INTRODUCTION
Flood is the most universal of the natural hazards and most of the remarkable floods of
the globe are associated with the world’s great rivers. People, infrastructure, environments are
vulnerable to disasters, especially to this flood. For the impacts of the disasters, the country
always in a distress. Because it doesn’t need to say that ours one is blessed with a lot of rivers.
These disasters are not only responsible for death of large number of people but also affect
country’s economy and health.

LOCATION
Pabna is on the mid-western part of Bangladesh. Though it’s not a down land but it is
said to be surrounded by nearby rivers. The Padma River, main stream of the holy river Ganges,
flows by the south part of this district and the Jamuna River runs along its eastern border
separating it from Manikgonj District.

REASON
Due to heavy rainfall, there had been a huge amount of water. The surge continued, as
upstream water flow from India continued to fill the rivers in Bangladesh after India opened all
109 floodgates at Farakka Barrage across the Ganges & this released 55,000 cubic meters of
water towards Bangladesh every second to lessen water pressure on their side which is the
main reason.1

EFFECTS
The heavy rainfall, occurred during July to September 2019, submerged the whole
district. This rainfall led to landslides and extreme flooding. The impacts were much larger in
scale than an average annual monsoon flood as it affected millions of lives. Farmers in the
affected areas are counting loss, as their sugarcane and Aman fields and other croplands were
inundated. As the huts of many villages went under water, huge amount of people became
homeless. Varieties of crops and vegetables on 4,065 hectares of land have been damaged
badly in untimely flash flood in Pabna district. Specially, there was severe damage of rice,
Maskalai (Pulse), banana and newly planted, advanced variety of winter vegetables in three
upazillas of the district. 1,215 hectares of Banana, winter vegetables of 1,250 hectares, Maskalai
of 1,500 hectares and Aman Paddy of 100 hectares have been inundated and damaged in flood
water.2

After the Independence of Bangladesh, East Pakistan Water and Power Development
Authority, formed during Pakistan period, was split into Bangladesh Water Development Board
(BWDB) and Bangladesh Power Development Board (BPDB). BWDB is under the ministry of
Water resources. Their services extend all over the country including PABNA too.

MISSION
To develop a state of knowledge and capability that will enable the country to design
future water resources management plans by itself with economic efficiency, gender equity,
social justice and environmental awareness to facilitate achievement of water management
objectives through broad public participation.

RESPONSIBILITIES

• To inform the mass people about the weather forecast & make them concern about the
natural disasters through mobile phone, internet, email and other electronic devices.
They can know in a moment by dialing 10941 through mobile phone to know the
updates of all cyclone, floods etc.
• To give away the certificate of work experience of a contractor after finishing the task.
This process is done after proper scrutinizing of all the documents submitted to the
office by the contractor
• Conduct irrigation activities and collect irrigation tax.
• Provides mechanical equipments & dredger for use and rent
• Flood control / drainage structure management and maintenance, river erosion
prevention/ bank conservation work
• Processes hydrology information and data of BWDB and flood for casting circle
• Creates scope for fish farming, tree planting and lease of lands

Bangladesh Agriculture Development Corporation (BADC), then known as East


Pakistan Agricultural Development Corporation, was established by the Agriculture
Development Corporation Ordinance, 1971 (EP Ordinance XXXVII, 1971). As an autonomous
body under the Ministry of Agriculture, BADC is based in Dhaka city but its range of services
extends to the whole of Bangladesh including PABNA.
MISSION
Efficient irrigation management, optimal use of surface water, increase in irrigation
efficiency and irrigated area through removal of waterlogging

RESPONSIBILITIES

• One of the basic tasks assigned to BADC is to create irrigation opportunities for
farmers through the use of surface and ground water.
• Through new projects and programs, they create opportunities for surface
water use in irrigation by providing financial support.

PROJECT NAME
MUHURI IRRIGATION PROJECT (MIP)

ABOUT
Muhuri Irrigation Project is one of the important & largest irrigation projects of
Bangladesh. This scheme was designed first in 1980 for dry season irrigation as well as
supplemental wet season irrigation. It covers six Upazilas; Feni Sadar, Sonagazi, Fulgazi
Chagalnaiya, Parsuram and Mirsarai with 40,000 ha. area, 14,050 irrigable area and 28,600 ha.
cultivable area.

LOCATION
In 1996 the expansion of the Muhuri project was studied and the Muhuri-Kahua
Irrigation Project was developed which partly overlaps the Muhuri Irrigation project. The
Muhuri-Kahua and Muhuri project areas are shown in following figures.

PURPOSE
• To increase the water storage
• To expand about the 50% cultivable area
• To improve flood control system & drainage facilities
• To assess the viabilities of improved conjunctive management of the surface
and the groundwater.
• To reduce the water losses by the development of pipe distribution systems

Overall, the investment to this project was designed to improve the irrigation performance &
also to increase the productivity of the cultivable lands of those areas.

MAIN FEATURES
To fulfill the main purpose of this project-
• A regulator and closure dam across the mouth of the Feni River have been
constructed which works as a fresh water reservoir and helps farmers for dry
season irrigation
• Low-lift pumps or any other appropriate devices have been acquisited &
installed to raise water from the channel or reservoir and to deliver it to the
irrigable farmlands
• Village extension agents and model farmers have been trained and
management training & assistance have been provided to the farmers to make
them ready to cope up with this project
• Agricultural equipments and transportation have been acquisited to facilitate
the strengthening of extension services
