Hon'ble Shri Narendra Modiji,

I am writing this grievance on behalf of hundreds of Students who went to the Philippines for Medical Education in 2017 and
completed their six years of Medical education in 2023. Upon coming back, the most logical part is the FMGE exam which is
mandatory as per the National Medical Commission before one year of Internship leading to a License to practice Medicine in India.

Upon applying to the National Medical Commission for an eligibility certificate as mandated by law, they were denied on the ground
that they need NEET exam passing 2018. These students passed the 2017 NEET exam and went to the Philippines in 2017 only.

The government of India made NEET compulsory in 2018 for all students going for medical education abroad. Also, the Government
of India stated the validity of NEET as three years for International education.

The students went to the Philippines for a BS course in 2017 and entered into MD-Doctor of Medicine in 2019 as per the Philippines
education system similar to the USA. As the New regulations came in 2018 after students were in the Philippines, they represented
the then Medical Council of India. Understanding the student grievances, the Medical Council of India on 5th April 2019 issued a
circular which is attached to this letter. The circular clearly states Philippines students in the preamble and states that the Board of
Governors agrees- Point No. (ii)- NEET will be valid for 3 years from the declaration date of the result. In 2017, NEET result was
declared on 5th June 2017, so NEET be valid till 4th June 2020 for entry into the MD program. These students have been admitted in
MD one year prior in 2019 so are eligible as per law.

I see no reason why hundreds of students who completed 6 years of Medical education, spend huge parent's money, and have
followed all Government guidelines are punished. I do not have exact number but close to 1000 students are in distress. Request
help for students.

Remarks

Students who got admission on or before 18th November, 2021 that is the date of publication of the FMGL are being considered for
recognition. BS course is not considered as this is not a medical course but pre requisite for the MD course in Philippines.
