L3 SDS Experience
L3 has been an innovator and a major supplier of Hold Baggage Screening (HBS) /checked bag EDS
systems since the development of the VIS-M, the first true dual-energy x-ray baggage scanner, in
1991. As seen in the Figure below, our baggage scanning technologies have continuously evolved
to address changing operational and threat environments. We have successfully manufactured
and installed over 2,000 EDS systems at major airports throughout the world. The MV3D
incorporates all lessons learned from this extensive base of experience.

The L3 EDS product line evolves and adapts to changing threat environments
Since 1991, L3’s systems have led the industry in EDS scanning technologies.

Integration Simplified
Our EDS is a small component in a large system

Integration is the seamless operation of the system as a whole. Without

seamless integration the customer experience becomes fouled. We do not
want customers being the system integrator…
Why change methods?
• Changing to “black box” integration philosophy
– Simplified signal exchange tailored to high speed EDS
– Clear lines of demarcation with BHS
– Every machine works in same fashion
• Reduce Integration Time
– Integration performed by setup Technician
– Expected behaviors and responses from the equipment
– BHS Engineers familiar with machine center type operations COST!!
• Reduce Support Time
– Clear demarcation between EDS and BHS
– Easy to interpret tracking logs
– Simple integration methods understood by customers
– Extended support of machine to BHS integration reduced

30
MV3D Interface Protocols
• Differences in protocol to be expected
with each BHS company. These protocols
are supported as standard:
– Ethernet
– Profibus
– Controlnet
– Profinet

MV3D Product Overview

37
MV3D – Inherently Reliable Design
• Non-Rotating Gantry
– Components not subject to the high G
forces that components are subject to
on rotational gantry systems
• Low risk technological solution
• Efficient Cooling System
– Does not require A/C to run up to 40C
– Does not require cooling water
• Easier site preparation/management
• Standard X-Ray Sources
– No factory refurbishments are required
during the life of the system
– Radiate 1/3 the time of normal X-Ray
tubes
• Effectively a 3 source system

38
MV3D - Maximizes Effective Baggage Throughput
• Dieback Tolerant Imaging
– Data acquisition system is coupled to the belt speed allowing
it to continue to screen bags as the belt slows and stops
– On restart, DAS coupled to belt speed as belt comes back up
to speed
– MV3D reconstructs image and renders screening decision
normally
– In typical EDS, such bags would be rejected
• Large rectangular tunnel
– 102 cm wide by 81 cm high rectangular tunnel
• Full height across the width of the belt eliminates jams
– 0.5 m/s belt speed
– 1,800 BPH throughput
– Slick, lightweight curtain design virtually eliminates mis-tracks

39
39
MV3D Technical Approach
• 3-D Image based on multi-X-ray tubes and many views

– Non-rotating, dual energy

– Combines MVT technology with
eXaminer CT resolution to achieve
TSA certified / EU STD3
performance

Enhanced Detection with Millimeter Wave Technology

• The ProVision2 and SafeView systems effectively

detects a very broad range of objects including:
weapons, contraband, explosives, electronics, and
other banned items
– Metallic and Non-metallic
• Weapons
• Contraband
• Explosives
• Liquids, Gels
• Electronics
• Jewelry
How Millimeter Wave Technology Works

• Uses harmless low power RF energy 24 – 30 GHz

• Frequency modulation continuous wave (FMCW)
Antenna pair
• Antenna masts are mechanically rotated around switch array
target using transceivers to capture image data
Security Scanner Networking and Parallel Resolution

• Resolution Station Option:

– Results are displayed at
the OCP and then directed
to an available resolution station
(one to four)

• Benefits:
– Resolution Stations increase
throughput by enabling parallel
processing during peak periods
– Resolution Stations also support
additional levels of screening and
privacy when needed

• New – All-In-One Resolution

Station simplifies setup, reduces
footprint
Health and Safety – Millimeter Wave
ProVision2 uses harmless radio waves with energy levels thousands
of times less than common household products such as cell phones
The millimeter wave technology has been extensively evaluated by
regulators worldwide and found to be totally safe

– U.S. Food and Drug Administration

“Millimeter wave security systems which comply with the limits set in the applicable national non-ionizing
radiation safety standard cause no known adverse health effects.
“No effects were observed for any PMED’s exposed to the MMW”. PMED’s include pacemakers,
implantable defibrillators, insulin pumps, TENS, glucose sensors.
– Canadian Air Transport Authority (CATSA)
“Health Canada has assessed the technical information on this device and concluded that the radio
frequency energy emitted by the device is well within Canada’s guidelines for safe human exposure.”
– Amsterdam Schiphol Airport
“The Security Scan works on the basis of harmless millimeter waves that
are reflected by the body. Studies by the Dutch Institute of Applied Science (TNO) have shown that the
waves used are more than six thousand times less intense than the relevant EU standard.”
– U.K. Department for Transport (DfT)
“Security scanners using millimetre waves emit very low power electromagnetic radiation, many times lower
than that emitted by mobile phones. There are no known health risks associated with this.”
Health and Safety – Millimeter Wave
