TERESITA C. YOUNG MEMORIAL HIGH SCHOOL, located at Sawang, Aroroy,


Masbate a coastal barangay, expresses our desire to become a recipient of the Special Hardship
Allowance with the following reasons.

 Despite Aroroy is considered a first-class municipality, there is not yet a concrete road that could
reach barangay Sawang making it hard to for an easy transportation and access from our homes
to where TCYMHS is located. Therefore, motorboat is still the major means of transportation
and only have a one-way trip of destination, meaning we need to manage our time to secure the
time for every departure.
 The threat of Amihan and bad weather condition that brought huge waves makes traveling
dangerous and uneasy.
 It would take a 5-hour trip from the school to reach Division Office aside from unpaved terrain if
it was done by land. Somehow, it can only be made possible only with the use of motorbike
which is very costly. Travelling through motorbike is also dangerous because during rainy
season, the roads become slippery and muddy which is very prone for accidents. Also, many
areas are remote and has no residence nearby if needs help for repair and other emergencies.
 The school also is one of the remote areas in the Municipality of Aroroy since it is located in the
coastal area. This couldmean that we are not free from entry of any armed men of unknown
identity.
 The school is also vulnerable during natural calamities so with the community where it is
located. We experienced being stuck in the barangay for weeks because transportation and
communication were not possible. In normal days, we need to hire small motorboats to go to
proper or centro, or to get a good signal for mobile communication.
 The school caters four feeder barangays therefore we are forced to hire and pay for a
motorboat ride during home visitation just to ensure that no student is left behind.
 The school doesn’t also have enough supply of electricity for some emergency purposes and
don’t have wifi or mobile phone connection to easily communicate and ask for help if needed
during emergencies like sickness, accidents, etc.

 Teachers also extend special concerns to students which then forced them to walk at least 3
kilometers just to reach the next barangay where the students that needs academic help are
residing.
 Teachers are also making innovations like feeding program out of their own pockets to extend
help from impoverished family and encourage learners to come to school. Also giving of school
supplies and adopting students with school needs are also done, again from their own pockets.
 The school is also situated beside a hilly landscape and walking around during rainy season
makes it dangerous for slides and other accidents. Also, the rivers that gets overflowed and the
threat of debris from coconuts and other trees.
