STATEMENT OF THE PROBLEM

HOW CAN WE DEVELOP AN IMPROVISE SUSTAINABLE LIGHTING IN THE DARK AREA

OF BARANGAY BATONG LABANG, CITY OF ILAGAN ISABELA?

We all know that light is such an essential thing in our community that can provide safety in every
individual. However some parts in the area of Batong Labang, City of Ilagan, Isabela are lacking of street
lights, if this problem will not be address it may cause harm in every individual such as accidents, crimes or
any other reasons that can be harmful. Hence this study aims to develop an improvise lighting that can
provide a light in the dark area of Barangay Batong Labang, City of Ilagan, Isabela.

ETHNOGRAPHIC RESEARCH- EMPATHY STUDY

For this study, the researchers used the observation framework ( AEIOU Technique ) and interview
( POEM Technique ) as a process to gain deeper understanding and connections with the respondents in
Batong Labang, City of Ilagan, Isabela, wherein, the researchers has done observations and conducted
virtual interviews to conclude and dig deeper understanding in the situation of users - member of the
community located in the scope of the study and to finally address their concerns about the lack of lighting.

What to observe: Observations:

Activities The users are currently working to gain some

profits, some of them are staying at home since
they are also busy with their family.

Environment Houses can be seen in river sides, trashes can

also seen in abandoned areas, there is also a lot
of people who are residing in the community.

Interactions The users are responsive and comfortable to

interview, they are not hard to entertain as the
researchers asked them about their information
about their personal life.

Objects Majority of the residents are using smart phones

as an alternative object to communicate with
their relatives or other people in times of
emergency or any other reason.

INSIGHT: Reflection of each cluster (what does the clustered information tell you?)

Lights play an important role in the society; it gives us the vision to see things clear at night and
makes us confident to walk through even in unsafe and chaotic environment. However, due to some reasons
many places in the world still do not have sufficient lights. In Barangay Batong Labang for example still
doesn’t have sufficient lights especially on the riverside and on the bridge area which could possibly affect
the citizens of the community through different aspects. Due to the absence of street lights on these
particular areas, the rising of the water level during typhoons and heavy rains at night is unnoticeable which
could result to unforeseen floods. The public welfare and safety is also at risk given that there is no street
lights on these particular areas.

NEED: From the insight, what do you think your interviewee/user need?

1. The user needs street lights to feel confident and safe to walk through those areas where
crimes could be possibly executed.
2. The user needs to ensure their public welfare and safety.
3. The user needs to be prepared for any natural phenomenon that could happen.
