MUARIP AN ORDINANCE HONORING AND GRANTING ONE-TIME ADDITIONAL BENEFITS TO BONAFIDE CENTENARIANS OF ISABELA CITY, APPROPRIATING FUNDS THEREFORE AND FOR OTHER PURPOSES. WHEREAS, it is stated in Republic Act 7432 under Section 1 which is the Declaration of Policies and Objectives that Pursuant to Article XV, Section 4 of the Constitution, it is the duty of the family to take care of its elderly members while the State may design programs of social security for them. in addition to this, Section 10 in the Declaration of Principles and State policies provides: “The State shall provide social justice in all phases of national development". Further, Article XIll, Section II: “The State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women and children; "FvourWorkingSanggunian Page no. 2 (Ore, 21-858 WHEREAS, in conformity with the Local Government Code of 1991, the Sangguniang Panlungsod is empowered to approve ordinances providing for the care of disabled persons, paupers, the aged, the sick, persons of unsound mind, abandoned minors, juvenile delinquents, drug dependents, abused children and other needy and disadvantaged persons, particularly children and youth below eighteen (18) years of age; and subject to availability of funds, establish and provide for the operation of centers and facilities for said needy and disadvantaged person; WHEREAS, in accordance with Section 2, paragraph (b)(e), of the Republic Act No, 9994, to give full support to the improvement of the total well-being of the elderly and their full participation in society, considering that senior citizens are integral part of Philippine society and to provide a comprehensive health care and rehabilitation system for disabled senior citizens to foster their capacity to attain a more meaningful and productive ageing; WHEREAS, there is a need to provide additional benefits to qualified centenarians who are bonafide residents of Isabela City to augment their capacity in meeting their health and economic needs; NOW THEREFORE, upon of motion of Councilor Candu |. Muarip, duly conded by all members present, BE IT Ordained by the Sangguniang Panlungsod of the City of Isabela, Province of Basilan, THAT: Section 1. Title. This Ordinance shall be known as the CENTENARIANS ADDITIONAL BENEFITS ORDINANCE OF THE CITY OF ISABELA". Section 2. Scope. This Ordinance shall cover all bonafide residents and registered voters of Isabela City who are living in Isabela City at the time he/she reaches the age of One Hundred (100) years old. Section 3. Definition of Terms. For the purposes of this Ordinance, the following terms shall be defined as follows: {a) ADDITIONAL BENEFITS- refers to a tax-free monetary grant given by the City of Isabela pursuant to this ordinance. (b) CENTENARIAN- refers to a senior citizen who has reached the age of One Hundred (100) years old, a bona fide resident and registered voter of Isabela City. Award Committee on Honoring Centenarians. There shall be an award committee created and tasked hereof to evaluate and validate proofs to determine the true and actual age and other qualifications required under Section 5 of this ordinance of the prospective centenarian. The award committee shall be composed of the City Mayor as Chairman and the City Local Civil Registrar as Vice Chairman with the following members: a) CSWD Officer; b) City Treasurer, ¢} Chairman, Sangguniang Pantungsod, Committee on Senior Citizens d) The Punong Barangay where the prospective recipient is actually : residing or his roots can be found; @} The President of the Senior Citizen Federation of the City of Isabela; and f) Head of OSCA. y Section 5.Qualifications for the Additional Benefits. Q) The applicant-claimant must be a bonafide resident and a registered voter of Isabela City; b) The applicant-claimant must still be alive at the time he or she reaches the age of 100; and ¢} The applicant-claimant must have lived for at least seven (7) continuous and uninterrupted years in Isabela City immediately preceding his or her 100 year birthday, Section 6. Documentary Requirements. Prospective beneficiaries must submit the following documentary requirements to the awards committee mentioned in the preceding Section to support his or her application consisting of the following: 1. Filled-up General Information Sheet (GIS) from the City Social Welfare and Development Office; 2. Certificate of Live Birth or record of birth issued by the Philippine Statistics Authority (PSA) or the National Archives or the City Civil Registrar. OSCA ID issued by the City Mayor and OSCA Head; 4. Comelec Voter's certification or identification card; and 5, Other Philippine- government issued Identification Cards showing Filipino citizenship and year of birth as a reference point for the claimant- beneficiary eligibility for the awards and incentives. Provided that in the absence of certificate of live birth or record of birth, prospective beneficiaries must submit other supporting documents such as, but not limited to the following: 1. Mariage Contract; 2. Baptismal and/or confirmation certification; 3. Birth Certificates of children; 4, War Veteran records; . 5. Any other official or government record showing the date of birth of the >= applicant; and 6 Cy) . Any substitute record or document which the award committee may determine to be sufficient to establish the true date of birth of the applicant. Section 7. Letter of Felicitation and Additional Benefits. Ali residents of Isabela City who shall be a Centenarian shall be honoured with the following: A. Letter of Felicitation from the City Mayor congratulating the celebrant for his or her longevity; B. Plaque of Recognition or Posthumous Plaque of Recognition; and C. A one-time additional benefit of Fifty Thousand (Php 50,000)Pesos shall be granted by the City Government of Isabela Section 8. Release of the Centenarian Additional Benefits. After satisfying the sufficient qualifications and documentary requirements to qualify for the Centenarian Additional Benefits, the City Government of Isabela City, through the City Mayor upon the recommendation of the aforementioned committee, shall release in a fitting ceremony the Centenarian Additional Benefits to the qualified individuals. *#YourWorkingSanggunian it spisabelacty@yahoo.com | FB: @ConsejoLocalDelsabela Page No. 5 (Ore, 21-858 Section 9. Day for Felicitation and the Granting of Centenarian Additional Benefits. As part of the Annual Elderly Filipino Week as declared by Republic Act No. 10868, October 1 to 7, the first Sunday of October is hereby declared as the day which the Centenarian shall be granted a letter of elicitation, a plaque of recognition and the Additional Benefits in an appropriate ceremony. Section 10. Manner of Adjudication if a Centenarian dies prior to the award of his/her Cash Gift Benefits. In the event that the Centenarian dies without yet receiving the additional benefit, his or her surviving legal heirs shall receive the proceeds therefrom in the form of cash assistance which shall be shared equally among them and a posthumous plaque of recognition in honor of the deceased centenarian. The Awards Committee shall adjudicate the death claim benefit for the legal spouse and children only, and upon ascertaining their qualifications shall equally distribute the proceeds among them. For marriages performed under : Sharia’ Law, the same shall be applied in determining the surviving legal heirs entitled to the cash assistance. A Posthumous Plaque of Recognition shall likewise be awarded to the d€céased Centenarian by the CSWD to be received by the nearest surviving Section 11.Source of Funding. During the initial year of the implementation of this ordinance, the requisite fund shall be sourced from the available funds of the City Social Welfare and Development (CSWD) and subsequently the amount necessary to implement the provisions of this ordinance shall be charged against the lump-sum appropriation for grants and subsidies under the CSWDO-Senior Citizen Fund, but subject to the availability of funds. the enactment of this ordinance, the Chief Executive shall promulgate the Implementing Rules and Regulations (IRR) of this ordinance setting forth therein the comprehensive details and other aspects required of in the execution and implementation of this ordinance. & Section 12.Implementing Rules and Regulations (IRR). Within 30 days after SECTION 13.Repealing Clause. All ordinances, orders, issuances and rules and regulations inconsistent or in conflict with any provision of this Ordinance are deemed repealed, amended or modified accordingly. SECTION 14.Separability Clause. Effectivity Clause.
