1.0 SCOPE
This specification covers requirements for stainless and heat resistant steels used in the Company’s
products.
NOTE: Requirements for stainless steel spring wire are covered in MPAPS A-9, Steel Spring
Wire. Requirements for stainless steel tubing used for exhaust, coolant, or heater applications
can be found in MPAPS F-1058 and MPAPS F-1069.

This specification also defines the mechanical and chemical finish requirements for stainless steel
surfaces, including requirements for passivation, electropolished, electropolished with chrome flash, or
electrolytically micro-etched, for parts requiring a decorative, color match, corrosion/heat resistant
finish, or “paint-ready” stainless steel surface. Such parts might include bright reflective grab handles,
sunshades (requiring color match), exhaust pipes which require both corrosion and heat resistance, or
passivated stainless steel fasteners.* These finishes are classified according to the following Types (see
Appendix for detailed description):

Type 1 – Electropolish only


Type 2 – Electropolish plus electrodeposited chrome flash (minimum Cr plating thickness of
0.08 µm or 0.003 mils) – applicable where color match is required
Type 3 – Electropolish plus electrodeposited chrome flash (minimum Cr plating thickness of
0.21 µm or 0.008 mils) – for high heat applications
Type 4 – Micro-etch only
Type 5 – Chemical passivation*

*NOTE: All stainless steel fasteners (i.e., bolts, nuts, washers, etc.) will be passivated in accordance with this specification
unless otherwise specified on the drawing, purchase order, or in the applicable Engineering Standard Parts (ESP)
document. However, passivated fasteners are not required to undergo CASS testing, unless specified.

2.0 INTRODUCTION
Stainless steels offer good mechanical strength over a wide range of temperatures and provide corrosion
resistance superior to all of the common structural steels. Some alloys can be buffed and polished for
improved surface appearance. Passivation of stainless steels can be performed to ensure a clean surface,
free from iron-bearing contaminants which may result in undesirable rust and degraded surface
appearance. However, on bright or polished parts, passivation may somewhat reduce the glossy or
polished appearance.

2.1 Restricted Chemical Substances


Effective January 1, 2007, all product supplied to the requirements of this specification must comply
with the requirements of the MPAPS B-50 specification.

5.0 MATERIAL CLASSIFICATION AND DESIGNATION


Stainless steels are classified by 1) their chemical composition and resulting room temperature microstructure
(e.g., austenitic, ferritic, martensitic, precipitation hardening, and duplex), 2) the American Iron and Steel Institute
(AISI) numbering system (e.g., 200, 300, 400 series alloys), and 3) the Unified Numbering System (UNS),
developed by ASTM and SAE, to apply to all commercial metals and alloys.

6.0 GENERAL REQUIREMENTS


6.1 Chemical Composition
Steels purchased to this specification will meet the requirements of chemical composition shown in
Table I for the Type specified. Heat resisting steels and alloys used in high temperature applications
requiring wear resistance are listed in Table II, along with the required chemical compositions.

approximately 8% Ni. It is denoted here to allow its usage as a material code for drawings and purchase orders.
When specified, 18-8 allows the following stainless steel types: 302, 302B, 302HQ, 303, 304 or 304L.

6.2 Mechanical Properties


6.2.1 Sheet/Plate/Strip
Stainless steel or heat resisting alloys are usually furnished in an “as-rolled” or “as-annealed” condition,
unless otherwise specified. The mechanical properties of martensitic and precipitation-hardening grades
are dependent on heat treatment. These properties are specified when commodities are to be received in a
final condition.

The tensile strength of certain 200 and 300 series strip and sheet products can be increased by temper
rolling. Temper rolling is done at extra cost and the degree of temper designates the minimum attained
tensile strength. The minimum tensile strengths associated with the temper classifications are shown in
Table III.

Stainless steel in the form of sheet/plate/strip supplied to this specification shall conform to the minimum
mechanical properties specified in Table IV, unless otherwise specified on the drawing or purchase order.
The mechanical properties of martensitic and precipitation-hardening grades are dependent on heat
treatment, and required properties should be specified on the drawing or purchase order.

6.2.2 Tubing
For stainless steel tubing, refer to ASTM A269 for requirements for seamless and welded austenitic
tubing for general service. This type of tubing would generally be available in Types 304, 304L, and
other 300-series austenitic grades, having a minimum ¼” (6.4 mm) inside diameter, and minimum 0.020
in. (0.51mm) nominal wall thickness.

For mechanical tubing grades, refer to ASTM A554 for requirements for welded austenitic stainless
steel tubing up to 16 in (406.4 mm) outside dimension and having minimum wall thickness of 0.020 in
(0.51 mm). This type of tubing is generally available in round, square, or rectangular shapes.

The grade of stainless steel tubing should be specified on the engineering drawing, along with any other
special requirements or conditions. Tubing will be supplied with mill finish, unless otherwise specified.
Refer to Table VII in MPAPS A-37 Appendix for tubing property ranges.

6.2.3 Pipe
For stainless steel pipe, refer to ASTM A312 for requirements. This standard covers seamless, straight-
seam welded, and cold worked austenitic stainless steel pipe. Refer to industry catalogs for available
grades and sizes.

6.2.4 Bars and Shapes


For stainless steel shapes, refer to ASTM A276 for requirements. This standard covers hot-finished or
cold-finished bars, rounds, squares, hexagons, and hot rolled or extruded shapes (e.g. angles and tees).

For free-machining stainless steel bars, refer to ASTM A582. This standard covers hot-finished or cold-
finished bars, rounds, squares, and hexagons suitable for machining processes.

6.2.5 Wire and Rods


For stainless steel wire and rods for cold heading refer to ASTM A493 for requirements. That standard
covers cold-finished and hot-finished stainless steel wire and wire rods for forgings and cold heading

7.0 FINISH REQUIREMENTS

7.1 Mechanical Finishes


Unless otherwise specified, stainless steel sheet will be supplied with No. 2B finish, and strip will be
supplied with No. 2 finish. Refer to MPAPS A-37 Appendix for more information and definition of
stainless steel sheet/strip surface finishes.

7.2 Chemical Finishes


If a chemical finish is required for a given part, the type of finish will be specified on the part drawing,
and must meet the following requirements, as applicable:

7.2.1 Type 1 – Electropolish only


7.2.1.1 Process:
7.2.1.1.1 Electropolish: Use electropolish cycle which will produce the desired surface finish and match
the established visual standard/criteria.
7.2.1.1.2 De-Smut: Follow electropolish by a minimum of 4 rinse operations, a sulfuric (or nitric) acid
rinse, and a chromic acid rinse to remove any metal salts.

7.2.2. Type 2 - Electropolish plus chrome flash (color match)


7.2.2.1 Process:
7.2.2.1.1 Mechanical Polishing: Mechanical polishing/buffing to be conducted on part prior to
electropolishing.
7.2.2.1.2 Clean: Clean buffed surface for a minimum of 3 minutes via anodic electro-
cleaning/degreasing. Rinse thoroughly.
7.2.2.1.3 Electropolish: Follow electropolish cycle suitable for matching the visual requirements
7.2.2.1.4 De-Smut: Follow by a minimum of 4 rinse operations, a sulfuric (or nitric) acid rinse, and a
chromic acid rinse to remove any metal salts.
7.2.2.1.5 Chrome Flash: Part to be acid activated, followed by an electrodeposited coating of chromium
to a minimum plating thickness of 0.08 µm (0.003 mils) on all visible or otherwise significant surfaces.†
7.2.2.2 Requirements:
Finished parts must be able to pass 60 hours of copper accelerated acetic acid salt spray (CASS) testing
per ASTM B368, unless otherwise specified on the drawing or purchase order. After the specified hours
of test, there will be no corrosion spots visible to the unaided eye on significant surfaces.†

7.2.3 Type 3 - Electropolish plus chrome flash (heat resistant)


7.2.3.1 Process:
7.2.3.1.1 Clean: Parts to be electropolished will be cleaned a minimum of 3 minutes via anodic electro-
cleaning/degreasing, followed by a de-ionized (DI) water rinse.
7.2.3.1.2 Micro-etch: On parts, such as exhaust tubing, which have welds, micro-etch for 3 minutes to
clean chromium carbides from weld seams.
7.2.3.1.3 Electropolish: Electropolish parts for a minimum of 4-10 minutes with a minimum high current
density range of 75-300 amp/ft2.

7.2.3.1.4 De-smut: Follow by a minimum of 4 rinse operations, a sulfuric (or nitric) acid rinse, and a
chromic acid rinse to remove any metal salts.
7.2.3.1.5 Chrome Flash: Part to be acid activated, followed by an electrodeposited coating of chromium
to a minimum plating thickness of 0.21 µm (0.008 mils) on all visible or otherwise significant surfaces.†
7.2.3.2 Requirements:
After exposure to a 15-minute heat cycle at 400° C (752° F) without discoloration, finished parts must be
able to pass 60 hours of copper accelerated acetic acid salt spray (CASS) testing per ASTM B 368, unless
otherwise specified on the drawing or purchase order. After the specified hours of test, there will be no
corrosion spots visible to the unaided eye on significant surfaces.†

7.2.4 Type 4 - Micro-etch only


7.2.4.1 Process:
7.2.4.1.1 Micro-etch: Clean and micro-etch to achieve the desired satin, matte finish and/or deburred
finish, and/or paint-ready surface. Micro-etched finish must match the established visual
standard/criteria.
7.2.4.1.2 De-Smut: Follow micro-etch by a minimum of 4 rinse operations, a sulfuric (or nitric) acid
rinse, and a chromic acid rinse to remove any metal salts.
†Significant surfaces are defined as those which are visible, subject to wear or corrosion, or surfaces on which the coating is
otherwise functionally necessary. Surfaces considered significant for a given part may be indicated on the part drawing.

7.2.5 Type 5 – Chemical Passivation


7.2.5.1 Process:
7.2.5.1.1 Preparation: Cleaning and pretreatment methods used prior to passivation, including
mechanical and chemical methods, descaling, and degreasing, shall be in accordance with ASTM A380.
The cleaned surfaces shall be free of paint, oil, grease, oxide scale, shop dirt, metal/abrasive particles,
and other foreign matter.
7.2.5.1.2 Passivation Treatment: After cleaning, parts will be passivated using the recommended
treatments in Figure X1.1 of ASTM A967, appropriate for the applicable grade of stainless steel.
Passivation using a citric acid bath as described in ASTM A 967 is not permitted.
7.2.5.1.3 Rinse: Immediately after removing the parts from the passivation solution, parts shall be
thoroughly rinsed in water. A separate neutralization treatment may be performed as required, to stop
the chemical reaction.
7.2.5.1.4 Post-Cleaning: A chemical treatment may be applied within one hour after the final water rinse
to aid in accelerating the formation of the passive surface film. Use of sodium dichromate in the post-
cleaning step is not allowed. The parts will be thoroughly dried after cleaning.
7.2.5.1.5 Finish Appearance: After passivation, parts will exhibit a chemically clean surface, and show
no etching, pitting, or frosting resulting from the passivation procedure.
7.2.5.2 Requirements:
7.2.5.2.1 Corrosion Performance: Passivated parts must be able to pass 24 hours of CASS testing per
ASTM B368, unless otherwise specified on the drawing or purchase order. After testing, no red rust
corrosion product is permitted on significant surfaces. CASS testing is not required for passivated
stainless steel fasteners.

7.2.5.2.2 Inspection: For detection of free iron on passivated surfaces (applicable to 200 or 300 series
austenitic stainless steels, precipitation hardened (PH) grades, or ferritic 400 series with minimum of
16% Cr), the supplier will perform a copper sulfate test (Practice D per ASTM A967) on each lot of
passivated parts (“lot” defined as in ASTM A967, Section 13.1), unless otherwise specified on purchase
order. Process documentation and certification must be made available to purchaser when requested.

8.0 QUALITY

8.1 Material
Material purchased to this specification will be of uniform composition and will be clean and free from
defects detrimental to the fabrication or performance of parts. Fabricated parts supplied to this
specification will not exhibit unsightly scratches, scrapes, dents, gouges, discoloration, etc., which
would compromise the function or appearance of the installed part(s).

8.2 Finish
Electropolished or micro-etched parts finished to the requirements of this specification shall exhibit a
bright and uniformly reflective finish, or uniformly matte (satin) finish (for Type 4) and shall be smooth
and free of stains, pin holes, buffing and polishing lines or other defects affecting the finished
appearance. Buffing of the final chromium finish on Type 2 and Type 3 finishes is not permitted. The
appearance of production parts shall match color and finish of the master samples as agreed upon
between the NAVISTAR Plant Quality Control Department and the supplier.

8.2.1 Acceptance Criteria for Electropolished/Chrome Flash (Type 2) Grille Surrounds


Grille surrounds specified as Type 2 per this specification must meet the acceptance criteria given in
Table 1 at the end of this document.

8.2.2 Passivation Requirements


Stainless steel fasteners, small parts, or other cosmetically sensitive parts supplied to this specification
must be passivated unless otherwise approved by Materials Engineering. The passivation process
removes “free iron” contamination from the surface, which could otherwise act as potential corrosion
sites, leading to premature corrosion. It also facilitates the formation of a thin oxide film which protects
the surface from further oxidation/corrosion. The standard passivation procedure used for Navistar
fasteners, standard parts (ESP), and other small parts is described in this document. Parts will be
passivated according to the requirements of the applicable part specification, part drawing, purchase
order, or otherwise agreed upon between the purchaser and supplier. A note should be added to the
engineering drawing when passivation of the part is intentionally desired.

8.3 Welding
For stainless steel parts which are required to be welded, welds must comply with the American
Welding Society (AWS) document AWS D1.6, or AWS D8.8 unless otherwise specified. Also see
Table XV in MPAPS A-37 APPX for filler metal information. A weld quality stamp should be added to
assembly drawings requiring welding (see stamp #76 in Unigraphics). For resistance spot welding
(RSW) of stainless steel, refer to MPAPS P-9516 for requirements.

9.0 TEST METHODS


Tests for mechanical properties will be in accordance with ASTM A370. Tests for chemical analysis
will be in accordance with ASTM A751.

10.0 QUALIFICATION
Engineering qualification of electropolishing sources is required in advance of production shipments.
Suppliers shall submit samples for approval of finish, luster, color and appearance to the Navistar
Industrial Design Group. Samples shall be accompanied by test data certifying that all requirements of
the specification have been met. Upon approval, styling master samples denoting the minimum level
of acceptable appearance quality shall be developed and retained by the supplier and the quality
department of each using NAVISTAR facility.

10.1 Quality Control Plan


A Quality Control Plan for products supplied to the requirements of this specification will be established
by mutual agreement between NAVISTAR and the supplier. Unless specific exception is noted, the
following characteristics, where applicable*, shall be included in the plan as features for management
by statistical process control.**

11.0 SOURCE APPROVAL AND QUALITY CONTROL

11.1 Supplier Requirements


All suppliers to NAVISTAR are required to be registered to ISO 9001 Quality System Requirements.
NAVISTAR will also accept TS-16949 registration as long as the supplier can also fulfill all AIAG PPAP
(Production Part Approval Process) documentation and approval requirements. Suppliers must maintain
their certification with an accredited registrar and must furnish copies of registration certificates to their
Corporate Buyer upon request.

11.2 Approval
Parts supplied against contracts or purchase orders citing this specification shall be equivalent in all
respects to those samples which were approved by the purchaser. No changes in formulation or
processing practices are permitted without approval. In the event that changes in material, properties,
processing practices, construction, color, or labeling of the product are required, the supplier shall notify
Materials Engineering and Purchasing and Supplier Development of the proposed change(s). Test data
indicating conformance to all requirements of this specification, test samples, and new or amended or
updated Material Safety Data Sheet(s) (MSDS), in accordance with CFR Title 29, Part 1910 shall be
submitted with the request for change.

11.3 Process Control


The supplier shall either perform and report results of tests on specific lots of parts produced using ISO
9001 or TS-16949 guidelines, or provide statistical evidence of the lot having been produced in a state of
statistical control and with a process capable of providing all required properties. The part supplier and
the quality control manager of the using plant may determine testing and reporting requirements on
specific products.

12.0 DESIGNATION ON DRAWINGS AND PURCHASE ORDERS

12.1 Drawings
Material designation on drawings will consist of the appropriate stainless steel type and other special
requirements, if necessary. In some cases, it may be necessary to specify the products, such as “sheet”
or “strip,” on drawings to obtain a particular finish. For non-critical applications, in which corrosion
resistance is of primary concern, specifying an 18-8 stainless steel would allow the usage of Types 302,
302B, 302HQ, 303, 304, or 304L (note that Type 303 has inferior corrosion resistance to other 18-8
types).

For parts which require passivation and the passivation requirement is not specified elsewhere (such as in
Engineering Standard Parts), a note should be added to the engineering drawing:

“Passivate per MPAPS A-37 Type 5”

[Stainless steel fasteners (i.e., bolts, nuts, washers, etc.) will be passivated even if not specified on the
drawing or purchase order, unless otherwise specified.]

For parts requiring other finishes, a note will be added to the applicable drawing(s) to specify required
finish.
Example: Finish per MPAPS A-37, Type 2

When CASS testing is not desired for a given part or program, add this note to the drawing:

“CASS testing not required.”

For stainless steel weldments, reference to AWS D1.6 should be specified on the drawing by adding UG
stamp #76.

12.2 Purchase Orders


Material designation on purchase orders will consist of one of the appropriate grades and any special
requirements necessary for proper fabrication of the part. See “Appendix – General Information.”

13.0 PACKAGING AND SHIPPING

13.1 Material purchased to this specification will be packed in such a manner as to prevent damage in
ordinary handling and transportation, and to avoid any damage detrimental to the appearance of the part.
Shipping and identification will be in accordance with Navistar Supplier Packing and Shipping Standard
D-13.

13.2 Care should be taken to prevent re-introducing iron to the finished parts by avoiding contact with
iron-bearing parts, iron-contaminated shop dirt, tooling, equipment, etc. Use of non-metallic or plastic
storage/shipping containers is advisable.
