SEMINAR REPORT
“Seminar – Workshop on Module Development for Flexible Learning”

I. Executive Summary

COVID – 19 pandemic has brought about the shift of learning delivery from face – to – face
interaction to distant or virtual learning and modular learning scheme as modalities.
Pursuant to the guidelines of IATF – MEID, the CHED is pushing for flexible learning
arrangements, which make use of online learning, modular approach, and blended learning
so as not to spread the coronavirus even more. In response to CHED‟s call and bound by the
need and duty to deliver quality instruction, this seminar – workshop on module
development for flexible learning was proposed. The seminar- workshop was a three – day
activity designed for faculty members and staff (with subject load) of CSU – Lal-lo to gain
knowledge on teaching strategies and approaches in Flexible learning and Distance learning,
and with an end goal of producing learning modules to be used for the next academic year.

As very few faculty members have attended module writing seminars conducted by the
university, this seminar – workshop was deemed necessary to capacitate all faculty
members with essential knowledge and training on module development making them ready
to face the challenges of the new normal.

The first day of training was a substantive lecture discussion of topics such as concepts and
principles of Flexible Learning, difference between Distant Learning and Blended Learning,
Module Development Approaches, Designing and Lay-outing Learning Modules, and many
more. The last two days were allotted for the workshop on module writing and presentation
of outputs. Before crafting the modules, the faculty were asked to trim down their syllabus
to include only the most essential learning competencies (MELCs) and topics. Faculty
members have agreed to adopt the 5 – E model which was developed by NASA as the
template of learning modules and each module shall cover a whole unit of the syllabus
which is good for a week‟s lesson. Faculty of each college made their respective modules
and presented them to the whole crowd. Feed backing/critiquing and revising of presented
outputs was also done.

Overall, the seminar – workshop went smoothly and training objectives were all met.
However, problem such as poor internet connection in the venue slows down the
downloading of participants for reference materials needed on making their modules. Aside
from that, observing social distancing rules left no room for faculty members to co-create
and/or improve each other‟s works.

III. Background/ Rationale

With the outbreak of Coronavirus disease being declared a pandemic by the World Health
Organization, people worldwide are facing major challenges, including among others the
delivery of learning, specially that the next school year is just around the corner, and
COVID-19 is nowhere near abating.

Pursuant to guidelines from the Department of Health (DOH) and the Inter-Agency Task
Force (IATF) for the Management of Emerging Infectious Diseases in the Philippines, the
Commission on Higher Education (CHED) released directives as to how Higher Education
Institutions (HEIs) shall operate and manage learning deliveries and other activities without
compromising students‟ and teachers‟ health. As stipulated on CHED COVID-19 Advisories
Nos. 6 and 7, released April and May, 2020 respectively, HEIs are directed to adopt a
flexible learning strategy or mode in delivering instruction to limit face-to-face interaction
among students and teachers to contain the spread of the COVID-19.

Moreover, CHED made a pronouncement of pushing for a “flexible learning” arrangement in


universities and colleges should the next academic year start in August. Further, the

commission asked HEIs to train their teachers on flexible learning arrangements as the
education system shifts from the old to the now called “new normal” amidst this pandemic.
Hence, to minimize physical interaction within school premises, the Cagayan State University
proposed the modular learning scheme, online learning, or a combination of two or more
(blended) learning modalities for the delivery of instruction while the province of Cagayan is
still under General Community Quarantine (GCE).

In response to CHED‟s call and bound by the need and duty to deliver quality instruction,
this seminar – workshop on module development for flexible learning is proposed. This three
– day seminar workshop is intended to introduce the concepts of flexible learning, blended
learning and distance learning, as well as to capacitate faculty members on developing
modules that cater students‟ learning needs.

As very few faculty members have attended module writing seminars conducted by the
university, this seminar – workshop is deemed necessary to capacitate all faculty members
with essential knowledge and training on module development making them ready to face
the challenges of the new normal. Likewise, the seminar is also intended for the campus to
design and adopt uniform template for the learning modules. Subjects to be taught first
semester of S.Y 2020 – 2021 are the ones to be created learning modules.

IV. Objectives

After the Workshop, participants are expected to:


1) Familiarize with the concepts of Flexible learning, Distance learning and Blended
learning modalities;

2) Design learning modules applying the principles of flexible learning and approaches
in module development; and

3) Create a learning module of topic/topics reflected in their updated syllabi.

V. Brief Methodology

Seminar-Workshop Proper
The seminar- workshop is a three – day activity designed for faculty members and staff
(with subject load) of CSU – Lal-lo to gain knowledge on teaching strategies and approaches
in Flexible learning and Distance learning, and with an end goal of producing learning
modules to be used for the next academic year.

The first day of training was a substantive lecture discussion while the last two days were
allotted for the workshop on module writing and presentation of outputs. Feed
backing/critiquing and revising of presented outputs was also done. Faculty members who
previously attended module development training facilitated and managed the workshop
programs and activities.

Venue
Venue for the activity was at the Campus Learning Resource Center. All COVID protocols
were strictly observed throughout the duration of the seminar. Safety measures including
mandatory wearing of face masks, checking participants‟ temperature (upon entering the
campus premises), chairs with the observance of the one-meter rule of physical distancing,
and provision of alcohol and tissue were implemented. Food and snacks were placed in
disposable food containers and distributed to avoid lining up or gathering in one place to get
food.

 One strong point of the training is the writing workshop of modules. With a clear
framework/ template of the module, together with helpful resource materials, it
became a little bit easier to create a simple learning module.
 There were too many things learned from this workshop, most especially with the
resource speaker‟s generosity to share websites to download learning references,
software applications to manage documents which were very helpful and essential to
making our modules.
 Tips were shared to make the learning module more interactive, engaging and
appealing.
 The resource speaker gives immediate feedback and tips for improvement during the
presentation of outputs.

Recommendations/ Areas for Improvement

 Internet connection of the venue must be strengthened. Poor internet connectivity


impedes the downloading of images/ documents/ applications needed in creating our
individual module.
 By observing social distancing rules, interaction and collaboration among participants
of the same specialization is suppressed, leaving no room for faculty members to co-
create and/or improve each other‟s works.

“Learning at a Distance: Exploring Digital Learning Platforms”

I. Executive Summary

The education sector is responding to COVID-19 with a sudden shift from usual physical
(teacher-student) interaction of learning to virtual (online and other means of distant
learning) modalities. By virtue of the guidelines set by IATF – MEID and CHED advisories,
the university also suggested the utilization of alternative learning modes such online
learning, mixed learning and modular learning while General Community Quarantine (GCQ)
is still enforced in the province.

As web-based technologies infiltrate the education system, it is imperative that teachers are
kept up-to-date, learning the most effective ways to utilize digital learning platforms and
technology to enhance their instructional skills and optimize their students‟ learning. Hence,
this seminar is necessary as an avenue for teachers to enhance their technological expertise
and capacity to design a more conducive e-learning environment. As such, a one – day
seminar – workshop was proposed for faculty members of CSU – Lal-lo for them to explore
and gain knowledge and technical skills on some digital learning platforms.

The seminar started off with the introduction of the concept of learning management
systems and the different features and functionality of commonly used online learning
platforms in the Philippines such as Google Scholar and Edmodo. The speaker also
introduced other learning platforms such as Facebook group, and shared tips to improve
lesson presentations, and software applications relevant to delivery of instruction. The
afternoon session composed of demonstration and hands – on activity on exploring the
interface of Google Classroom and Edmodo. Teachers were taught how to create digital
learning environments and navigate through the mentioned online learning platforms.

Since the seminar is all about exploring online learning platforms, internet connection is the
most essential factor for the seminar to run smoothly. Unfortunately, internet connection
could not cater for all users in the venue. As the learning modality now shifts to online

distant learning, it is highly recommended that the campus must be equipped with faster
internet connection to facilitate teachers in their delivery of instruction coming next
semester.

III. Background/ Rationale

Coronavirus has significantly affected peoples‟ lives, from simplest of tasks to working,
learning and communicating. The world is put in a state of emergency and that people must
react with it in different ways from what was previously normal. As they say, the world is
shifting to the „new normal‟, which means things will never be the same again for some
time.

The education sector is responding to COVID-19 with a sudden shift from usual physical
(teacher-student) interaction of learning to virtual (online and other means of distant
learning) modalities. Online learning or distance learning is not a new concept to both
teachers and students. However, there is a need to explore online teaching and other
learning platforms and opportunities to maximize delivery of education without
compromising the quality amidst COVID-19 pandemic.

Lifted from CHED COVID-19 Advisories Nos. 6 and 7, released in April and May respectively,
the CHED encourages Higher Education Institutions (HEIs) to communicate and transact
using non-face-to-face means such as through online and social media platforms, phone,
electronic mail, and/or courier services, among others. Moreover, the agency intends to
move towards „flexible learning‟ which uses digital and non – digital technology.

tools and e-learning platforms are making their way out and are now playing a crucial role
as alternatives to physical learning modes during this pandemic. These software and
applications can help teachers manage, plan, deliver and track the learning processes and
progress of students.

1) Acquaint with the features and functionality of some online learning platforms
commonly used in the Philippines;

2) Develop competence among teachers in the use and management of select online
learning platforms; and

3) Create an account or a personalized learning environment for the online learning


platforms.

load) of CSU – Lal-lo for them to explore and gain knowledge and technical skills on some
digital learning platforms. To ensure enough physical distancing and to avoid possible
spread of disease, each of the participants shall brought their own laptop, android phones,
or tablets for the hands-on training.

Venue

Venue for the activity was at the Campus Learning Resource Center. All COVID protocols
were strictly observed throughout the duration of the seminar. Safety measures including
mandatory wearing of face masks, checking participants‟ temperature (upon entering the
campus premises), chairs with the observance of the one-meter rule of physical distancing,

 Aside from the mentioned learning platforms, the resource speaker also introduced
other learning platforms like Facebook group, and shared tips to improve lesson

 Though the internet connection in the venue is slow, the speaker was still very
engaging and very patient in demonstrating the utilization of the different learning
platforms

 Since the seminar is all about exploring online learning platforms, internet connection
is the most essential factor for the seminar to run smoothly. Unfortunately, internet
connection could not cater for all users in the venue that is why not all of the
objectives are met. As the learning modality now shifts to online distant learning, it is
highly recommended that the campus must be equipped with faster internet
connection to facilitate teachers in their delivery of instruction coming next semester.

 IT faculty who are experts or well – versed with Google Classroom and Edmodo
could also teach and assist their fellow faculty members who are not well acquainted
in the use of the aforementioned online learning platforms.
