Addis Ababa Sectoral Office Project VOLUME II Detailed Technical Specification of Design Work Addis Ababa Sectoral office Project CHAPTER 1 INTRODUCTION TO THE PROJECT 1. Project Description Addis Ababa sectoral office project is a Mega multi-billion birt project that is intended to alleviate the exaggerated rental cost Public Offices expend every year. At its completion up to sixty sectoral offices are expected to have a permanent office which can also help customers to have all services at one centralized place. A total area of about 61 hee( 61,000 m2) is allocated by Addis Ababa City Administration around Megenagna in front of MOENCO garage which can easily be accessed from all comers of the city. The project area is easy to clean or for intended action/to launch the Project (except the existence of 18 compensated houses, but not yet cleared or relocated), Two scenarios with proposed building blocks of 21 and 18 are being analyzed for final decision. The preliminary program plan indicates the project consist several functions like store, power house, parking, gymnasium, documentation room, lounge, kitchen toilet and day- care in addition to office 2. Project Objectives 2.1. Mission Statement The multifunctional building project ensures the design and development of modern facility areas for visitors, intentionally prepared for the sectoral offices of Addis Ababa; and it will enable to provide high level of the service through efficient operation, 2.2. Facility Function The building will bring modem multistory offices, parking, shops, gymnasium, store, day care, and fountain with modemized open public space functionalities 2.3. Appropriate Design From architectural and functional point of view, the entire functional environment system shall be ensured by achieving the following prerequisites. a) The thermal comfort and natural lighting requirements in the building shall be achieved b) Ventilation requirements of the building shall be achieved ©) The circulation and parking bay space requirements of the building shall be achieved Volume Il, Chapter 1 Introduction to the Project, Page 1 of 6 Addis Ababa Sectoral office Project 4) The clean, safe, comfortable, modern and interactive public space requirements shall be achieved 2.4, Adaptability Site adaptable infrastructure construction is expected so that no any compliance problem will arise during service delivery 3. Scope of Contractor's Work > The given conceptual design drawings and 3D models can be taken as a basic designs for the illustration of the scope of the works for the contractor. The contractor must prepare a complete design documents (drawings, analysis, model files and reports) for the infrastructure including, but not limited to Architectural, Structural, Sanitary, ICT, Mechanical and Electrical system. In addition, shop drawings, construction details and working drawings shall be presented appropriately. » All revised designs shall also be constructed by the contractor and the construction cost shall include cost of those additional works. Complete design works must be prepared by the contractor and shall be approved by the Client or the Client's technical representative (the Consultant) > The contractor have responsibility to undertake approval processes of its design documents by both the Client and the respected governmental body of Addis Ababa City, before construction starts. The Contractor shall able to correct its design related works throughout the design approval processes. In addition, all costs related to document preparation, approval services and work insurance shall be of the Contractor's cost. > The contractor has auxiliary responsibilities indicated in Chapter 2 of this document. > After approval of the Architectural design, the Contractor shall prepare the 3D pictures of the entire infrastructure, animation (demo) of the Architectural features of the infrastructure and 3 dimensional architectural models of the building and its surrounding features. > All the requirements indicated in conceptual design and additional requirements indicated hereafter shall be satisfied, to the minimum. > The contractor will have responsibility to construct the complete building and public space infrastructures indicated on the revised design. > All components of the infrastructure shall be complete interims of finishing works. Deliverables > The following deliverables are the minimum deliverables, and the Client has right to ask other deliverable when needed by the work » the submittal procedure in Volume II, Chapter 4/S2 of Schedule of Requirement, in advance 4.1, Technical Deliverables 4. a) Deta Design Development Stage led design drawings for each items of the design works.Detailed design drawings shall be submitted for every of the items indicated in chapter 3 and chapter 4 of schedule of requirements b) Design reports including analysis and model reports ©) Model files 4) 3D pictures and video animation (demo) for the entire system of the building 93 features 4.1.2. a) by 9 a dimensional architectural models of the building and_ its surrounding . The Project's Construction Site 5.1 The project's construction site is found in Bole Sub-city of Addis Ababa, near the MOENCO car garage. 5.2 The site is found around Megenagna square along Bole Ring road Via to Airport 5.3. The coordinate points of available area for the project should be determined accurately in a maximum tolerable precision of 2mm, 5.4, Accordingly the REVISED overall site area is 61,000m2 5.5. The coordinate points as well as the site area are not allowed for changes more than S mm, 5.6. The offset distance of the building's major structural system shall be the minimal of International and local code standards. However, the offset distance shall not exceed 3.0m in all directions. 5.7. Climate 6.1, The climate is as per the climate condition of Addis Ababa. Temperature is 47 T to 425 C. Relative Humidity is 83% maximum. Trainings and Knowledge Transfer Programs 1, The Contractor shall prepare a number of training and knowledge transfer programs for the Client's Professionals and its representatives. 2. The programs shall be categorized in both on-site and out-site conditions. 3. The Contractor must prepare its training and knowledge transfer plans to the Client for Approval. 4, Trainings and Knowledge transfer programs shall include the following areas to the minimum; a) Building Bridge and waterproofing system b) Concreting, earthworks & pavements ©) Green roof design and construction 4d) Underground firefighting system e) Underground exhaust air removal and ventilation system f) Parking guidance and management system 2) Parking surveillance technology h) Design and construction of earth retaining structures and shoring i) Pre-stressed Conerete Design and Construction i) Green smart and landscaping technology k) Construction plant and equipment operation 1) Plumbing technology 1m) Construction material testing n) Building Information Modeling (BIM) + Latest design software ©) New construction materials p) Interior design Volume Il, Chapter 2 ‘Auxiliary Scope of Contractor's Work Page 1of 4 Addis Ababa Sectoral office Project 5. The target group of trainings and knowledge transfer programs will be the technical professionals of the Client and its representatives, 6. All costs in connection with trainings and knowledge transfer programs shall be borne by the Contractor who shall provide the Client with all the facilities free of charge. B. Material Test Schedules 1, The construction materials and installing accessories shall be subjected to routing as per the standards specified in the detailed technical specification 2. The Contractor shall submit full details of the methods of testing and schedule of material testing for approval 3. All costs in connection with the testing shall be borne by the Contractor who shall provide the Client with all the facilities free of charge. 4, The Client may nominate representative to witness the tests, 5. Certified copies of test reports shall be provided to the Client C. Temporary Engineers’ Site Office and Facilities 1, The Contractor shall provide four (4) temporary offices (at construction site) and two meeting room to be used for Professionals of the Client and Professionals of the Consultant. 2, The offices shall equipped with furniture and facilities ted in 3. The contractor shall bear all vehicle related facilities and costs as indicated in Volume II, Chapter 4/S-2 of Schedule of Requirement. General This chapter discusses the basic design program of Sectoral Office Building Project. Basic components indicated in the conceptual design must be considered, unless and other wise modified in this document and respected technical requirement. “The contractor must develop the Architectural design of the whole infrastructure in such a way that the aesthetic, functional and other feature shall be maintained according to the 3D view of the Conceptual design * If there is discrepancy between the conceptual design and the technical requirements indicated in this document, the technical requirements indicated in this document will govern with the possibility of Client's choice. + Each description of the works shall be read with in conjunction “Detailed Technical specification” indicated on Chapter 4 of the schedule of requirement. * The scope of the Contractor’s work is conceptual design review, preparation of detail architectural and all disciplines of engineering designs The Project period is 36 months. Address healthy indoor environmental quality through appropriate airflow and filtering of air, and materials, furnishings, and finishes that do not off-gas. Design program for the community center * The community center should be designed at appropriate location considering factors like accessibility, security and convenience to the community; * Indoor game room shall be designed to accommodate games like; Pool, Billiard, ‘Table tennis etc. for all ranges of age category. + Restaurant / café / - bar with kitchen * Children daycare, Supermarket or shopping mall with beauty salon, barber shop and other wellbeing facilities + Multipurpose hall. + Garage ( Car wash and maintenance) + Banking Service + Fuel Station + Loading and Unloading + Pedestrian and Vehicle management system 2.3.Design program for security center + The fence of the compound shall be designed and constructed by Razor barbed wire mounted on a concrete foundation with HCB or concrete wall having surveillance cameras at appropriate distance. + Watching towers should be provided at all corners of the compound with clear vision to control the entire compound. A control room should be provided at the entry and exit doors. * Staff room with toilets and shower facilities should be provided on each watch towers and security blocks. 2.4.Landscaping + Vehicular and pedestrian roads inside the compound shall be constructed of Asphalt with proper, standardized and covered ditches on both sides of the road. "Steps shall be provided accordingly to the nature of the topography of the site. "Street benches and other seating structures should be provided at greeneries and lawns with small sport fields for the residents to gather and interact. * Children Adult play grounds shall be provided. * The selection of floras and other vegetation should be well studied by the landscape architect from the DB contractor. 2.4.1 Size of infrastructure to be built: 1g All the available area of land must be used, without wastage of space \ The ground floor slab should have positive elevation height from natural level of that area by more than 0.5m (above the natural ground level), for flood protection purpose. The elevation height will be determined by the flood analysis to be undertaken in sanitary design. Entrance Slope. The sign post structure shall be durable and stable ‘The purpose of sign posts is to direct the public towards functional spaces such as toilets, shops, and all facilities indicated in schedule of requirement. The architecture of sign posts is open for contractor CE wg 2.4.7 Plants, trees, flowers and shrubs ‘The green roof must consist small trees, flowers, shrubs. ‘The area coverage of trees shall be as per international and local standards and up on the approval of Client. However, the Contractor shall plant number of trees adequate for urban green park standard. & Large trees shall be selected carefully according to their root depth. & At least 50% the large trees shall be Matured Large Trees, having a minimum height of 2.5m. This will help the public area to be green immediately after the completion of the _infrastructure’s construction. Please refer schedule of requirement, for detailed technical requirements of plants and planting soil \ The Contractor must include indigenous trees and shrubs as much as possible, satisfying the requirement set in schedule of requirement HE ig Green roof shall consist adequate thickness of soil material for plantation of trees. (refer chapter schedule of requirement) 12 When plant materials are used to satisfy screening requirements, planting shall be spaced to ensure 100 percent screening. ig All plant material will be spaced according to acknowledged characteristics of the plant’s growth and avoid disturbance in human circulation and underground building structure. The designed landscapes should prevent soil erosion around buildings and other developed areas, clean storm water runoff by filtering contaminants, encourage groundwater recharge. ig Landscape green islands should be regular in shape, to make the walkways accessible and visible. ig Landscaping includes the planting and maintenance of trees, groundcover, shrubs, vines, flowers, or turf varieties. In addition, when appropriate for the site and intended use, the landscaping may include natural features such as rock and stone or structural features including, but not limited to, fountains, pools, and artwork. The tree selection, plantation, and soil structures shall satisfy the minimum technical requirements set in of schedule of requirement of this document. Sectorial Office Design and Construction Project 2.4.8 Drinking Fountain ig The contractor must include design and construction of drinking fountains with all and complete plumbing systems. The drinking fountain will be used only for drinking water purpose. g The drinking fountains shall have a feature of self-closing of its valve and shall have its own stand, overflow pool/basin and overflow management system. 'g The number of drinking fountains shall be at least Six (6) at appropriate locations of the public green area, 'g The architecture of the system is open for contractor, but design criteria, material type and installation complies recent IPC Section 410 standard or equivalent 2.4.9 Irrigation Sprinklers 'g Lawn and green areas of the public space shall be equipped by irrigation sprinklers, satisfying the minimum technical requirements indicated in Volume II, Chapter 4/M of schedule of requirement 2.4.10 Entrances 'g Pedestrian and vehicular entrances shall be aesthetically designed and constructed independently. ' At least 2 entrance stations shall be provided 'Q Entrance stations should consist the minimum followings: name of the infrastructure (in Ambharic and English language), gate number, and sign posts as necessary, entrance security rooms 'Q Vehicular entrance corridor to the parking garage shall be equipped with shades 2.4.11 Design Program WThe design of green space should meet the ETHIOPIA NATIONAL URBAN GREEN INFRASTRUCTURE STANDARD and recognized international standards. WFor the efficient use of water, a landscape shall be carefully designed and planned for the intended function of the project 1g The landscape design and construction, on ground floor, shall consist the following facility requirements, to the minimum; 2.4.12 Lawn Q Shall consist of open areas or lawn, in varying widths and sizes including continuous areas large enough for passive recreational use and informal active recreational use (e.g. informal games); and a mix of native and ornamental species of trees or shrubs. ' Lawns on the compound should provide a pleasant aesthetical impression. Sectorial Office Design and Construction Project 2.5, The Entire Building 2.5.1 Size of building to be built: % The area of the site is 61,000 m?, and the built up area of the building to be constructed shall be as per the conceptual design. % Please refer: Part-3, Chapter-1, section-4 of RFP for coordinate points of the site boundary % The Roof of the building shalll be living green roof type. 2.5.2. Number of Stories and Room Heights %* The number of stories for this building is: as per the conceptual design. % Each floor should have a minimum clear room height of 3.0m for parking ai % For car parking areas, the provided clear room height must be adequate for all permitted vehicle types near ramps and speed bumps too. The maximum permitted vehicle type/ size is indicated in sub-section 1.5 of this document. and 3.5m for other functional rooms. 2.5.3 Entrance and Exit for Car Parking % A minimum car entry/exit stations shall be designed and constructed as per the conceptual design. %* The entry/exit stations shall be compatible for the maximum size of car to be served in the ga % The entrance of a parking garage should exist further away from the main traffic line to avoid traffic congestion. % Parking garage should have separate entrance and exit gate. % The pedestrian entrance and exit should connect directly to the vertical circulations % Parking building shall use barrier gate at the entry and exit of the vehicle. % In addition to the ordinary cash payment system, the system shall incorporate cashless payment system. 2.5.4 Vehicles to be parked in the building % The parking areas in the building is planned to be used for light and medium duty vehicles. The design of the parking aisle shall accommodate any motorized vehicles whose size is not more than (LXWXH) 5.4 X 19 X 2.3 meter. This is an ideal big vehicle accommodating the size characteristics of 14 seat high roof mini- buses, 7 seat SUV and double cap pick-up cars. The gross weight of design car shall not be less than 3500kg. # In addition to this, adequate number of parking spaces shall be provided for double deck buses of size: buses including double deck size % The parking building shall be accessible for a variety of car types. Parking spaces for different types of vehicle sizes must be allocated in the new design. Therefore, appropriate parking spaces must be Sectorial Office Design and Construction Project prepared according to the category of vehicles (small, medium, long cars, disables. Etc.) % International standard should be considered on Minimum size for parking spaces and the design should clearly show the proportion of spaces for different car types. % Aisle width, turning radius and all other sizes of the building's component must be compatible with the types of vehicles to be served in the building. The Architect must consider international standards and specifications of vehicles. 2.5.5 Car parking capacity of the building %* Minimum Car Parking Capacity of the Building shall be as per the conceptual design. %* The maximum size and weight of the car to be served in the building shall be as per the statement indicated on sub-section 1.5 of this document. However, the number of parking space for each type of car types (such as large, medium, small....) shall be proposed by the Contractor’s Architect and must be approved by the Client. 2.5.6 Parking space for disables % At least 4% of available car parking space should be reserved specifically for people with disabilities. %* Where possible reserved spaces should be provided within 50 meters of the nearby basement floor point of entry (first basement floor). A covered way should be considered where distances exceed 50 meters. %* Parking bays for disables should not be less than 3.3m to allow transfer from car to a wheelchair. An economy of space can be achieved by combining such bays in pairs of 2.4 meters width with a common zone of transfer of 0.9m minimum. % Reserved spaces should be clearly designated for use by people with disabilities and should be clearly signed. * Pathways should be a minimum width of 1.2 meters to allow wheelchairs to pass. * Path edges should be clearly defined and slip resistant surfaces should be used. All pathways should be well lit. The use of color contrasts can assist partially sighted people. % Where possible, the pathway system should be designed to avoid crossing vehicular routes. Where this is not practicable, use "dropped Krebs” and textured surfaces so that the crossing point is suitable for both wheelchair users and people with visual impairments. 2.5.7 Parking guidance and management system % The building shall have a system % The system shall satisfy the technical requirements indicated in Schedule of Requirement complete parking guidance and management 2.5.8 Electronic vehicle weight scale at the entry of parking garage Sectorial Office Design and Construction Project The contractor shall design, supply and install the electronic truck scale with all necessary accessories and system components inclusive of structure, electronics, load cells, interconnecting cables, testing and calibration of the system, operational training of local people and alll other related works for complete operational requirement of the system. * The purpose of installing the system is to protect the building from entrance of vehicles whose weights are above the allowed value. * The contractor is responsible to prepare design and working drawings for the system including: civil drawings, electrical and earthing drawings %# Electronic truck scales must be installed at each entry points, before the parking gate. The location of the installation shall be as per the architectural layout of the building, but shall preferably locate where rejected vehicles can turn to exit gates, for going out from the building area * Mini-control rooms will be prepared for operators. %# The Vehicle weight scale shall satisfy all the minimum technical requirements indicated in Schedule of Requirement. 2.5.9 Automatic Under Vehicle Surveillance System (UVSS) 4% The contractor shall design, supply and install under vehicle surveillance/ inspection system with all necess and system components %* The UVSS must be installed at each entry points to the parking gate. The location of the installation shall be as per the amended architectural layout of the building, but shall preferably located and integrated with electronic vehicle scale system. % The mini-control room to be prepared for electronic vehicle scale operation shall also be used for UVSS for operators %* System Architecture of UVSS is Open, but shall include the following features; a) The UVSS system shall process the images from the camera into single view of the undercarriage and display it on the monitor found in mini- control room, with date and time. b) Camera and lighting systems shall be mounted on ground with structured assembly casing. The camera and lighting shall be integrated into a single module. ¢) The UVSS shall be stand-alone and independent of the CCTV system. It shall provide real-time video for display in the mini- control room found at each entry of the garage. 4) The UVSS shall give a real time complete under belly 3D image of vehicles for operators at the mini-control room. In case of suspected image, the operator should be able to zoom into any area of the image to take a closer look.
