Pre-requisites for Applying Issuance of FRTOL
For FRTOL issuance, following pre-requisites are essential to successfully process the
request and issue the license:

• Applicant shall be registered on eGCA portal and should have a unique eGCA ID.

• Applicant shall have completed medical examination and must have a valid medical
assessment as per Rule 39 C of Aircraft Rules, 1937.

• Educational qualification as specified in Para 1 (b) of Section Y, Schedule II, The Aircraft
Rules, 1937.

• Applicant shall have valid RTR Certificate, issued by WPC, Ministry of


Telecommunications .

• Applicant shall have a valid flight crew license or Flying experience in accordance with
Section Y, Schedule II of Aircraft Rules 1937

Pre-requisites for Applying Renewal of FRTOL
For FRTOL Renewal, following pre-requisites are essential to successfully process the
request and issue the license:

• Applicant shall be registered on eGCA portal and should have a unique eGCA ID

• Applicant shall have completed medical examination and must have a valid medical
assessment as per Rule 39 C of Aircraft Rules, 1937.

• For first time eGCA user add Educational qualification as specified in Para 1 (b) of
Section Y, Schedule II, The Aircraft Rules, 1937

• Applicant shall have valid RTR Certificate, issued by WPC, Ministry of


Telecommunications .

In Case of Issuance of FRTOL-R, 10th & 12th certificate and Verification letter are mandatory when computer
no. is not available or issued before 2013.

If any discrepancies found, applicant to get it correct through DMS/Digitized Data updation/support cell as applicable.
In case of any discrepancies in License Details, Applicant is to use the ‘License Records update’ option and submit for
validation.

Applicant validates the details populated in the form and fills remaining details . After Submission the
application form, the application will re-directed to Bharatkosh payment gateway

Bharatkosh Payment Gateway

• After submission of the application form online, applicant will be redirected to payment gateway
(Bharatkosh) where he / she has to pay the fees amount for the service requested.
• The candidate shall make the payment by using All Indian Credit Cards/ Debit Cards (Except Diners Club
Card) /Internet Banking of banks through the any Payment Gateways available within 48 hours of the
submission.
• The payment via American Express Credit Card (AMEX) can be made through SBI e-pay payment
gateway.
• Please note that your application process is complete only on successful transaction of fee payment and
receipt of the same on portal. Further, the candidate will get a notification on his / her Mobile and
Email of receipt number after successful submission of application and payment. The date of
submission to DGCA shall be the date on which the above entire process is completed and received by
DGCA.

Summary

• User visits the eGCA portal and logs-in using eGCA ID and password.
• User selects the “Issuance/ Renewal of FRTOL service” under “Services” Section from Left side panel.
• Prior to Apply for Issuance/ Renewal of FRTOL, User reads and understands the Instruction page, User Manual.
• User verifies their Basic details, Examination Details, Medical Examination Details and License Details,
• If any discrepancies found, applicant to get it correct through DMS/Digitized Data updation/support cell as applicable.
• Once Details are verified, then Applicant fills the form of Issuance/ Renewal of FRTOL.
• After Submission the application form, the application will re-directed to Bharatkosh payment gateway and after payment is
successful, the generated Payment receipt will visible to Portal.
