22 How will RPL assessment be managed and who will carry it out?
Sector skill councils are designated by NSDC to implement RPL projects under
3 project types:-
1. RPL camps
2. RPL at employers premises
3. RPL centres
4. RPL – 4 (Best in class employers)
As per “RPL at employers premises” assessment will be carried out through

screening, identifying the skills gaps, provide bridge training to cover the
competency gap and then conducting final assessment of the candidates. This
assessment will be carried by designated assessment bodies affiliated with the
sector skill councils
As per “RPL – 4” assessment will be carried out by employers assessors. The

orientation of the employer’s assessors will be given by CSDCI
Attached as annexure – 3.
23 Describe the overall assessment strategy and specific arrangements
which have been put in place to ensure that assessment is always valid,
consistent and fair and show that these are in line with the requirements
of the NSQF:
Assessment is done through third parties who are affiliated to CSDCI as

Assessment Body. Assessors are trained & certified by CSDCI through
training of assessors program. Assessments for the various job roles are
conducted to gauge and assess the trainees’ competencies and professional
expertise as well as their skill and knowledge in the specified areas.
During the practical task, trainees are assessed on their workmanship,
quality of finished product, time management, etc., based on the
NSQC Approved
performance criteria (PC), knowledge and understanding and their

professional and soft skills as specified in the qualification pack. They will be
graded for all their assessments based on the approved assessment strategy
which is signed off by CSDCI.
Assessors must ensure that assessment decisions involve collection and
evaluation of sufficient evidence to enable a judgment to be made on the
student’s competency. An assessment should not place unnecessary
demands on students which may prevent them from demonstrating
competency.
The assessment plan contains the following information:
 What will be assessed, i.e. the competency based on each NOS
 How assessment will occur i.e. methods of assessment
 When the assessment will occur
 Where the assessment will take place i.e. context of the assessment
(workplace/simulation)
 The criteria for decision making i.e. those aspects that will guide
judgements and
 Where appropriate, any supplementary criteria used to make a
judgement on the level of performance.
The assessment is conducted through theory, viva voce and practical.

Guidelines for Assessment

1. Criteria for assessment for each Qualification Pack will be created by the Sector Skill Council.
Each Performance Criteria (PC)/ element will be assigned marks proportional to its
importance in NOS. SSC will also lay down proportion of marks for Theory and Skills Practical
for each PC/ element.
2. The assessment for the knowledge part will be based on knowledge bank of questions
created by Assessment Bodies subject to approval by SSC
3. Individual assessment agencies will create unique question papers for knowledge/theory part
for assessment of candidates as per assessment criteria given below
4. Individual assessment agencies will create unique evaluations for skill practical for every
student at each examination/training center based on assessment criteria.
5. The passing percentage for each QP will be 50%. To pass the Qualification Pack, every
trainee should score a minimum of 50% individually in each NOS
6. The Assessor shall check the final outcome of the practices while evaluating the steps
performed to achieve the final outcome.
7. The trainee shall be provided with a chance to repeat the test to correct his procedures in
case of improper performance, with a deduction of marks for each iteration.
8. After the certain number of iterations as decided by SSC the trainee is marked as fail, scoring
zero marks for the procedure for the practical activity.
9. In case of successfully passing only certain number of NOS's, the trainee is eligible to take
subsequent assessment on the balance NOS's to pass the Qualification Pack within the
specified timeframe set by SSC.
10. Minimum duration of Assessment of each QP shall be of 4hrs/trainee.

Need of the A study by National Council of Applied

notes that in some pockets of rural India,
skilled construction labour is either non-
existent or expensive. Also the skills of the
labour available are primitive as a majority
of the workforce has no formal training
and processes to provide any sort of
formal training to these rural workforces
are virtually non-existent. (NCAER, 2009)
Additionally, a study undertaken by
National Centre for People’s action for
Disaster Preparedness (NCPDP) on
behalf of Building materials and
Technology Promotion Council (BMTPC),
Government of India, notes that in most of
the constructions in rural India, invariably
the mason himself (or herself in few
cases) takes up the role of handling the
whole construction including design,
choice of materials, structural safety
elements, etc.
The same study also observes that rural
artisans commonly learn the skills from
the senior artisans, working first as
laborers and subsequently as junior
artisans. As a result, learning is in bits and
pieces, and is rarely, complete or even
adequate and is influenced largely by the

understanding and practice of the
‘mentor’. This informally developed skill of
the rural mason has a significant adverse
impact on the quality of construction.
Additionally, the BMTPC study observes
that in rural areas, the building artisans
migrate to cities in search of better income
prospects, often working with materials
and technologies that were alien to their
original context. “When they return home
they bring back with them the incomplete
knowledge of these materials; yet another
element of risk is, when they claim to be
‘masters’ of using this material.” All this
has resulted into falling of artisan skill
levels, in turn affecting the performance
levels of buildings.
Thus there is a need for a qualification
that technically strengthens and enhances
the multiple skills required of a rural
mason; this is a critical imperative to
improve the quality of buildings in rural
India as the country embarks on the
mission of ‘Housing for All by 2022’.
Industry CSDCI with the support of MoRD has
Relevance undertaken the process of obtaining
validations of the job roles and by
interacting with the State Representatives
from various states across India, which
would be involved in training of these
people. To ensure legitimacy of the
validations, CSDCI had prepared an
endorsement format, all validations have
been obtained through the same, and the
communications are recorded on mail.
These validations are enclosed
additionally and submitted along with this
file.
Use of the Many construction works need to be taken
qualification up in the rural areas. These include rural
sanitation related works including
construction of individual toilets ; school
and anganwadi toilets, construction of

buildings for gram panchayats, women’s
SHG Federations, cyclone shelters,
anganwadi centres, village haats and
crematoria at the village / block
level,construction of food grain storage
structures etc.
The construction of these structures

requires the training of workforce utilized
in the rural areas.
Estimated As per official communication from 18

Uptake states to the Ministry of Rural
Development, approximately 1,70,33,000
houses are expected to be constructed in
rural areas during 2016-22. Assuming a
conservative estimate of a mason being
able to deliver 5 such houses per annum,
the number of masons required is
567767. Considering that only half of this
projected workforce does not have the
required competency level, these states
would safely have a shortage of
approximately 283883 trained / skilled
masons.
