A. Background and Context

The Government of Indonesia (GOI) has made ambitious international commitments to


reduce its GHG emissions, recognizing that land use and forestry sectors are the primary
sources of emissions. The Government of Indonesia commits to the Paris Agreement to
contribute to reducing carbon emissions by 31.8% with our own efforts and 43% with
international assistance by 2030.

To deliver against the GoI’s ambitious and long-standing sustainable development and green
finance commitments, the GOI launched the Indonesian Environment Fund (IEF) or Badan
Pengelola Dana Lingkungan Hidup (IEF) through Minister of Finance Regulation No. 137/2019
in October 2019. The IEF has an objective to improve environmental quality and community
resilience through increasing the level of green finance in Indonesia and will become the
official mechanism to manage and coordinate environmental and climate funds including
from international sources.

The IEF is a non-echelon unit under the Ministry of Finance (MoF). It has a mandate to manage
funds that contribute to improving the environment and cover green investment in various
sectors including forestry, energy and mineral resources, industry, transportation,
agriculture, marine affairs and fisheries. The IEF is led by an Executive Director with oversight
from a Steering Committee chaired by the Coordinating Ministry of Economic Affairs (CMEA)
with key involvement of the Ministry of Environment and Forestry (MoEF). Although the
BDPLH is situated under DG Treasury of MoF, it is expected to work with several line-
ministries with mandates related to environment issues, subnational governments, civil
society organizations, and local communities.

To continue effectively operationalizing the institutional systems of the IEF and to ensure it is
sustainably capitalized, the organization is recruiting a Technology and Information System
Officer to assist day-to-day IEF’s Technology and Information System and coordinating MIS
system development.

B. Scope of Work
The consultant will provide technical support to IEF in the development if the MIS system and
liaising closely with the Information and Technology System Division and the wider IEF team.
This is to allow the agency to become a leading Environmental Fund Agency that is
professional, credible, and globally respected.
General Responsibilities:
Technology and Information System Officer for BPDLH with funding from the Technical
Assistant – World Bank project at BPDLH, under the guidance and supervision of the Director
of Finance, General Affairs and Information Systems.

Specific Tasks and Deliverables:


• Develop a Supporting Information System
• Perform system and database maintenance
• Create technical and non-technical documentation of the system and database that has
been developed
• Make a manual for the system that has been developed
• Provide assistance to End Users in using the system that has been developed
• Provide daily reports of what has been done
• Complete system development tasks according to the targets given
• Carry out other tasks related to Information and Technology Systems assigned by BPDLH.

C. Reporting and Contract Duration

This is a consultant position based in Jakarta, Indonesia for 2 months period (October –
December 2023). The contract may be extended subject to the project needs and consultant’s
performance.

Occasional travel may be required. Travel and other related expenses would be covered by
the IEF. The Consultant will sit physically in the IEF offices and liaising closely with the
Information and Technology System Division and the wider IEF team to provide technical
support to IEF in the development if the MIS system.

D. Qualifications and Professional Experience:


Technical Competency
• Preferably have a minimum D3 education in the field of information technology,
information systems or other relevant fields;
• Having experience in the last 2 years in a similar field is preferred;
• Have an understanding of the administration of the Government of Indonesia
(preferably have experience with state finances and the financial system of the Public
Service Agency);
• Understand Programming Languages (PHP, NodeJS, VueJS, React), Mysql and Postgresql
Databases (Understanding CodeIgniter and Laravel Frameworks is preferred);
• Able to make application development technical documents (flowcharts, ERD, etc.);
• Able to operate computer and proficient in using Microsoft Office (Word, Excel,
PowerPoint) and Visio;
• Able to understand and carry out work with various business processes and procedures,
as well as present reports in a timely manner;
• Able to build a good working relationship in every process;
• Able to interact and communicate well with various parties (government, international
development partners, NGOs, etc.). Able to understand and solve problems that arise,
understand the related internal and external factors;
• Have good time management and organizational skills;
• Have high initiative;
• Have a good work commitment, able to work in a team or independently and
determined by BPDLH;
• Able to follow up on team priority goals even without the team leader's assistance and
provide responses to requests for information;
• Willing to work from office;
• Preferably having experience as a full stack developer in developing web-based
applications, having experience working on large-scale projects both as a team and
individually, and having an understanding of server, security and network
infrastructure;
• Preferably have the ability to speak English.

Managerial Competence

Other Things to Consider
