Internal factors

 Conditions of establishment
The policy goal is to reduce the incidence of learner pregnancy
through provisions of quality comprehensive sexuality education
and access to adolescent and youth friendly SRH services by
promoting the constitutional rights of leaners to education.

 Political assignment

The political assignment is the responsibility of the mister of


education in the national government and the MEC for education in
the provincial government.

 Legality according to the state and administrative law


The policy does not infringe on the rights and the will of
learners, it complies with all constitutional prescripts.

 Financial means
The National Treasure, Minister of Finance, MEC, School
Governing bodies, NGO’s and private sector fund the
Objective of the policy.

 Personnel abilities

Teacher development trainings are provided to assist them to deal


with the issues of managing teenage pregnancy at schools.

 Physical facilities

Physical facilities are schools and all the furniture and


equipment provided.

External factors

 Circumstances

The policy serves to avoid young girls from getting pregnant at


schools and to protect and support them if they get pregnant and
avoid the rate of young girls who do not finish school.

To ensure the return and retention of learners following child


birth in to appropriate grade in their school.

 Policies of political parties

The current policy is pioneered by the ruling political party


which is the governing party.

 Activities and representations of interest groups

The media questions the implementation of the policy. Teacher


unions are involved in the implementation of the policy.

 Personal views of political executive office-bearers

The portfolio committee on Basic Education have an interest in


the implementation of the policy.

 Research, investigations and views of experienced public


officials

The department of Basic Education is responsible for appointing


researchers and doing investigation on departmental policy and in
seeking views of those who have extensive experience.

State enterprise is an undertaking owned and controlled by the


central or state government, either whole or most of investment
is made by the government.

State enterprises refers to the company in which 51 percent or


more of the paid-up capital is held by the government.

The fundamental objective of the state enterprise is to provide


goods and services to the public at a reasonable rate.

State enterprises are also expected to provide economic


infrastructure and services that support the development of the
country and improving the lives of ordinary citizens.

Job creation, implementation of government goals and objectives


in enhancing investments and improving the lives of the poor is
some to the mandates of the state enterprises.

 Restore energy security – The government will be bringing


additional capacity on to the grid. The government will also
take over a portion of Eskom debt.

 Growing the economy and jobs – The backlog of water license


application has been cleared and new license are now being issued
with 90days.
 Building better lives – The increase on social wage and building
other fixed structures such as dams and roads.

 Fighting crime and corruption – The allocation of R14 billion


over the medium term to fight crime and corruption.
 Making government work – allocation increase in all government

Financial Control over public institutions


Financial control by the state over public institutions and
companies is a crucial step, which allows the state to ensure
that the allocated budgets are used effectively and efficiently,
so that public institutions can achieve performance.
Finance Management Act. To ensure that all institutions comply
and manages finances efficiently and effectively.
The office of the auditor general, audit all government
institutions and check compliance to the relevant acts. They
also check that government monies are not mismanaged.
It is important to exercise financial control over public
institutions to ensure that monies allocated are used for their
purposes and avoid maladministration, fraud and corruption.

Recruitment process

 Determining staff needs


The organisation has vacant post that need to be filled as a
results of death, resignation retirements and company expansion.

The institution should have a programme to fill post with


suitable candidates. The top officials should constantly assess
the future personnel needs.

 Determining recruitment field


The field where recruitment is needed must be determined, the
type of post and the kind of experience, expertise and
qualification that are needed for the field.

Employment equity and people living with disabilities to be


considered.

 Attracting candidates
There are several ways that can be used to attract suitable
candidates. The recruitment officials are to use different
advertising methods to attract suitable candidates.

Advertising methods such as newspapers, radio television social


media and notice boards can be used to attract suitable
candidates.

 Selecting and choosing personnel


Candidates with required qualifications will apply and submit
their application for employment on or before the closing date.

The selection will start once all applications have been


received. The selection committee will choose a method that can
be used, it could be through interviews, performance test, oral
or written test.

 Placement of candidate
Candidates should be placed to the post that they have applied
for, the placement process can be undertaken by a recruitment
agency or by the employer themselves.

The placement could be temporarily, contractual or permanent.

 Probation or Trial appointment

The purpose of a probation period is to evaluate an employee work


performance over a seasonable mutually agreed-upon period of time
during which the employer can ascertain the employees’
suitability before confirming permanent appointment.

The success of the probation period is also linked to the proper


guidance and assistance given to the appointed candidate.

 Evaluation of work performance


Performance evaluation is also known as performance review.
Evaluators are to be objective when doing performance
reviews/evaluation.

There are different ways to evaluate work performance namely: -


orally and written test, questionnaires, reports from the
supervisor and check lists may be completed.
