DECISION

PUBLISHING LIST OF EMISSION FACTORS SERVING GREENHOUSE GAS (GHG)


INVENTORY DEVELOPMENT

MINISTER OF NATURAL RESOURCES AND ENVIRONMENT

Pursuant to the Law on Environmental Protection dated November 17, 2020;

Pursuant to Government’s Decree No. 36/2017/ND-CP dated April 04, 2017 on functions, tasks,
powers and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Government’s Decree No. 06/2022/ND-CP dated January 07, 2022 on mitigation of
greenhouse gas (GHG) emissions and protection of ozone layer;

At the request of the Director of Department of Climate Change;

HEREBY DECIDES:

Article 1. The list of emission factors serving greenhouse gas (GHG) inventory development is
published. To be specific:

1. List of emission factors serving greenhouse gas (GHG) inventory development for energy
sector provided in Appendix I;

2. List of emission factors serving greenhouse gas (GHG) inventory development for industrial
processes and use of industrial products provided in Appendix II;

3. List of emission factors serving greenhouse gas (GHG) inventory development for sectors of
agriculture, forestry and land use provided in Appendix III;

4. List of emission factors serving greenhouse gas (GHG) inventory development for waste
sector provided in Appendix IV;
Article 2. The Department of Climate Change is assigned to take charge of reviewing and
updating the list of emission factors when there are new national greenhouse gas emission
factors, or GHG inventory development guidelines of Intergovernmental Panel on Climate
Change – IPCC, and submit a decision to update the list to the Minister of Natural Resources and
Environment.

Article 3. This Decision comes into force as of its date of signing.

Chief of the Ministry's Office, Director of Department of Climate Change, relevant organizations
and agencies shall be responsible for implementation of this Decision./.
