To the Command Group of Police Regional Office 3

headed by Police Brigadier General CESAR DR PASIWEN,
PBGEN SAMUEL C NACION the Deputy Director, DIDM,
Regional Staff from Police Regional Office 1, 2, 3 and COR; our
Subject Matter Experts from the PNP National Headquarters
composed of members from the Technical Working Group,
Focal Persons, CPSM Officers and Secretariat; guests; other
stakeholders; fellow P.A.T.R.O.Lers, magandang hapon po sa
ating lahat!

I feel privileged to be with you this afternoon as we close

this 3-day session for the Northern Luzon Cluster of the
Cascading of the PNP Charter Statement, Roadmap, and
Scorecard. Let me first thank the Director of the Center for
Police Strategy Management, Police Brigadier General
RANDOLF Y BALONGLONG and the his responsible staff, the
Cascading Secretariat; our lecturers and speakers, the Subject
Matter Experts and Measure Owners; thank you for your efforts
and sacrifices starting with the tedious and careful planning,

and various coordination activities up to its successful
execution. This indeed show your sincere commitment in the
PNP’s Transformation Program.

Today, as we culminate this activity, we have witnessed

the fulfillment of our sacrifices as we work in synergy towards
the attainment of a “safer place to live, work and do business”.

With this, I strongly remind everyone that the commitment

demanded by transformation is total, not partial. You have
witnessed it all during the conduct of this 3-day cascading
activity. It is a commitment requiring us to completely integrate
the PGS in all PNP Units and that we utilize it in the conduct of
our day-to-day functions, duties, and responsibilities.

To all our resource persons who generously shared their

time and expertise to educate us and enhance our own
knowledge and wisdom on the updated guidelines and
procedures pertaining to the PNP Charter Statement,
Roadmap, and Scorecard, and to all our PNP personnel whose
active participation in this activity gives me hope that the ideals
and aspirations of our PNP P.A.T.R.O.L Plan 2030 will one day
come to completion. Let me express my deepest gratitude for
your overwhelming support that made PNP soar high in its
quest for transformation through good governance.

 Let us keep our energies high, remain inspired to keep
moving forward as we support the PNP towards the
sustainability of being conferred as PGS Institutionalized. Let
us renew our commitment and give our transformation program
the utmost support it needed.

Thank you very much! Let us have a safe trip back to our
respective places bringing with us the knowledge we gained in
these cascading sessions. Everyone are also encouraged to
cascade the processes and guidelines of the updated PNP
Charter Statement, Roadmap, and Scorecards in your
respective areas of responsibilities so to nurture the effective
implantation of our long-term transformation plan, the PNP
P.A.T.R.O.L. Plan 2030.
